LIMITED SOURCE JUSTIFICATION
HQ AFSPC/A9
HEADQUARTERS AIR FORCE SPACE COMMAND (HQ AFSPC)
MODELING AND SIMULATION FOR SPACE AND CYBERSPACE (MSSC) SUPPORT
1.0. IDENTIFICATION OF THE AGENCY, CONTRACTING ACTIVITY AND
JUSTIFICATION.
1.1. Agency: Department of the Air Force
1.2. Contracting Activity: 21st Contracting Squadron, Peterson AFB, Colorado
1.3. Contracting Officer: Rachel M. Hickenlooper, DSN: 834-5548
1.4. Requiring Activity: HQ AFSPC/A9
1.5. Justification Type: Sole source award to CENTECH Group, Inc GSA IT Schedule 70, GS-35F- 5440H.
1.6. Authority: FAR 8.405-6(a)(1)(i)(A)
2.0. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED.
2.1. The Government intends to solicit through other than full and open competition (sole source) and award a firm-fixed price Task Order (TO) to CENTECH Group, Inc. under GSA contract GS-35F-5440H, in accordance with FAR 8.405-6(a)(1)(i)(A).
2.2. The Government will establish a period not to exceed three and a half months for an estimated Period of Performance (PoP) from 16 November 2013 through 28 February 2014. This period will support the Air Force's immediate needs beyond the end of the current NETCENTS Indefinite Delivery Indefinite Quantity (IDIQ) TO, FA8771-04-D-0002-SX32, which expires 15 November 2013, until the competitive follow-on award is issued.
3.0. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS, ESTIMATED VALUE.
3.1. The purpose of this TO is to support HQ AFSPC/A9 Modeling and Simulation (M&S) tools in support of space and cyberspace analyses, assessments, and lessons learned; and provide science & technology expertise to decision makers, warfighters, and the national space community. This task order represents technical and support requirements in the areas of M&S research and development of tools and authoritative data, web-enabled portal capabilities, and integration of all functionalities. M&S “tools” that will be improved/enhanced under this task order, including “enabling capabilities” are:
Authoritative Data (AD) Ionosperic Scintillation Error Model (SCINTERR) Operational Performance Mapping Availability Program (OPMAP) System CONOPS and Requirements Environment (SCORE) Simulation of Locations and Attack of Mobile Enemy Missiles (SLAMEM) Space/Cyberspace Analysis Resource Portal (SARP)
3.2. VALUE: The estimated value of this option effort is approximately for the three and a half month effort from 16 November 2013 through 28 February 2014.
4.0. AUTHORITY AND SUPPORTING RATIONALE FOR LIMITING SOURCES AND
DEMONSTRATION OF THE CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE
THE REQUIRED SUPPLY/SERVICE.
4.1. The applicable Limited Source Justification authority is FAR 8.405-6(a)(1)(i)(A), “An urgent and compelling need exists, and following the procedures would result in unacceptable delays”.
4.2. Demonstration of Contractor’s Qualifications as Supporting Rationale: The current TO, FA8771-04- D-0002-SX32 was awarded under full and open competitive procedures on 28 February 2013 to CENTECH through NETCENTS IDIQ contract FA8771-04-D-0002. CENTECH is currently performing all required support services necessary to continue to meet mission-critical requirements at Peterson AFB, Colorado. CENTECH has the requisite personnel on staff with knowledge, certifications, and security clearances, as well as the requisite MSSC system knowledge necessary to continue support uninterrupted.
4.3. While other contractors may be capable of performing the MSSC requirements, another company would not be able to successfully staff the personnel required with a short turnaround time for award and the short PoP. Additionally, to maintain the current level of service, any new personnel would require a transition period to gain sufficient knowledge to provide uninterrupted MSSC support. It is not realistic to expect another contractor could achieve the required staffing and capability needed in the short period before the expiration of this TO.
4.4. Based on the need to successfully assume and fulfill the requirements in order to maintain operations for the MSSC in the short-term period of three and a half months, it is not possible to avoid the potential delays that would result from a short term award to another contractor. The costs to the prospective competitive contractor are prohibitive considering the extremely short period of time this extension entails. In addition to the unrecoverable transition costs, establishing a new support staff would result in administrative delays for a new labor force of security-cleared and IT-certified personnel. These delays and additional costs would not be incurred by awarding a sole source TO through GSA to CENTECH, the incumbent contractor. Given these factors and considering the extremely short time before the MSSC TO expires on 15 November 2013, the most expedient and cost effective means for the Government to maintain operational support is to award a sole source three and a half month effort with the current contractor, CENTECH.
4.5. The complex nature of the MSSC requirement requires careful consideration to find a long-term viable contract vehicle. In addition, with uncertainty of the FY14 and out year budgets, further planning is needed to ensure the contract is structured to allow for possible fluctuation in the funding.
4.6. Allowing the current NETCENTS contract to end, without awarding a short-term bridge effort, while finding a long-term contract vehicle will cause significant loss of analysis capability and will result in the loss of technical and subject matter expertise on model enhancements which would not allow AFSPC to meet Headquarters Air Force Staff, Joint Staff and AFSPC analysis ultimately supporting the warfighter.
In addition, the Space and Cyber Space Analysis Resource Portal (SARP) Modeling, Simulation and Analysis (MS&A) information (tools, studies and authoritative data) will no longer be readily accessible by the user community resulting in increased cost and schedule. SARP customers include USSTRATCOM authoritative data, space data catalog project, Wargame analysis; Air Force Research Lab (AFRL) – Web-Based Interface for Satellite Assessment and Research Dissemination (WISARD)/Satellite Info Database authoritative data (used by JSpOC); HQ AFSPC/A3 - astrodynamic algorithms and orbital analysis software distribution; JSpOC: publishes space catalog. SARP also hosts the ARTs List, which implements the Unit Purchased Supply Efficiency tasking (UPSEt) initiative, and ReACT (AFSPC’s Requirements Assessment and Compliance Tool). No other vehicle is currently available to update M&S analytic tools in support of on-going studies such as SBEM or Combat Comm AoA’s and other MUA studies. None of these databases or programs can be put on hold for any period of time.
5.0. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT
THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d).
5.1. The total government estimate of the costs for the three and a half month option effort is approximately . This estimate is based on the estimated hours to complete the requirements with current rates. The anticipated cost will be determined to be fair and reasonable by the ordering activity through an evaluation of the proposed level of effort and mix of labor, comparison of the proposed prices with those on GSA schedule GS-35F-5440H, the government estimate, and prices on previous contracts.
The Contracting Officer will perform a price reasonableness determination as part of the best value determination.
6.0. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE
HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET
RESEARCH WAS NOT CONDUCTED.
6.1. Market research efforts included conducting on-line research through GSA Advantage, Fed Biz Ops (FBO) and other internet searches. It was concluded that while other contractors may be able to support the unique MSSC requirements outside of the incumbent, CENTECH is the only contractor that has the flexibility and knowledge to support a quick turnaround award on a short-term contract.
7.0. OTHER FACTS SUPPORTING THE JUSTIFICATION. None
8.0. STATEMENT OF ACTIONS THE AGENCY WILL TAKE TO REMOVE OR OVERCOME
BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY
SUBSEQUENT ACQUISITION FOR SUPPLIES OR SERVICES IS MADE.
8.1. Competing this work and awarding to another contractor, in less than a month, would require considerable effort to accomplish. This is a mission critical requirement. The Government is diligently working to complete a new PWS for a long-term follow on solution. This sole source award allows for the least amount of time to complete a follow-on requirement. Therefore, this sole source TO with CENTECH is required to continue the MSSC Support. There is an ongoing effort to find a viable long-term solution to fulfill the MSSC requirements.
