subscription due to the evolving cyberspace threats. N-NC maintains awareness of worldwide cyberspace threats such as the latest computer virus and hack attempts. The newsletter contains information from the United States (U.S.) as well as the United Kingdom, Canada, Australia, Estonia, Norway, Sweden and other countries. Information is exchanged between multiple U.S.
Government entities, states, Department of Homeland Security, and the Intelligence Community.
This newsletter is used throughout the Joint Staff, HQ N-NC enterprise and its subordinate commands. As the cyberspace domain is constantly changing, it is crucial to have a tool for awareness and open communications. CyberPro is read by senior leadership throughout N-NC as well as many other subscribers to keep abreast of the technical aspects of information technology and especially cyber issues.
National Security Cyberspace Institute, Inc. (NSCI) is the only provider that publishes a product that provides an open dialog on Cyberspace awareness and communications throughout the world. NSCI publishes CyberPro in a bi-weekly electronic newsletter format that is distributed to thousands of subscribers via e-mail. The publication updates readers of top-level cyber policy decisions and tips on defending against attacks. CyberPro has feature articles discussing new concepts; interviews with cyber professionals to offer fresh perspectives; and lists of upcoming cyber-related conferences and training courses. This newsletter provides a dialogue for professionals in cyberspace. N-NC has subscribed to numerous publications over the years and this subscription to CyberPro meets the unique demands of the Command for the latest cyber related news articles and links to original sources. This subscription provides valuable situational awareness across a range of diverse organizations representing government, academia and industry, in the US and internationally. N-NC has a wide demand for this resource and seeks to increase to an Enterprise level making this source available to a larger audience.
The Enterprise level subscription is the most cost effective means of distributing this resource throughout our domain and our subordinates. It would be cost prohibitive for each subordinate to procure their own subscription.

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
The proposed sole source product is necessary to satisfy the Government’s requirement and maintain the mission described above. NORAD and USNORTHCOM performed market research by talking to other Combatant Commands and through internet searches to find a source that could provide cyberspace education and research in a reoccurring publication. The research found a product by NCSI that provides analysis of concepts and capabilities utilizing a unique operational and technical analysis for emerging technologies, and capabilities with regard to an operational perspective on cyberspace, nuclear, and potential global strike threats. Market research could not find this type of assessment and analysis among the other newsletters regarding cyberspace. US Strategic Command, (USSTRATCOM), Joint Functional Component Command Global Strike (JFCC GS), US Joint Forces Command (USJFCOM), Global Cyberspace Integration Center (GCICC), Defense Advanced Research Product Agency (DARPA) and the Air Force Research Laboratory (AFRL) all utilize this newsletter, as well as members of the Department of Energy, Nuclear Security Administration, members of Congress, and members of industry. N-NC wishes to stay abreast of relevant major news stories that their other combatant commands (COCOMs) and subordinates receive with this newsletter. NORAD and USNORTHCOM will continue to look for the latest, most in-depth options for providing dissemination of this type of information. At this time no other source has been found to provide the in-depth coverage that the CyberPro newsletter currently provides.
