SOURCES SOUGHT FOR THE

NORTH AMERICAN AEROSPACE DEFENSE COMMAND (NORAD) and

US NORTHERN COMMAND (USNORTHCOM)

Sources Sought No: FA2517-15-R-9022

Project Title: Disaster Management Simulation and Social Media Emulation Exercise Support

1. Notice: This is a Sources Sought Notice only. This request is for information and planning purposes only. No solicitation is currently available; no unsolicited proposals will be entertained as a result of this notice.

The NAICS for this requirement will be 541511, Custom Computer Programming Services, which has a size standard of $27.5 million.

This Sources Sought is in support of market research being conducted by the 21st Contracting Squadron, Peterson AFB, CO to determine potential sources that can provide off-the-shelf and customizable disaster management modeling and simulation (M&S) and social media (SM) emulation support for exercises and training events. Potential sources must provide the following services: software licensing and maintenance, hardware configuration and maintenance, and Information Technology (IT) support during exercise execution; and exercise planning and execution support to include scenario development, M&S database tailoring and mapping, training audience instruction and support, minimal role-playing and simulation of non-participant organizations, and capture of M&S and SM lessons learned. The software and hardware maintenance component is intended to support multiple Task Orders for Department of

Defense (DOD) and non-DOD exercises. The disaster management M&S and SM applications must be integrated (able to exchange database and mapping information and be certified and accredited for installation and use on DOD information technology systems prior to contract start. Exercises supported under this contract may require the disaster management M&S alone, the M&S in parallel with SM emulation, or M&S and SM as an integrated capability. In addition, potential sources must establish an

Exercise Social Media Web Portal, a password-protected website with the ability for exercise controllers to upload and stream videos, print stories, photographs, blogs and other posts on pages that look and function like current, relevant mainstream and social media sites but which are isolated from the emulated real-world media sites. Potential sources will be required to develop and set up the portal; customize the pages for each exercise; and manage up to 1200 user accounts (each with as many as 10 personae) with various permission levels for each exercise. Potential sources must possess the technical and operational experience to provide remote, year-round technical and user support.

3. Contactor’s Capability Presentation: Interested sources may arrange an additional capability presentation with the Government by contacting Ms. Sims at sandra.sims@us.af.mil. This presentation is intended to demonstrate the proposed solution to end-users. Arrangement will be made on a first come first serve bases starting at 0800 am MDT on March 24, 2015, and ending at 0400 pm MDT on March 25, 2015. The presentation will be taking place at Peterson AFB CO 80914-1055. The presentation will be limited to a max of 1hour, and 3 staff members per session. The Government will not pay for any costs associated with these capability presentations.
