PAFB & CMAFS Custodial Solicitation, FA2517-07-R-5001, Amendment 0002, 30 June 08

Question and Answers

1. Will there be any maps of the base provided? It is hard to know the distances between facilities.

Answer:

The CMAFS mountain is the main area for custodial service. The outlying buildings (300 thru 617) are approximately 1.5 miles from the mountain entrance and are approximately 250 feet in proximity of each other. The visitor center, building 15, is located 2 miles from the entrance to the mountain.

2. RFP ADDENDA TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS

Paragraph D. (1) General Information

(a) If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts, not to exceed ten (10) for the arrangement. The subcontractors’ and partners’ past performance will be given the same weight as that given to the prime.

Question: are you requiring 10 relevant contracts from each Teaming Partner making a total of 20 relevant contracts or a total of 10 combined from both companies?

Answer: A total of 10 combined from both companies

3. Are the specifications in the current solicitation as amended any different than the present contract specifications?

Answer: Minor changes were made to update the specifications to the current conditions on both PAFB and CMAFS.

4. Will you please request the seniority list of members from the union and post that information on Fed Biz Ops. We would also request the members scheduled work times.

Answer: The AF does not neither enforce nor explain what is in the CBA as we are NOT a party to it. Please see FAR 52.222-41(n), Seniority list.

5. What is the total number of janitorial staff at PAFB? And for CMAFS?

Answer: Contact the incumbent contractors, see FedBizOps Amendment 1, Question 14.

6. Do company vehicle(s) used for janitorial service require the company’s logo name on the outside?

Answer: For CMAFS, please see PWS paragraph 4.3.6.4. For PAFB no logo is necessary.

7. Currently, are there project/contract managers assigned to each facility (PAFB and CMAFS)?

Answer: Yes there are two people (a Contract Manager and Alternate) at each location.

8. Is current contractor allowed to re-bid?

Answer: Yes.

9. There appears to be an error on Attachment 3 Proposal Schedule per Amendment 0001. Using Line 140 as an example, Total Yearly Amount for CLIN 0001, the total is actually being calculated twice (=SUM(K105:L136)) The total should not include line 136...it should actually stop at line 135. All totals for all years are mis-formulated in this manner.

Answer: Yes, the Total Yearly Amount calculation is doubling the price in CLINs 0001 thru 4001, CLINs 0002 thru 4002, and for CLINs 0006 thru 4006. This is corrected in the Amendment 2, Attch 3 Proposal Sched Exh A-K KTR Fill-in 25 Jun 08 document on FedBizOps. We have corrected this with Amendment 2, Attch 3 Proposal Sched Exh A-K KTR Fill-in 25Jun08.xls.

10. What happens to the non-union employees at Cheyenne Mountain. Will there seniority be transferred to the union? Will they be absorbed by the union? There is nothing in the contract stating that it is mandatory for these employees to join the union, nor is there a clause in the union agreement for such a circumstance. You have one contract with a union and one contract without the union. That contract is not currently under the collective bargaining agreement therefore the CBA should not apply to Cheyenne mountain employees. Please advise.

Answer: See FAR 52.222-41 and FAR 52.222-43.

11. We have found errors in the exhibit spread sheets. Example: Exhibit G is the columns for "Amount Monthly" and "Amount yearly are transposed. Also, some of the exhibits double the calculation. Example: Exhibit G-the sum for All tasks is added into the clin total for 0007. Please check over all of the spread sheets for calculation errors.

Answer: Completed, we have corrected this with Amendment 2, Attch 3 Proposal Sched Exh A-K KTR Fill-in 25Jun08.xls.

12. The pricing for Special and General cleaning uses average frequencies. This does not allow for accurate pricing because not every building has the same frequency, square footage, population floor type, etc. If a building has a higher frequency than the average frequency, this would reflect an unbalance allocation of pricing. Please advise.

Answer: Completed, we have corrected this with Amendment 2, Attch 3 Proposal Sched Exh A-K KTR Fill-in 25Jun08.xls.

13. Can you have battery-powered equipment in CMAFS?

Answer: Yes, subject to approval. The awardee may submit product information regarding battery powered equipment to the QAEs for approval prior to bringing it on the installation. No propane or natural gas powered equipment is permitted on CMAFS.

14. Can you use golf carts at Cheyenne Mountain AFS? If so, gas or battery powered? If battery power can be used, will there be an area to charge them?

Answer: Yes carts can be used, but parking is limited. At PAFB, there is no designated plug-in area to charge carts. At CMAFS, do not plan on parking more than 2 carts inside the mountain. Additional carts can be parked in an outside parking lot. Plug-ins are limited. Carts are considered vehicles and will need to comply with PWS paragraph 4.2.3 for PAFB and PWS paragraph 4.3.6 for CMAFS.

15. Is there storage space provided for supplies at Peterson AFB?

Answer: Most facilities have janitorial closets. See PWS paragraph 3.1.1.1.

16. What is the population for both Bases?

Answer: Unknown by our office. The PAFB Public Affairs Office might have that information to disclose.

17. Are there parking areas for contractor owned vehicle?

Answer: Yes, on a first come first serve.

18. Why is the Task and Frequency Level at 260 days instead of 251 /year? i.e. 156 days per year should be 151days?

Answer: Our calculation is figured as: (Days are calculated by the number of Times per week X 52. i.e. 5 x 52 = 260)

19. After reviewing the Task and Frequency Chart and Bid schedule, we have determined that the annual total square feet does not calculate to the exact total cleaning square feet per year. In the rest room cleaning for PAFB, our estimate is 3,000,000 square foot higher than the amount on the bid schedule. Could you verify your average frequency level on the bid schedule?

Answer: Completed, we have corrected this with Amendment 2, Attch 3 Proposal Sched Exh A-K KTR Fill-in 25Jun08.xls. .

20. I did not see CMAFS Building 617 Racquet Ball Facility on Appendix 1A.

Answer: Look to the bottom of the screen in the Attch 1 Appx 1A CMAFS T & F 19 Jun 08.xls. You will see two tabs, General and Special. The Building 617 is on the Special tab.

21. Will custodial staff need to obtain Health Care Worker Medical Certification Examination prior to work? PPD Test, MMR and immunized for Hepatitis B since they will be cleaning Medical, Dental and Child Care areas? CDC Chapter 10, para 10.4 and Chapter 11 para 11.3. This I could not locate in the SOW.

Answer: No. By omission of this requirement in AFI 34-248, custodial personnel (not working with children) will not need the above listed immunizations.

22. PAFB for building 2 did not specify the Ala Carte tasks and frequency for the tasks.

Answer: The facilities that are currently getting Ala Carte are:

· Bldg 1: Trash 5W, restrooms extra sweep and spot clean daily

· Bldg 2 Normal: Vacuum - 3W, Sweep/mop - 3W, Floor Maint – W, Trash -5W, Low dust – M, High dust –M, Entrance/interior glass -3W, restrooms -2D, Descale restrooms – M, Clean carpet – M6, Strip seal floors – M6, clean furniture – Y

· Bldg 2 Command interest: Vacuum - 5W, Sweep/mop - 5W, Floor Maint – 5W, Trash -5W, Low dust – 5W, High dust –M, Entrance/interior glass -5W, restrooms -2D, Descale restrooms – M, Clean carpet – M6, Strip seal floors – M6, clean furniture – Y

· Bldg 920: Vacuum - 3W, Sweep/mop - 3W, Floor Maint – W, Trash -2W, Low dust – M, High dust –M, Entrance/interior glass -3W, Descale restrooms – M, Clean carpet – M6, Strip seal floors – M6, clean furniture – Y

· Bldg 2025: Vacuum – Hallways 2W, Trash -2W, Entrance/interior glass –M3, Descale restrooms – M, Clean carpet – Y, Strip seal floors – M6, Funds permitting will allow for carpet cleaning and strip/seal and additional items for all facilities.

23. Fitness Centers: does the contractor wipe down equipment? Would this be indicated as Task Item “Clean Furniture”?

Answer: No, the fitness equipment is not considered furniture.

24. Does the Basketball Court & Racquetball Court, require the contractor to strip the floor and then sand? And apply seal & finish?

Answer: No

25. Regarding the change of due date to the 7th of July. Is there any hope of extending that any further? I ask because since the 4th of July is a Friday and the 7th is the Monday following a long 3-4 day Holiday weekend the extension in real terms was 2 days when you account the actual working days and document shipping.

Answer: The Solicitation date is changed to 10 July 08 at 4pm.

26. On the sf1449 block 28 it says to return 2 copies however on page 61 of 78 and also on page 7 of 10 of amendment 0001 it states Original and 3 copies plus one CD copy. Please clarify the number of copies and if both price and past performance are to be combined on 1 CD or on separate CD's.

Answer: Submit the Original and 3 copies plus one CD copy as stated in FAR 52.212-1. The SF 1449, block 28 is changed to read 4 copies; inclusive of original, signed SF 1449.

27. In the PWS section 4.2.1 Chemicals not used it lists Bleach and Phenolics since both of these have some very high disinfecting properties is there a reason they are banned on base?

Answer: These items have a short self life, when mixed with other chemicals they become hazardous, and when these items are spilt they are damaging to many surfaces.

28. Also the use of a quaternary ammonium is mandated as stated in 4.2.2.1 and 4.2.2.10. Quaternary ammonium [products] is not an appropriate disinfectant for all blood borne pathogens). Also there has been research shows they (Quats) have been linked to nosocomial infections.

Answer: The Government Bio team and HazMat team have approved these chemicals for use.

29. Can handheld, cellular devices for maintenance and safety purposes be provided and used by the contractor at both PAFB and Cheyenne Mountain locations?

Answer: Only the items specified in the PWS, Section III will be provided.

30. What's the contract dollar value been each year since 2004 for special events?

Answer: For PAFB 2004 = $185, 2005 = $0, 2006 = 23,800, 2007 = $54,800, 2008 = $28,500. For CMAFS Historically, Special Events are quite seldom; most of the time, the regularly scheduled work takes care of everything.

31. Are there any future workload data estimates available?

Answer: No

32. On the site visit we noticed a large new building under construction on base. Are there any new buildings anticipated to be added over the term of the new contract? If so, what's the square footage of the facility and/or workload data?

Answer: We do not have forecasted building information. It will depend on funding for the bases.

33. During the site visit, attendees were advised the contractor would not be responsible of custodial service in the CDC food service area? The PWS seems to indicate otherwise. Please confirm whether or not the contractor is responsible for custodial services in the CDC food service area.

Answer: No custodial services are performed in kitchen area. The contractor is responsible for cleaning of the table and chairs in each room where the children eat lunch. See PWS paragraph 1.1.2.1.1.

34. How many buildings contain asbestos?

Answer: PAFB has 26% of the building with asbestos. CMAFS Friable asbestos: None. Non-friable asbestos: All except the new Visitor’s Center (B15) and the new Guard Shack (B20). (It’s anticipated that non-friable exists under the floor, in the mastic)

35. In Sections 4.4.1 PAFB Disaster Exercises & 4.4.1.1 CMAFS Disaster/Evacuation Exercises, we are informed of disaster exercises. Will the contractor be notified in advance of disaster exercises? How far in advance?

Answer: Notification will be provided to the contractor as soon as QAEs are informed.

36. Vacuum/Spot cleaning carpet - Define "spot" cleaning i.e. size of spot to be cleaned prior to be considered part of IDIQ service?

Answer: “Spot” is defined in PWS, Appendix 6 and paragraph 1.1.2.2.8. Historically spot cleaning was considered less than 2 SQF.

37. During the walkthrough, it was indicated in that the contractor will not have responsibility for Interior & Exterior Windows. They are listed as tasks in the PWS under Section 1.1.2.2.14.1 & 1.1.2.2.14.2. Please clarify.

Answer: The windows/ glass that are included in the contract, listed in the PWS 1.1.2.2.9 and 1.1.2.2.14. For each building requiring these tasks, see PWS Appendix 1 and 1A. Additional maps are provided to the awardee showing the window areas and a walk-through of each facility receiving this service will be performed.

38. The workload data from Attachment reflects exterior windows are "N/A" in the chart. Please clarify what appears to be a discrepancy the workload data and the PWS.

Answer: Currently PAFB does not clean exterior windows. The N/A is correct for PAFB and for parts of CMAFS. Exterior windows are only listed for CMAFS in for certain buildings. See Appendix 1A for the frequency of the exterior windows.

39. Will the government provide a computer for contract-related use at PAFB? Section 3.2.2 provides a computer at CMAFS. If not, will the contractor be allowed to purchase a computer for contracted related use? Will contractor have access to a printer at both PAFB & CMAFS for contract related use?

Answer: The Government will provide the computer for CMAFS IAW PWS paragraph 3.2.2. All other equipment is to be furnished by the contractor.

40. Will the government allow the contractor to establish its own dedicated network isolated from the government network, i.e. T1/DSL?

Answer: The Government does not provide network connection for the contractor. The contractor coordinates and pays for the installation and monthly fees.

41. The contractor provides a time clock that requires a static IP address with Port 80 open. Will the government provide this type of connection?

Answer: The equipment is allowed on PAFB, the static IP address with Port 80 open would need to be requested from the Communication Sq. on a Cyberspace Infrastructure Planning System (CIPS) form. For CMAFS, a similar process is required; the equipment is allowed provided it is approved by CMAFS Network Operations Center.

42. Is there public transportation or transport provided to and from PAFB facility?

Answer: Public transportation information can be obtained from : http://www.springsgov.com/sectionindex.asp?sectionid=19

43. Are there any floor plans available for this facility?

Answer: Yes, all facilities have floor plans and will be provided to the awardee.

44. As for the facility will there be a special security process to deliver equipment & supplies to the base on a semi-weekly to monthly basis?

Answer: Deliveries can be as often as you need them. See Reference PWS 4.2.3 for commercial vehicles requirements and 4.3.6.

45. What has been the average number of visitors to PAFB monthly/annually?

Answer: Unknown.

46. What reasons are the current contract is being re-solicited?

Answer: See FedBizOps Amendment 1, Question 14, the current contract performance period ends 30 Sep 08, no options remain on the PAFB contract.

47. Please provide the total number of employees (Civilian & Military) that work at PAFB facility?

Answer: Unknown by our office. The PAFB Public Affairs Office might have that information to disclose.

48. It was mentioned that there are presently no janitorial subcontractors on site but it was stated that in the past there has been certain buildings that have ordered window cleaning. Please specify which locations were stated if possible.

Answer: Correct, there are no current subcontractors on base. If there is a service requested by our customers and it is not part of this contract, then the change would be handled IAW contract clause 52.212-4(c). Facilities that have window cleaning that is not part of the current contract is unknown.

49. May I have the names of the contracting team and/or the evaluators for this requirement again?

Answer: The contracting team members continually change due to staffing. The following personnel are currently the points of contacts for the acquisition: The Contracting Officer is Tim Officer and the Contracting Specialist is Susan Bechtel. Their information email, phone, etc is on the solicitation on FedBizOps.

50. Please provide the incumbent contractor’s name and current dollar value of this facility?

Answer: see FedBizOps Amendment 1, Question 14.

51. Although the tour covered buildings #2, CDC, Fitness Center can you please provide a snapshot of the current status of the other facilities with regard to any complaints, issues, etc?

Answer: There are none to report. Appendix 1 covers all facilities.

52. Is there parking available for the employees at all buildings?

Answer: Yes, on a first come first serve.

53. What is the process to deliver heavy floor equipment to the custodial office or large janitorial supplies please specify the designated loading dock, etc?

Answer: The contractor’s office is on ground level. The process is the contractor’s responsibility; typically by hand, dolly, etc.

54. It was stated that there may be some conflicts with cellular usage at certain locations. Please indicate the buildings that will not allow this usage? What acceptable form is preferred such as “Blackberry, Sprint, Verizon, Two-Way Radios, etc?

Answer: Bldgs 1,2 920, 1840, 1844 do not allow cell phones. Land lines are available for use within the facility.

55. What was the initial count of offerers that registered to attend this walk-thru?

Answer: The site visit itinerary is posted in this Amendment 2, as Attachment 11.

56. Will propane-powered equipment be allowed at this site [PAFB]?

Answer: This is a hazard material. This equipment must be request and managed IAW PWS 4.9 -4.9.4, through PAFB HazMart.

57. Will there be small designated location (s) (Utility rooms) in each area of the facility for the custodial contractor to place floor equipment [PAFB]? Most facilities have utility closets for use.

Answer: See PWS Appendix 3, facility maps will be provided to the awardee at time of award.

58. Has there ever been a cancellation of services due to extra security measures taken and what can the contractor expect with regards to re-performing the work?

Answer: No, but for reference PWS 4.6.3 for disrupted service requirements.

59. Will notification of the award come by telephone, email, etc?

Answer: See RFP 52.212-2 Addendum paragraph G.

60. What is the age of this entire facility and what buildings are new [PAFB]?

Answer: Since 2000, three facilities have been built. The installation has a long history. There are a wide range of years of construction.

61. What vehicle requirements are presently preferred by the customer such as POV’s, Vans, etc[PAFB]?

Answer: Requirements are listed in the PWS paragraph 4.2.

62. What building numbers are the commands located or what buildings have the highest level of priority as it was stated at the walk-thru [PAFB]?

Answer: Bldgs 1, 2, 920, 2025, 350, 845 and 893 have command presence. The buildings are cleaned in accordance with the Task and Frequency Chart. The higher level interest areas needing cleaned are indicated with the increased frequency of cleaning.

63. Does the Colorado Springs Airport operated all year round?

Answer: Contact the Colorado Springs Airport for their information.

64. Are there any present performance issues relating to the current contractor?

Answer: No

65. Will the current contractor be able to re-bid and how long has the current contractor performed on this contract?

Answer: See FedBizOps Amendment 1, Question 14.

66. With regards to the weekend work that was stated will there be any special access issues?

Answer: No special requirements, all keys will be issued out to the awardee.

67. Please provide the total number for the CDC Building: Baby Rooms, Infant Rooms, Admin Offices, etc. Answer: See PWS Appendix 3, All facility floor plans will be issued out to the awardee.

68. Please clarify if there are any special inspections: JACHO, MARS, CPARS on this base?

Answer: No

69. How many employees work inside of the industrial Corridor of this base?

Answer: A small portion, but no exact number (estimated 15% government employees).

70. Please specify what type of equipment is preferred to effectively carry out the “High-Cleaning” in Building #2?

Answer: No special equipment needed. Any industry standard equipment to maintain level of service requested in the PWS paragraph 1.1.2.2.7, will suffice.

71. Does each PAFB facility have an onsite Facility Manager that provides feedback to the QAE Inspector?

Answer: Yes, the contractor will have contact with all facility managers as well.

72. Is there public transportation or transport provided to and from CMAFS facility?

Answer: Public transportation information can be obtained from : http://www.springsgov.com/sectionindex.asp?sectionid=19 73 Are there any floor plans available for this facility [CMAFS]?

Answer: Yes, all facilities have floor plans and will be provided to the awardee, See PWS Appendix 3.

74. As for the facility will there be a special security process to deliver equipment & supplies to the base on a semi-weekly to monthly basis?

Answer: Deliveries can be as often as you need them. See Reference PWS 4.3.6. for commercial vehicles requirements.

75. What has been the average number of visitors to CMAFS monthly/annually.

Answer: Unknown by our office. The PAFB Public Affairs Office might have that information to disclose.

76. What reasons are the current contract is being re-solicited?

77. Please provide the total number of employees (Civilian & Military) that work at CMAS facility?

Answer: Unknown by our office. The PAFB Public Affairs Office might have that information to disclose.

78. It was mentioned that there are presently no janitorial subcontractors on site but it was stated that in the past there has been certain buildings that have ordered window cleaning. Please specify which locations were stated if possible.

Answer: See question 48 above.

79. Please specify the uniqueness with CMAS versus PAFB and why there were two (2) separate current contracts?

Answer: Historically different the two bases had separate contracts. Due to the similarity of the work, a joint contract is in the best interest of the Government. Differences in security and level of cleaning are specified in the PWS paragraphs 4.3 for CMAFS and 4.2 for PAFB. Difference in level of cleaning is specified in the PWS Appendix 1 and 1A.

80. Please provide the incumbent contractor’s name and current dollar value of this CMAS facility?

Answer: see FedBizOps Amendment 1, Question 14.

81. Please provide a snapshot of the current status of the other CMAFS facilities with regard to any complaints, issues, etc?

Answer: There are none to report. Appendix 1A covers all facilities.

82. Is there parking available for the employees at all CMAFS buildings?

Answer: Yes, as a first come first serve basis.

83. What is the process to deliver heavy floor equipment to the custodial office or large janitorial supplies please specify the designated loading dock, etc?

Answer: There is a loading dock inside the complex. The process is the contractor’s responsibility; typically by hand, dolly, etc.

84. It was stated that there may be some conflicts with cellular usage at certain locations. Please indicate the buildings that will not allow this usage? What acceptable form is preferred such as “Blackberry, Sprint, Verizon, Two-Way Radios, etc. [CMAFS]?

Answer: No communication devices, cell phones, recording equipment, electronic media, blackberries, laptops, PDA's, CD's, flash Drives, I-pods, MP-3 players, etc. are not allowed into CMAFS. Land lines and two radios are available for use within the facility. See PWS paragraph 3.2.2.

85. Please indicate the number of entrance gates at CMAS?

Answer: One main gate. One Restricted Area entrance as well.

86. Will propane-powered equipment be allowed at this site?

Answer: No, see PWS paragraph 4.3.6.

87. Will there be small designated location (s) (Utility rooms) in each area of the facility for the custodial contractor to place floor equipment [CMAFS]?

Answer: See PWS paragraph 3.1.1.1 and Appendix 3, facility maps will be provided to the awardee at time of award.

88. Has there ever been a cancellation of services at CMAFS due to extra security measures taken and what can the contractor expect with regards to re-performing the work?

Answer: No, but for reference PWS paragraph 4.6.3 for disrupted service requirements.

89. What is the age of this entire facility and what buildings are new [CMAFS]?

Answer: Since 2002, two facilities have been built. The age of the facility is unknown by our office. The PAFB Public Affairs Office might have that information to disclose.

90. What local airport operates near the CMAFS facility or will the Colorado Springs Airport cover this vicinity as well?

Answer: Contact the Colorado Springs Airport for their information.

91. Please provide the total number for the CDC Building: Baby Rooms, Infant Rooms, Admin Offices, etc

Answer: CMAFS does not have a CDC.

92. Does each CMAFS facility have an onsite Facility Manager that provides feedback to the QAE Inspector?

Answer: Yes.
