AIR HANDLING UNITS:

REPLACE DRIVE BELTS AND PULLEYS

Peterson AFB, CO

SECTION I

DESCRIPTION OF SERVICES

1. SCOPE OF WORK. A non-personal service to provide all management, tools, materials, parts, equipment and labor necessary to replace all conventional pulleys and belts (drive systems) with cog-type pulleys and belts on motors of 15 HP and greater on existing air handling units (AHU) in subject buildings. Work to be performed in a manner that will comply with commercial standards and in accordance with (IAW) all applicable federal, state, and local regulations for maintaining these systems to ensure continuous, safe, and reliable operation.

Buildings and associated motors for drive system replacement are listed in Appendix A. The intent of this project is to complete the replacement of drive systems on large-horsepower motors to increase drive system efficiency, while maintaining current operating characteristics of the air handlers.

1.1. REPAIRS.

1.1.1 Air Handler Drive Systems. For each air handling unit drive system, Contractor will remove existing pulleys and belts as needed for replacement. Contractor shall provide new belts and pulleys in like number to those replaced (e.g. a drive system having three belts will be replaced with a three belt system). (See appendix A for list of buildings and systems).

1.1.2 Contractor shall replace drives on AHU per attached matrix and bid schedule. Replace identified existing pulleys and belts with new cog-type belts and pulleys. Size the pulleys and belts to maintain the fan speed within 5% of original. Replacement pulleys and belts will be installed immediately after demolition to minimize down time of the air handler,

1.1.3 For each drive system installation one set of spare belts will be provided by the Contractor and delivered to Peterson AFB at place designated by the contracting officer. (i.e. for Building 1, there are six AHU and six sets of belt will be provided).

1.1.4 Should a drive system already be equipped with a cog belt and pulley, Contractor will cease work on that system and inform the Program Manager (PM).

1.1.5 Contractor will maintain close coordination with Facility Managers and minimize disruption to building occupants. A list of Facility Managers, phone numbers, and e-mail addresses will be provided.

1.1.6 Air handlers on systems of 30 HP and less may not be out of service for more than one hour and systems above 30 HP may not be out of service for more than two hours, unless otherwise approved by the PM.

1.1.7 Contractor shall provide new belts and pulleys in like number to those replaced (e.g. a drive system having three belts will be replaced with a three belt system).

1.1.8 Contractor shall replace drives on AHU per attached matrix and bid schedule.

1.1.9 Dispose of all waste generated by this project according to all applicable federal, state and local regulations. No material may be abandoned in place without written consent by the Contracting Officer and CE representative. Packaging, removed belts and other refuse will be removed from the work area by the Contractor. Removed pulleys will be turned over to the Government.

1.1.10 Contractor will provide the Government with all manufacturer warrantees. Installation work will be warranted for one year.

1.1.11 The work areas shall be kept clean, safe, and free of clutter at all times. Provide continuous cleanup of affected areas and routes leading thereto. Provide protection for all adjacent real property assets throughout performance. Each area must be left in a safe, organized and clean state at the end of each workday.

1.1.12 Period of Performance will be one hundred eighty (180) days. Contractor shall provide a Schedul showing AHU affected with beginning and ending dates associated to each AHU and labeled with the impact to the affected zones prior to any on-site work. Schedule shall be coordinated with facility manager and PM prior to work. Schedule shall be adhered to for the duration of the project unless specifically waived by contracting officer in writing. Any changes made to the Schedule shall be submitted on an AF3000 for approval. Coordination before any variance to the Schedule shall be approved by the PM and Contracting Officer.

1.1.13 See the submittal schedule for required submittals.

1.1.14 For work in buildings having enhanced security requirements (Buildings 1, 2, 1038 and 2025) Contractor is required to provide own cleared escorts and coordinate for their vetting with the contracting officer.

1.1.15 Contractor is responsible to verify site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a proposal. Note that several of the buildings have air handlers on roofs with only ladder access.

1.1.16 This project includes three (3) Work Options. Contractor will submit bids subtotaled for each of the 3 work options. See Section V, Appendix A.

1.2 REPORTS

1.2.1 Contractor will provide a schedule showing the dates of work at each building for approval by the PM prior to work commencing. Work will not begin until approval of this schedule.

1.2.2 An after action/completion report will be sent to the MP via e-mail upon conclusion of the project. Email addresses of POCs will be provided at time of award.

1.2.3 Report contents will be:

a. Identification and location of each system installed

b. Identification by part number or size of belts and pulleys installed

c. Date of completion of the system modification
