Tobacco Cessation Questions

Question (Q) 1.

What is the total number of personnel and beneficiaries this program will be offered to?

Answer (A) 1.

The overall number of patients in need of service is 287.

Q2

What is the smoking prevalence of this population?

A2.

Currently 17.6% of our population uses tobacco.

Q3.

Can you please share the # of enrollments per month for the past 2 years of offering a Helpline (or for the length of time you have offered these services)?

A3.

The anticipated call volume is 50 Q4.

Does Schriever AFB have a plan to promote this program? Or provide incentives or disincentives for tobacco users?

A4. Yes, we will promote it at Right Start, CC Calls, the Base bulletin, our Facebook page, at all classes, and UFPM/PTL training. If members stay quit for 3 months, they will receive teeth whiting at the Schreiver Dental Clinic Q5.

Will all callers enrolled and active in counseling sessions receive NRT and prescription medications for quitting directly through Schriever AFB, not through the Helpline?

A5. Yes, they will schedule an appt with their PCM to receive NRTs Q6.

Are you open to a contractor offering an enhanced program with online resources and text messaging in addition to the telephone counseling if the program does not exceed your budget?

A6.

The vendor needs to develop an “application” to take the information of caller and do the tracking of the case. If text messages and additional resources are part of the contractors “application” it is reasonable for evaluation.

Q7.

Can you please share your annual budget for Tobacco Helpline services? And, your total budget for the one initial year plus 4 years of renewals.

A.7 It is the Governments policy not to disclose our budget for this acquisition.

Q8.

Do you require your contactor to be a small business (under $25.5 M) under the NAICS code?

A8.

This acquisition is full and open competition, not limited to small business.

Q9.

You state the estimated base year start date is 11 February 2013. Is this the contract start date and the Helpline could be launched at a later date (within 30 – 60 days of the contract date?)

A9.

The period of performance begins on 11 Feb 2013.

Q10.

In regards to the solicitation above, I am wondering if Schriever has its own stop smoking plan that the contractor works off of? or does the contractor need to provide some kind of quit smoking plan?

A10.

The vendor needs to develop an “application” to take the information of caller and do the tracking of the case Q11.

Does Schriever have the proper Materials and provides the contractor this material to mail out to the recipients?

A11.

The vendor needs to develop an “application” to take the information of caller and do the tracking of the case
