This is the initial publication of this instruction. This instruction establishes responsibilities and proce-dures for ensuring the security of 341st MXG/MXH facilities and aircraft. This instruction applies to all DOSS AVIATION, Inc. and 40 HF personnel. Records created as a result of prescribed processes in this publication are maintained in accordance with applicable Air Force instructions, and disposed of as indi-cated in the Records Disposition Schedule available at https://webrims.amc.af.mil. Contact your local Functional Area Records Manager for further information.
1. GENERAL. The helicopter hangar and helicopter-parking ramp adjacent to building 1440 are desig-nated Controlled Areas in accordance with AFI 31-101, The Air Force Installation Security Program and 341 SWI 31-101, Installation Security Instruction. Chapter 20 of AFI 31-101 outlines marking of the Controlled Area and entry procedures and Chapter 12 of 341SWI 31-101 gives instructions for Controlled Area Monitors.
2. RESPONSIBILITIES:
2.1. ALL PERSONNEL: All assigned, attached, and contract personnel are responsible for ensuring only authorized individuals are allowed entry into Controlled Areas. Furthermore, supervisors and assigned personnel are responsible for the security of all unit facilities and resources.
2.2. RESOURCE PROTECTION / CONTROLLED AREA MONITOR:
2.2.1. Controlled Area Training and Documentation:
2.2.2. Each unit will be responsible for conducting controlled area training using the following:
341SWI 31-101, Chapter 12, Controlled area monitors training booklet and this operating instruc-tion.

2.2.3. The following areas will be covered: Bomb Threat and Fire Evacuation Procedures, Identi-fication/Visitor Control Procedures, Entry/Exit Procedures, Notifying Security Forces/Security Awareness, and End of Day Security Checks.
2.2.4. Ensure compliance with this instruction by all assigned, attached, and contract personnel.
2.2.5. Train all assigned personnel within 30 days of arrival and annually on resource protection and controlled area penetration techniques.
2.3. 40th HELICOPTER FLIGHT:
2.3.1. Maintain surveillance of HMA during normal duty hours. After normal duty hours, the HMA will be monitored by the Security Forces. (See Attachment 1)
2.3.2. When the unit has been advised of a change in Force Protection Condition (FPCON), implement the procedures outlined in the FPCON Quick Reaction Checklist.
2.3.3. If area security has been violated, ensure the Law Enforcement Desk is contacted, the affected area is guarded, and that no individual tampers with or disturbs the area. If possible, record description of individual(s) or event(s) on AF IMT 439, Robbery Checklist.
2.3.4. Request periodic flight line checks from the Law Enforcement Desk if transient aircraft will be parked on the flight line during non-duty hours.
3. AREA SECURITY:
3.1. Each unit is responsible for developing and implementing procedures for end of day security checks of their designated areas. Completion of the checks should be documented on SF 701 Activity Security Checklist or SF 702 Security Container Check Sheet, as applicable.

3.2. In the absence of the above supervisors, personnel utilizing unit facilities become responsible for the security of the area.
3.3. The Contractor Team Chief of the final maintenance shift (or the standby shift supervisor during non-duty hours) will complete and initial the SF 701.
4. NORMAL ENTRY/EXIT PROCEDURES:
4.1. ENTRY INTO CONTROLLED AREAS:
4.1.1. The personal recognition method is reliable and simple to use when effectively supported by all assigned unit personnel. It is used to control entry to small areas and in areas where routine unescorted entry is limited to a small number of people.
4.1.2. Entry Authority List (EAL) supported by identification card check.

4.1.3. Use of the DD Form 2, US Armed Forces Identification Card, or the Common Access Card or equivalent forms, as means of identification and entry authority when the primary purpose of circulation control is to limit entry to military and DoD personnel.
4.1.4. Visitors to maintenance desiring access to the hangar or the flight line will be routed through Flightline Team Chiefs or Contract Officer Representatives for identification and verifica-tion.
4.1.5. Visitors to operations desiring access to the hangar or the flight line will be routed through the 40th Helicopter Flight for identification and verification.
4.1.6. During normal conditions, authorized personnel will escort visitors. Visitors will be kept in sight at all times. During FPCONs Charlie and Delta, no outside agency visitors will be allowed access.
4.1.7. Authorized personnel will challenge all visitors by greeting and offering assistance. Unau-thorized personnel will be escorted out of the area.
4.1.8. Suspicious acts or incidents will be immediately reported to Security Forces LE Desk, phone #911, using phones located inside or outside of the hangar area or operations building.
NOTE: Positive identification of an individual is not in itself adequate authority to be in an area since entry must be for official duty only. Visitors are permitted to enter a controlled area, but only when it has been confirmed a valid need to enter the area exists and the person in charge of the area or the immediate supervisor in the area approves the visit. Once a valid need for entry is established, log all required visi-tor(s) information onto the controlled area's AF IMT 1109, Visitors Log. A person or persons from the respective controlled area being visited must directly supervise all visitors in a controlled area. Any action by the visitor that is of a suspicious nature that poses a threat to the resources in the controlled area will be sufficient cause for that person to be removed from the area. The person supervising the visit will termi-nate the visit and notify the security forces. Security forces will respond and assume custody of the visitor, if necessary. Any person in civilian attire, or anyone whose presence in these areas appears to be question-able, will be challenged for identity, and their right and need to be in the area verified.
4.2. EXIT PROCEDURES:
4.2.1. All visitors will be escorted out of the building and to their vehicle.
5. CIRCULATION CONTROL:
5.1. Non-attached personnel will be escorted at all times when they are in the Controlled Area. No one may approach a helicopter unless escorted by aircrew members or maintenance personnel. When the helicopter engines are running, no one may enter underneath the rotor disk unless given permis-sion to do so by the pilot.
5.2. In the event that unauthorized personnel enter a helicopter, actions will be taken in accordance with AFI13-207, Preventing and Resisting Aircraft Piracy (Hijacking) and AFSPCI 11-2H1 Vol. 3, Helicopter Operations. Notify the Law Enforcement Desk of the intrusion.
5.3. Individuals requiring entry into Building 1440 Bay 5 will be identified using personal recognition and identification cards. Authorized visitors will be signed in on AF IMT 1109 Visitor Control Log, located in the main hallway, and will read or be given a brief on the hazards and emergency proce-

dures. Any individual assigned duties in the HMA must receive annual safety, use-of-force, and secure area training.
6. KEY AND LOCK CONTROL:
6.1. Three keys will be maintained for each helicopter. They will be controlled as follows:
6.1.1. One key will be maintained by the 40th Helicopter Flight and two keys will be maintained by contractor personnel, while the corresponding aircraft is at home station. The only exception is for aircraft that are cocked for a mission. The aircraft commander may retain the key of a cocked aircraft until it is no longer cocked for a mission. The key will then be returned to the Operations Desk.
6.1.2. Anytime an aircraft is left unattended, the key will be removed.
6.1.3. Doors leading to the hangar will always be closed and locked unless the area next to the door is occupied, and the entryway is monitored. In this case, the door may be open for ventilation and cooling purposes.
6.2. The key custodians will be designated in writing, and control all keys and locks associated with the helicopter hangar. All keys will be maintained, issued and inventoried as follows:
6.2.1. Develop a list of all locks and keys (including spares) used to secure hangar entrance and exit points. The list must include brand name, description and any serial or model numbers on the locks and keys. The list will be located in the MOCC.
6.2.2. Keys and locks will not be left unattended or unsecured.
6.2.3. If keys are lost, misplaced, or stolen, replace affected locks or recylinder the locks at once.
6.2.4. Inventories of keys and locks will be conducted semiannually.
6.2.5. Combinations on the building 1440 Bay 5 entry doors are controlled by authorized person-nel. Combinations will be changed a minimum of every 6 months or when personnel are reas-signed, when combination has been compromised, or as circumstances dictate.
7. AIRCRAFT AND FLIGHT LINE:
7.1. During non-duty hours, all aircraft will be parked in the hangar, and the hangar locked. Excep-tions will be coordinated between Contract Site Manager and the Functional Commander.
7.2. Notify the Law Enforcement Desk if transient aircraft will be parked on the flight line during non-duty hours, so that checks can be periodically accomplished.
7.3. The fuel truck has access to the flight line when refueling or defueling helicopters. Maintenance personnel will request fuel trucks as required and will ensure their entry/exit is authorized. Unautho-rized fuel trucks will be immediately escorted out of the area and security forces will be notified if necessary.
8. FACILITY SECURITY:
8.1. Prior to the start of business, personnel entering the facilities will ensure area security has not been violated. All security violations will be reported to the 341 MXG/MXH Functional Commander, 341SWI31-214 25 AUGUST 2005 5
341 SFS Resource Protection Officer, CORs and the Law Enforcement Desk. The affected area will be guarded until law enforcement personnel arrive. No individual will tamper with, or disturb the area.
8.2. During non-duty hours, the aircraft hangar will remain lighted.
8.3. The Contractor Team Chief of the final maintenance shift (or the standby shift supervisor during non-duty hours) will complete and initial the Hangar Security Checklist.
8.4. (If applicable) A complete test of the Intrusion Detection Equipment system will be conducted during the first week of each calendar month. Facility custodians will notify the security forces at 3895 prior to conducting the tests. Facility custodians will annotate the completed alarm test on an AF IMT 2530, Alarm Systems Test Record, and must maintain these forms for 90 days IAW the Records Disposition Schedule available in the Air Force Records Information Management System (AFRIMS). In addition to these tests, a complete test of the IDE system will be performed during annual/periodic surveys conducted by security forces, and will be tested each time maintenance is per-formed on the system.
8.5. The owner or user of the alarmed facilities will test their systems IAW AFI 31-101 and guidance provided by the ISS or the Alarm Maintenance Section. If any component fails or does not function properly, the owner or user of the facility will immediately report the problem to alarm maintenance.
In the event alarms remain inoperative, the owner/user must provide immediate security for the alarmed area.
9. EMERGENCY PROCEDURES – ENTRY INTO CONTROLLED AREAS:
9.1. The east door of Building 1440 Bay 5 (Doss Aviation) will be used as the single point of entry into building 1440 Bay 5 during FPCONs Charlie and Delta. The hangar doors may be opened to allow entry and exit of the helicopters only. These doors will be monitored to ensure unauthorized per-sonnel are not allowed entry into the building.
9.2. All personnel will be especially alert for suspicious personnel on the flight line or in the hangar.
9.3. The Quick Reaction Checklists will be used during FPCON Alpha through Delta.
10. EMERGENCY EVACUATION PROCEDURES:
10.1. Fire Evacuation Assembly Point: For evacuation of Helicopter Maintenance personnel in build-ing 1440, report directly to “Red Horse Fence Line” at the southwest side of Bay 5.
10.2. Bomb Threat Evacuation Assembly Point: For evacuation of Helicopter Maintenance personnel in building 1440, report directly to the Fire Department, building 349 (accessible through the main road on the flightline).
10.3. Fire/Bomb Threat Evacuation in Higher Force Protection Conditions: In the event that the base is placed under Force Protection Condition Charlie or Delta, report to the loading bay of the Missile Services Facility Building 780 (Electronics Laboratory, Technical Engineering).
10.4. Bomb Threat Procedures:
10.4.1. If a bomb threat is received, personnel will notify the MOCC who will in turn, run the appropriate Quick Reaction Checklist. Basically, the person who either physically or verbally receives the threat will relay the information to the MOCC. The individual who received the bomb

threat will initiate an evacuation via word of mouth to calmly exit the building on foot to the des-ignated area.
11. FORMS/IMTS ADOPTED. This instruction adopts DD Form 2 U.S. Armed Forces Identification Card, AF IMT 439 Robbery Checklist , AF IMT 1109 Visitor Control Log, AF IMT 2530 Alarm Sys-tems Test Record, SF 701 Activity Security Checklist and SF 702 Security Container Check Sheet.
