1. Attached is the 341 SW OPLAN 32-7042, Hazardous Waste Management Plan. This plan was developed in accordance with AFI 32-7042 and is effective upon receipt. Requests for change in distribution should be sent to 341 CES/CEVV.
2. This plan outlines the commitment needed from all Team Malmstrom personnel to be a good steward of the environment. This plan provides operational procedures for managing hazardous waste from its generation to its final disposal.
3. This plan requires every organization using, storing or handling fuels, solvents, corrosives, oils, toxics or any other hazardous substance to read the attached information and adhere to the guidance provided. Personnel in units not directly tasked should also be aware of the information provided.
4. This plan supersedes 341 SW OPlan 32-7042, dated Jan 05. Dispose of superseded plans in accordance with guidance at https://webrims.amc.af.mil.
5. Elements of this plan were coordinated with all tasked agencies.
6. The OPR for this plan is 341 CES/CEVV, Civil Engineering Squadron, Environmental Flight, Pollution Prevention Section. This plan is reviewed and updated annually by the OPR and tasked agencies.

SECURITY INSTRUCTIONS AND RECORD OF CHANGES/REVIEW
1. TITLE: The long title of this document is 341st Space Wing OPlan 32-7042, Hazardous Waste Management Plan (HWMP). The short title is 341 SW OPlan 32-7042.
2. CLASSIFICATION: This plan is unclassified and does not come within the scope of directives governing the protection of information affecting national security as specified in Air Force Directives, 205 series.
3. DISTRIBUTION: This plan will be distributed to those organizations in Annex Z. The plan will be controlled in accordance with established USAF procedures for unclassified documents.
4. REPRODUCTION: Tasked organizations are authorized to extract and reproduce those portions of this document essential in the accomplishment of necessary planning and in the preparation of supporting documents and reports.
5. REVIEW AND AMENDMENT INSTRUCTIONS:
a. The review of this OPlan will be performed annually by the MAFB Environmental, Safety and Occupational Health (ESOH) Council and recorded on the attached record sheet.
Updates or rewrite of this plan will be accomplished when any of the following circumstances warrant:
(1) Changes or modifications of the Hazardous Waste part B permit occur.
(2) The plan fails or proves ineffective.
(3) At the request of the U.S. Environmental Protection Agency (EPA) or the Montana Department of Environmental Quality (MDEQ).
(4) After enactment of or amendments to, pertinent federal or state legislation or changes in DoD or USAF policy.
(5) At the request of the ESOH or its subcommittee.
b. Changes or corrections that affect this plan should be submitted in writing to Environmental Flight, Pollution Prevention Section and 341 CES/CEVV.

PLAN SUMMARY
1. PURPOSE: The purpose of this plan is to implement the requirements of Section 2.2 (Management Plan) of Air Force Instruction (AFI) 32-7042, Solid and Hazardous Waste Compliance (12 May 1994). The 341 SW Hazardous Waste Management Plan (HWMP) deals with key points in implementing hazardous waste management required by Resource Conservation Recovery Act (RCRA). This plan covers the control and management of hazardous waste from the point of generation to the point of final disposal.
2. MISSION: The mission of this plan is to outline procedures for safe and proper management of hazardous waste from the point of generation to the point of when the waste is no longer hazardous either through disposal, reuse or recycling.
3. GENERAL SITUATION: The United States Air Force is committed to proper management of hazardous wastes generated on its installations. The primary objective of this document is to provide hazardous waste program managers with the essential tools for managing, controlling and disposing of hazardous waste, including hazardous materials (HAZMAT) which are no longer needed or have exceeded their shelf-life.
a. Political-Military Situation: Compliance with this plan is required for all readiness conditions, unless specifically exempted by the 341st Space Wing Commander
(341 SW/CC).
b. Statement: This summary provides a brief overview of the requirements and major aspects of this plan. The plan is based on the federal, state and local laws and regulations and Air Force (AF) direction available at the time of preparation and is subject to modification as those requirements change.
c. Legal Considerations: This plan does not address the requirements for contingency plans for RCRA-permitted facilities found at 40 CFR 264, Subpart D. These requirements are addressed in the Montana Hazardous Waste Permit Number MTHWP-01-01.
d. Environmental Considerations: The purpose of this plan is to ensure compliance with applicable environmental laws and regulations and to provide guidance for the hazardous waste management.
4. CONCEPT OF OPERATIONS: This plan is effective immediately upon receipt and will be implemented in day-to-day operations.
5. MAJOR FORCE REQUIREMENTS: All activities that generate, use and dispose of hazardous waste.
6. KEY ASSUMPTIONS: It is assumed that all personnel will make a conscience effort to implement a comprehensive hazardous waste management program.

8. COMMAND RELATIONSHIPS: Normal command relationships are in effect.

1. SITUATION:
a. The United States Air Force is committed to proper management of hazardous wastes generated on its installations. The primary objective of this document is to provide hazardous waste program managers with the essential tools for managing, controlling and disposing of hazardous waste, including hazardous materials (HAZMAT) which are no longer needed or have exceeded their shelf-life.
b. On May 19, 1980, the Environmental Protection Agency (EPA) published the Hazardous Waste Management System rules. Subtitle C of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (RCRA) of 1976, directed the EPA to promulgate regulations to protect human health and the environment from improper management of hazardous wastes. The rules for implementation of RCRA are contained in Title 40, Code of Federal Regulations (CFR), Parts 260 through 272. The effective date of these far-ranging regulations was November 19, 1980. The amendments require increased management of hazardous waste by all hazardous waste-generating facilities including Malmstrom Air Force Base (MAFB). The EPA has authorized the State of Montana to enforce RCRA regulations in the state as set forth in Title 17, Chapter 54 and Administrative Rules of Montana (ARM). The procedures of this hazardous waste management plan will be used to comply with federal and state legislation and regulations. Plan revisions shall reflect changes in any level of hazardous waste management laws and regulations. Each revision to this plan will become effective immediately upon distribution unless otherwise noted.
c. Implementation of the comprehensive hazardous waste management program mandated by RCRA and the state requires maximum cooperation of all activities associated with hazardous waste on MAFB. The installation commander is responsible for compliance with all requirements for MAFB, for notifications required under Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), for permit applications and for reporting to the EPA or the state, as required, for all installation activities, including tenant activities. The individual Base operational units (generators) are responsible for conducting their activities in accordance with this plan. Base organizations, including Defense Reutilization and Marketing Service activities and tenant activities, will: provide the installation commander with necessary permit application documentation through the Environmental, Safety and Occupational Health (ESOH) Council; provide the reports required by EPA or the state; and ensure compliance with regulatory and permit requirements at the facility.
2. MISSION: The mission of the 341 SW is to keep America free and strong by providing combat-ready people and aerospace forces. This plan supports that mission by supporting compliance with environmental requirements.
3. EXECUTION:
a. Concept of Operations:
(1) This plan was developed to implement the requirements of Section 2.2 (Management Plan) of AFI 32-7042, Solid and Hazardous Waste Compliance (12 May 1994).
(2) This Hazardous Waste Management Plan (HWMP) deals with key points in implementing hazardous waste management required by the RCRA at federal facilities.
The plan covers the control and management of hazardous waste from the point of generation to final disposal. The generator (MAFB) retains liability for the safe and proper management of all its hazardous waste from creation until the waste is no longer hazardous either through disposal, reuse or recycling. This plan does not address the requirements for contingency plans for RCRA-permitted facilities found at 40 CFR 264, Subpart D. These requirements are addressed in the Montana Hazardous Waste Permit Number MTHWP-01-01.
(3) The HWMP complies with the mandatory requirements of the Montana Department of Environmental Quality (MDEQ) Air and Waste Management Bureau, Permitting and Complaint Division administrative rules. MAFB must comply with state regulations, as the EPA has authorized the state to implement RCRA requirements in Montana.
b. Tasks:
(1) Implementation: The objectives, policies and instructions included within this plan are effective when approved by the 341 SW Commander, who is identified as the responsible official for implementing requirements of RCRA and the Pollution Prevention Act of 1990.
(2) Implementation: This plan is to be used by Base organizations that generate, accumulate, monitor, dispose of or respond to incidents involving hazardous waste. The responsibilities of base personnel with regard to hazardous waste are outlined below.
Compliance with federal, state and local hazardous waste laws and regulations is the responsibility of the installation commander and is implemented through the Environmental, Safety and Occupational Health Council. The development, maintenance and implementation of this plan are the result of MAFB ESOH action.
(3) 341st Space Wing Commander will:
(a) Ensure the management of hazardous waste on MAFB complies with applicable portions of 40 CFR parts 260-272, the Administrative Rules of Montana, Title 17, Chapter 54, Hazardous Waste Management and the 341 SW HWMP.
(b) Ensure the HWMP is reviewed annually.
(c) Sign installation hazardous waste permit applications.
(d) Sign installation hazardous waste permits.
(4) Environmental Safety and Occupational Health Council (ESOHC) formerly known as the Environmental Planning Committee (EPC) will:
(a) Ensure the HWMP is reviewed annually.
(b) Approve the reviewed HWMP annually.
(5) 341st Civil Engineer Squadron will:
(a) Provide emergency notification of all spills in accordance with the Hazardous Materials Emergency Response Plan 32-4.
(b) Annual review and update the HWMP.
(c) Manage the Central Accumulation Point.
(d) Manage the Base Hazardous Waste Program.
(e) Conduct and/or coordinate hazardous waste management training for all base personnel whom handle or who may be otherwise involved in the management of hazardous waste.
(f) Perform hazardous waste characterization and prepare hazardous waste documentation as required by EPA, state regulatory agency, Defense Reutilization Marketing Service (DRMS) and Air Force instructions.
(g) Perform and maintain records of the Environmental Compliance Assessment and Management Program (ECAMP).
(h) Complete at least a semi-annual “no notice” inspection of each satellite hazardous waste accumulation point.
(i) Provide written notification to the squadron commander of any discrepancies at a hazardous waste initial/satellite accumulation point.
(j) Prepare and submit reports to the EPA (biennially) and MDEQ (annually).
(k) Coordinate with federal, state, county and city authorities on hazardous waste management procedures.
(l) Ensure compliance with the Closure/Post-Closure Plan contained in Montana Hazardous Waste Permit Number, MTHWP-01-01, for the hazardous waste storage facility.
(m) Prepare and submit permit applications and modifications as required.
(n) Maintain information about the installation’s hazardous waste activities.
(o) Provide all applicable records to representatives of the EPA or MDEQ.
(p) Maintain routine liaison with AFSPC, EPA and MDEQ in regard to hazardous waste inspections, rule interpretation and problem resolution.
(q) Assist waste generating activities in hazardous waste identification, management, minimization, recycling, storage and disposal.
(r) Pickup, characterize and recycle or dispose of all organization’s hazardous wastes.
(s) Ensure HM/HW containers are properly managed.
(6) 341st Logistics Readiness Squadron will:
(a) Provide guidance to base organizations on approved containers for holding and shipping hazardous waste.
(b) Provide support for transportation of hazardous wastes generated during emergency contingency operations.
(c) When shipping hazardous waste or cargo, ensure Department of Transportation (DOT)/United Nations (UN) requirements of 49 CFR are met.
(d) Package and ship hazardous waste samples to laboratories according to 49 CFR requirements.
(7) 341st Medical Group/Bioenvironmental Engineer will:
(a) Monitor groundwater and storm water for contamination.
(b) Receive, maintain, review and provide Material Safety Data Sheets (MSDS).
(c) Inform Base Supply, Hazardous Materials Market (HAZMART), of any special actions and assign issue exception codes.
(d) Manage respiratory protection program.
(e) Participate in hazardous waste training programs and exercises.
(f) Coordinate on the establishment and location of hazardous waste accumulation sites.
(g) Assist the Environmental Flight in developing and updating the MAFB Waste Stream Inventory and Waste Analysis Plan.
(h) Advise and assist the Environmental Flight in the collection, preparation and transport of waste stream analysis samples.
(i) Perform Industrial Hygiene Exposure Assessment of Hazardous Waste Management Operations as required by Federal, state, DoD or Air Force regulations.
(8) 341st Space Wing Public Affairs Office will:
(a) Act as the focal point for inquiries from the news media and concerned citizens regarding hazardous waste in the event of a hazardous waste/materials incident or accident.
(b) Assist the Mission Support Group Commander during situations involving hazardous waste/materials incidents by keeping news media and the public aware of events and curtailing rumors through the dissemination of accurate and coordinated information. Respond to accident/incident site and establish an information control center when required.
(9) Commanders of Hazardous Waste Generators will:
(a) Be responsible for compliance with federal, state and Air Force directives for the management of hazardous waste generated within their organization or facilities under their control.
(b) Provide safe equipment and locations for hazardous waste satellite accumulation points.
(c) Ensure hazardous waste accumulation sites comply with federal, state and local hazardous waste management regulations and the HWMP.
(d) Submit request to designate location(s) as a hazardous waste satellite accumulation point. Coordinate each location with the Environmental Flight, Ground Safety, Fire Department and Bioenvironmental Engineering. See example of request letter in Appendix 6 of Annex N.
(e) Appoint a primary and alternate hazardous waste satellite accumulation point manager and forward a copy of the appointment letter to 341 CES/CEVV. See example of appointment letter in Appendix 8 of Annex N. Ensure all personnel handling hazardous waste or who are involved in hazardous waste management receive annual training. Document and maintain training records for three years.
(f) Allow access to facilities, shops and equipment for hazardous waste pick up and inspections by the Environmental Flight and state and federal regulators.
(g) Ensure all hazardous waste is placed in an approved satellite accumulation point or turned in to the Environmental Flight the same day it’s generated.
(h) Ensure vehicles are provided for the safe transportation of hazardous waste from the hazardous waste accumulation sites to the central hazardous waste storage areas.
(i) Ensure unit compliance with the requirements of this plan for the management of all hazardous waste, including universal waste, generated, transported or otherwise handling of hazardous waste.
(10) Hazardous Waste Satellite Accumulation Point Managers will:
(a) Assume overall responsibility for management of the hazardous waste accumulation point.
(b) Coordinate with the Environmental Flight, Fire Department, Bioenvironmental Engineering and Ground Safety on the establishment or relocation of satellite accumulation points.
(c) Maintain all hazardous waste documentation, correspondence and weekly inspection records for a minimum of 3 years.
(d) Ensure that only hazardous waste is stored in the accumulation point (see Appendix 6 of Annex N for a sample request for designating a hazardous waste satellite accumulation point). Store used oil and other recyclable in a separate area.
(e) Ensure the accumulation point has an appropriate spill kit for the type of material being stored located within 50 feet.
(f) Ensure all fire and safety regulations are followed and an approved fire extinguisher is available when flammable hazardous waste is stored in the satellite accumulation point.
(g) Perform and document weekly satellite accumulation point inspections using the Hazardous Waste Satellite Accumulation Point Checklist (example included in Appendix 7 of Annex N).
(h) Ensure hazardous wastes are collected and stored in approved containers that are in good condition. Containers that are pitted, rusted, having sharp edges, creases and dents, material defects and bulging heads are not authorized for use.
(i) Ensure containers are kept closed except when being filled.
(j) Ensure each satellite accumulation point does not exceed 55 gallons of “HAZARDOUS WASTE” or one quart of “ACUTELY HAZARDOUS WASTE”.
(k) Ensure all hazardous waste containers have a clean exterior and are clearly and visibly marked with either “HAZARDOUS WASTE” or “ACUTELY HAZARDOUS WASTE,” as applicable or the generic name of the waste; e.g. “WASTE SODIUM
CHROMATE”. Containers must have at least a 10 percent headspace (approximately 4 to 6 inches below the top in a 55-gallon drum).
(l) Maintain positive control of the access to the accumulation point to prevent mixing of wastes and contaminating the waste stream. The container(s) should be locked if possible.
(m) Properly fill out and sign the Hazardous Waste Turn-in Profile Sheet (example included in Appendix 2 to Annex N) prior to calling Hazardous Waste Management (Ext. 6163) for pick up of hazardous waste.
(n) Maintain hazardous waste training documentation at the work center. The documentation must include:
1. Type of training received
2. Training source
3. Training date
4. Date annual refresher training is required
5. Copy of training certificates
(o) Use spill prevention measures such as secondary containment. When a hazardous waste spill is detected, reference the 341st Space Wing Integrated Hazardous Materials Emergency Response OPlan 32-4 to determine the proper response.
(p) Ensure containers, which held hazardous materials are properly disposed.
Metal and plastic containers with a volume of 5 gallons or greater will be turned over to the Environmental Flight. For containers less than 5 gallons, the user will render unusable, in accordance with 40 CFR 261.7, by puncturing, crushing or cutting prior to their disposal as a solid waste.
(q) Solid hazardous waste that is normally placed in plastic bags will be double bagged. Plastic bags shall not be used for accumulation of solid hazardous waste.
Special considerations shall be incorporated to prevent spill or leakage of contents.
(11) Defense Reutilization and Marketing Office (DRMO) will:
(a) Receive from generators and the Environmental Flight hazardous materials and waste, except explosive ordnance and Federal Stock Class 6505 (medical).
(b) Dispose of hazardous property by reutilization, transfer, donation, sale or disposal through a service contract.
(c) Provide turn-in procedures guidance to the Environmental Flight.
(d) Maintain all hazardous waste documentation and correspondence for a minimum of 3 years before sending it to the Publications Distribution Office (PDO) for storage in accordance with Air Force disposition instructions.
(e) Operate the Treatment, Storage and Disposal Facility (TSDF).
(f) Maintain a TSDF operating record until base/facility closure.
(12) Treatment, Storage and Disposal Facility (TSDF) will
(a) Ensure TSDF operator receive hazardous waste training and maintain personnel training records, including name, training received, date of training and the name of the training instructor.
(b) Operate, maintain and inspect the daily or weekly loading or unloading of hazardous waste at bldg. 1535 (TSDF).
(c) Forward copies of hazardous waste delivery order manifests and certificates of destruction to 341 CES/CEVV.
(d) Maintain a minimum 3-foot aisle in the facility.
(e) Ensure hazardous waste containers are stored at least 50 feet from the facility property line.
(f) Inspect and if necessary, have 341 CES/CEVV analyze each hazardous waste before accepting it for storage.
(g) Operate the facility according to Montana Hazardous Waste Permit
MTHWP-01-01.
(13) 341st Space Wing Safety Office will:
(a) Perform workplace safety inspections and monitor hazardous or potentially hazardous conditions through the hazard abatement program.
(b) Perform occupational safety training for employees.
4. ADMINISTRATION AND LOGISTICS: Normal administration and logistics will be used to support this plan. The command relationships and resources required to support the implementation and continuation of this plan are as stated in this plan.

1. Table B -1 lists and Figure B -1 shows all satellite accumulation points at MAFB where hazardous wastes are initially accumulated (off-base waste generation points, e.g., the missile sites are not shown on the figure). Up to 55 gallons of hazardous waste (less 10 percent headspace) or a quart of acute hazardous waste can be accumulated by the generating activities before it is moved to the central accumulation point (90-day storage).

3. Table B - 2 shows the location of all Safety-Kleen machines. HAZARDOUS WASTE ACCUMULATION POINTS
1. HAZARDOUS WASTE ACCUMULATION POINT: A satellite accumulation point is the short-term storage area located at or near, the point of generation and under the control of the shop supervisor for the process generating the waste. The maximum volume of hazardous waste allowed at a satellite accumulation point is 55 gallons or one quart of acute hazardous waste on the P-list (40 CFR 261.33). Once the limit is achieved, the excess waste must be moved to the central accumulation point (90-day site) within three days. The accumulation start date for the waste to be transferred to the central accumulation point (90-day storage) begins on the date the threshold limit is reached.
a. There are currently 16 generating activities with initial/satellite accumulation points for hazardous waste at MAFB (not including the missile sites, addressed below). A generating activity may have more than one satellite accumulation point depending on the number and types of processes being used. If an additional initial accumulation point is needed, the shop supervisor will request authorization through their squadron commander to establish a new satellite accumulation point. The request must be routed through and approved by the Fire Department, Safety, Bioenvironmental Engineering and the Environmental Flight, Pollution Prevention Section.
b. MAFB has one central accumulation point (Facility 434, shown on Figure B - 1) where hazardous waste may be accumulated in containers or tanks for a period of up to 90 days. Additional 90-day accumulation points may be established after approval by the Fire Department, Safety, Bioenvironmental Engineering and the Environmental Flight. The site(s) must comply with the requirements of 40 CFR 262.34 and the Administrative Rules of Montana (ARM) Title 17, Chapter 54.
c. Each of the 220 off-base missile facilities is a distinct Conditionally Exempt Small Quantity Generator (CESQG), (e.g., each generates less than 100 kg/month [220 pounds/month] of hazardous waste).
(1) This status allows the waste to be transported to MAFB under less stringent EPA manifesting and transport requirements than those that apply to generator or small quantity generators, although DOT requirements must still be followed.
(2) The wastes from the off base sites are consolidated at the central accumulation point at MAFB and subsequently transferred to Defense Reutilization and Marketing Office (DRMO).
(3) The MDEQ letter outlining networking policy and a list of management procedures to be followed by base personnel are included in Annex F.
(4) If more than 100 kg/220 pounds are expected to be generated at a missile site during one calendar month, the generator must contact the Environmental Flight, Pollution Prevention section, 341 CES/CEVV, ext. 6163 regarding permit and transportation requirements.
d. Household Hazardous Waste (HHW) from base housing areas may be delivered to the Environmental Flight at Building 410. Personnel moving out of Base Housing can call the Environmental Flight (ext. 6163) for pick-up of items not taken by the commercial moving company. The Environmental Flight determines if the items are to be turned over to the Self-Help store for reuse or to DRMO for disposal.
e. MAFB has a permitted treatment, storage and disposal facility (TSDF, Bldg. 1535 shown on Figure B - 1), which is permitted for storage only. The TSDF is owned by MAFB and operated by the DRMO-Great Falls. The TSDF is permitted by the Montana Department of Environmental Quality Hazardous Waste Permit Number MTHWP-01-01.
2. HAZARDOUS WASTE STREAM INVENTORY: Malmstrom Air Force Base maintains a hazardous waste stream inventory for every hazardous waste stream generated on base. The Environmental Flight and Bioenvironmental Engineering are responsible for the MAFB hazardous waste stream inventory. MAFB will not handle, store, transport, dispose of or inventory non-DoD owned hazardous waste or materials except as authorized by permit.
MAFB will ensure all wastes are properly characterized and classified as either hazardous or non-hazardous wastes in accordance with the MAFB Waste Analysis Plan (See Annex D).
Hazardous wastes will be characterized on DRMS Form 1930. Information from DRMS Form 1930 will be used to maintain and update the hazardous waste stream inventory.
The current waste stream inventory is contained in Appendix 1 to Annex C.

WASTE ANALYSIS PLAN (WAP)
1. BACKGROUND INFORMATION: The MAFB WAP is required under 40 CFR 264.13(a), (b) and (c), 40 CFR 270.14(b)(5), Montana Department of Environmental Quality (MDEQ), Administrative Rules of Montana (ARM) Title 17, Chapter 54 and Air Force Instruction 32-7042, Solid and Hazardous Waste Compliance. The WAP applies to all MAFB hazardous waste streams transferred to the permitted treatment, storage and disposal facility (TSDF, bldg.
1535).
2. WASTE ANALYSIS PLAN CONTENTS:
a. The MAFB WAP is intended to comply with the Environmental Protection Agency (EPA) and the MDEQ Resource Conservation and Recovery Act (RCRA) requirements and includes specific procedures for the identification and evaluation of hazardous wastes at MAFB. The WAP specifies the processes used to identify and evaluate hazardous waste streams in order to complete a hazardous waste profile sheet (DRMS Form 1930). These results are applied to the procedures for characterization found in 40 CFR 261.
b. The WAP describes the methods used to characterize wastes stored at the Temporary Storage Disposal Facility (TSDF) to ensure sufficient information is available for safe handling and storage until being sent to an off-site USEPA permitted disposal site. The WAP describes procedures for obtaining samples from waste generating activities at MAFB.
The procedures include selecting waste parameters for analysis, selecting waste sampling methods, documenting samples, identifying analytical methods, selecting facilities for analyzing samples and re-evaluating hazardous waste streams.
3. WASTE STREAM INVENTORY: The MAFB WAP provides the basis for identifying and characterizing hazardous waste streams that are generated by MAFB activities. The MAFB hazardous waste stream inventory, listing all hazardous waste streams currently transferred to the TSDF for storage, is contained in Appendix 1 to Annex C.
4. HAZARDOUS WASTE CHARACTERIZATION: The process for characterizing hazardous waste consists of the following steps: identification, evaluation, sampling, sampling result evaluation and documentation.
5. WASTE IDENTIFICATION:
a. All waste generated at MAFB must be evaluated to determine if it meets the criteria to be managed, controlled and disposed of as a hazardous waste. Wastes may be generated by a hazardous material becoming a waste, through chemical change as part of an industrial process, spill cleanup or waste from an uncontrolled waste site.
b. Waste resulting from an industrial process is either municipal solid waste or hazardous waste. Hazardous waste is a subcategory of solid waste, which exhibits
D - 2 one or more of the characteristics of ignitability, corrosivity, reactivity or toxicity, is an F, U, P or K listed waste or is a mixture of a hazardous and solid waste. Complete definition(s) and examples of solid/hazardous waste are listed in 40 CFR 261.
c. Spill cleanup residue from a known hazardous material, hazardous waste accumulation point or a process that generates a hazardous waste will be managed as a hazardous waste.
d. Cleanup from a previously uncontrolled waste site will be handled as a hazardous waste until sample results indicate otherwise.
e. Unknown waste will be managed as a hazardous waste until sample results indicate otherwise.
6. WASTE EVALUATION:
a. Waste evaluation is the process of determining which of the wastes identified in the first step may be classified as hazardous wastes. This process can be conducted either by using the waste generator’s knowledge of the waste (supported by documentation) or by analytical testing (found in the WAP). In either case, the evaluation must be based on the EPA solid waste and hazardous waste definitions. Analytical testing is required at MAFB for all waste streams which are chemical mixtures. Testing is not normally required for unused commercial chemical products or laboratory chemicals in their original marked containers if a Material Safety Data Sheet (MSDS) is available.
b. If the generator’s knowledge of the waste is insufficient to characterize the waste, the generating activity should request a hazardous waste determination through the Pollution Prevention section. If testing is needed, the Pollution Prevention section technicians will arrange for sampling and analysis.
c. Sampling and analysis must be conducted in accordance with the requirements specified in EPA publication SW-846 (Test Methods for Evaluating Solid Waste) and this WAP.
7. RESULTS, INTERPRETATION AND DOCUMENTATION:
a. The analytical results must be interpreted to determine if tested waste streams are hazardous according to federal or state EPA definitions.
b. The analytical results and the generating activities waste process knowledge will be used to complete the Hazardous Waste Profile Sheet (DRMS Form 1930).
8. SAMPLING TEST METHODS:
a. Waste Stream Screening: All new processes that will generate a solid waste stream must be reported by the generating activity to the Pollution Prevention section for a hazardous waste evaluation before generation begins. If the new waste stream is small enough to be managed in a satellite accumulation point, the waste should be tested and characterized as soon as there is enough waste for evaluation. If the waste volume is too large (> 55 gallons) to be managed in a satellite accumulation point, then the waste must be
D - 3 transferred to the central accumulation point as it is generated or a new approved 90-day accumulation site must be established. A new hazardous waste stream must be tested and characterized before it can be transferred to DRMO or manifested off-site.
b. Only waste codes authorized by the Montana Department of Environmental Quality Hazardous Waste Permit Number MTHWP-01-01, Module IV (Storage in Containers) can be accepted for storage at the DRMO, Great Falls permitted facility. Any waste not identified in the permit must be processed off the installation within 90 days or a permit modification must be requested to allow storage in the permitted storage area.
