1. IAW with the PWS 4.2.4 we are to require a security contact. Does this need to be a separate position or are we permitted to using a QA person for this position?
The security officer can be anyone designated by the contractor. If that person performs multiple roles, it is up to the offeror to ensure the requirements of the PWS are met.
2. Is the moving of furniture required for general services (i.e., vacuuming, dusting, etc...) are only when cleaning carpets and stripping floors?
Para 1.1.2 states “1.1.2 CLEANING REQUIREMENTS Upon initial cleaning, remove all buildup and dirt. Floor areas to be cleaned include stairways/stairwells, elevators, computer room floors, landings, entrances, corners, abutments and baseboards. In all instances, move office furniture, chairs, wastebaskets and other easily movable items to clean underneath and return to their original location. Computers, printers, copiers, typewriters, or other electrical equipment of similar nature, and items on personal desktops or in cubicles, will not be moved during any cleaning operation.” An example would be when vacuuming contractor staff should slide the wastebaskets and chairs out of the way.
3. On the Proposal Schedule, Base Year Page 1, Last Paragraph after CLIN 0005, is a Note that CLINs 0002, 0003, 0004, and 0005 are set up.......etc. Shouldn’t that Note NOT include CLIN 0002? Isn't CLIN 0002, a Firm Fixed Priced CLIN?
CLIN 0002 is set-up as an IDIQ to provide flexibility and respond to changes in the requirements and funding.

In the solicitation PWS, in Section III under subparagraphs 3.1.1 thru 3.2.2 reference is made to provisions for facilities, space and utilities for contractor personnel at PAFB and CMAFS including storage space, administrative office space, phone service and local area network connections. It is also given in the same section of the PWS that space, telephone and a local area network connection are not guaranteed for the life of the contract.
a. In the case where the government takes storage and office space from the contractor may Contractor locate a modular office and connex type containers on site at government designated/approved locations both at PAFB and CMAFS?
b. If Contractor may locate modular office and containers on site will the government reestablish telephone and internet connectivity for the Contractor at the government designated/approved site locations?
It benefits all to have the contractor on base, as they have a stringent response time. It also benefits all to provide them LAN and telephone connections for better communication purposes. It is unlikely the facility will be taken away, and if it is, it is likely another one will be provided. As for placing modular offices and connex boxes, we can’t guarantee this because it has to be approved through the facility review board.
