SUBJECT: FA2517-21-Q-9002: REQUEST FOR QUOTE (RFQ) CATHOLIC PRIEST SERVICES
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
ii. This Request for Quotation (RFQ), FA2517-21-Q-9002 is for Roman Catholic Priest services to plan, organize, and conduct non-personal services for the Catholic community at the Peterson- Schriever Garrison in accordance with (IAW) the Performance Work Statement (PWS) (Attachment 1).
iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04, effective March 10, 2021.
iv. A single award will be made as a result of evaluation of quotations received. This requirement is a 100% small business set-aside. The NAICS code for this requirement is 813110 – Religious Organizations. The size standard is $8M. The PSC for this requirement is U009 – Education/Training- General. IAW DFARS 219.270-2 the Contracting Officer’s intent is to make the requested services available to as many small business concerns and non-profit organizations as possible. DFARS 252.219-7012 Competition for Religious-Related Services will apply to this acquisition.
v. This requirement includes four option periods. Options will be exercised IAW FAR 52.217-9, Option to Extend the Term of the Contract, and will be subject to the availability of funds. The periods of performance will be as follows:

vi. Place of Performance. Duties will be performed primarily at the Peterson Chapel, 455 Vincent St., Peterson AFB, CO 80914, and will include support to Schriever AFB and Cheyenne Mountain AFS on an as-needed basis as outlined in the PWS (Attachment 1) and the Annual Ministry plan.
vii. A detailed description of the Roman Catholic Priest Services required for P-S Gar can be found in the PWS (Attachment 1). Table 2 lists all of the PWS appendices. It is highly recommended that offerors refer to the information found within the Appendix when preparing their quotations. This appendix outlines applicable standards/regulations, documents/forms to be used in the performance of the contract, etc.

viii. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (June 2020) applies to this acquisition and the addendum to FAR 52.212-1 is as follows:
a. To ensure timely and equitable evaluation of quotations, offerors must follow the instructions and meet all solicitation requirements, including terms and conditions, and representations and certifications. This section provides general guidance for preparing quotes as well as specific instructions on the format and content of quote submission. The offeror’s quotation must be submitted in accordance with the instructions. Any offeror who submits an incomplete quotation or does not conform to the instructions may be considered non-compliant and may not be evaluated.
b. Please provide a Firm Fixed-Price Quotation, which specifies the associated CLIN for each item included in the quote.
c. Please provide a 30-calendar day acceptance period for your quotation.
d. Responsibility Determination: Information obtained from sources such as System for Award Management (SAM), Federal Awardee Performance and Integrity Information System (FAPIIS), and Contractor Performance Assessment Reporting System (CPARS) may be used as part of the responsibility determination made IAW FAR 9.104-1.
e. Offeror shall submit a quotation that addresses the required items from Factors 1 and 2, detailed in FAR 52.212-2 below. Quotations shall be submitted via email to both points of contact listed in paragraph xv. Hard copies of quotations will not be accepted. Soft Copy file formats are limited to Microsoft Excel, PDF, or Microsoft Word and are limited to no more than ten (10) pages double-spaced (the page count does not include title/cover pages, table of contents, or any indices), font shall be no less than Times New Roman 10 pt. or Arial 11 pt.
f. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the Contract Specialist. Ensure the RFQ number and title are referenced in the subject line.
g. Amendment(s) to the Solicitation (if applicable): The Government reserves the right to revise or amend the solicitation documents prior to the date of receipt of quotations.
Amendments to the solicitation will be posted to BetaSAM.gov. It is the offeror’s responsibility to check the website periodically for any amendments to the solicitation.
Changes to the solicitation can only be made by the issuance of an amendment. If this RFQ is amended, all terms and conditions not revised will remain unchanged and in full force and effect. Offerors shall acknowledge receipt of any amendment(s) in conjunction with the offeror’s quote. Any unacknowledged amendment(s) in the offeror’s quote may render the offeror’s quote non-compliant and perhaps ineligible for award.
h. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
i. Volume I- Technical Capability volume shall consist of the following:
Subfactor 1: Archdiocese for the Military Services (AMS) Ecclesiastical Endorsement. The offeror shall provide a Priest in good standing with his home diocese and the AMS. The offeror shall provide proof of active and current AMS endorsement and faculties for prospective employees.
The following document shall be submitted to demonstrate proof of AMS Endorsement:
1. Approved DD Form 2088 (Statement of Ecclesiastical Endorsement).
Subfactor 2: Technical Approach. At a minimum, offeror’s quotes shall provide an approach (i.e. method, manning, experience, etc.) to demonstrate how they will meet the stated performance requirements of the PWS.
Technical Capability Volume shall be no more than ten (10) pages double-spaced (the page count does not include title/cover pages, table of contents, or any indices), font shall be no less than Times New Roman 10 pt. or Arial 11 pt. Quotes shall be submitted via email to the Contracting Officer and Contract Specialist. Hard copies of quotes will not be accepted. j. Volume II- Price: Offerors shall complete the attached Contractor Submittal Form (Attachment 3).
ix. FAR 52.212-2, Evaluation Criteria – Commercial Items (Oct 2014).
a. The Government will award a firm fixed-priced contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:
b. Factor 1 - Technical Acceptability:
i. Technical Acceptability will be based on the below subfactors. All subfactors must be rated acceptable to be considered for award. Quotations that receive an unacceptable rating for either of the subfactors may not be considered for award.
a. Subfactor 1: To be rated “Technically Acceptable”, the quote shall provide a prospective employee that can provide Catholic Priest services IAW Attachment
1- PWS.
The following document shall be submitted to demonstrate proof of AMS endorsement:
1. Approved DD Form 2088 (Statement of Ecclesiastical Endorsement) with faculties.
b. Subfactor 2: The offeror shall provide an approach to demonstrate how its method, manning, and experience will allow them to meet the stated performance requirements of the PWS.
ii. Quotations that do not meet all stated requirements of the solicitation may be considered non-responsive and may not be considered for award.
iii. Factor 2 - Price:
a. The quoted price for the base period and option periods will be evaluated in order to determine if the total evaluated price is reasonable in accordance with FAR 13.106-3(a). Pricing for technically unacceptable quotations will not be evaluated.
iv. Award Process.
a. First, the Government will order the quotations from lowest price to highest price, in order to establish an Initial Total Evaluated Price (I-TEP). The I-TEP will be calculated as the sum of the contractor’s prices submitted for the base period, all option periods and all optional CLINs. Next, the Government will evaluate the technical volume on an acceptable or unacceptable basis, starting with the quotations with the lowest I-TEP. Any subfactor evaluated as “Unacceptable” will render the entire quotation unacceptable and, therefore not awardable. If the quotation with the lowest I-TEP is determined technically acceptable, the Government will evaluate the contractor’s price, to include all options, for price completeness and reasonableness, as described above. If the lowest priced quotation is technically acceptable and the TEP is complete and reasonable, this contractor’s quotation represents the best value to the Government and award will be made to that contractor. If the lowest priced quotation is not technically acceptable, the Government will consider the correction potential and may or may not enter into interchanges with that contractor. If the Government deems a quotation not easily correctable, or if at any time it becomes other than the lowest priced quotation, the next lowest priced quotation will be evaluated for technical acceptability, followed by an analysis of their TEP to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government, The evaluation process will continue until reaching a technically acceptable quotation with a TEP that is lowest priced, reasonable and complete, or until all quotations are evaluated.
x. Offerors are advised to include a completed copy of the provision at FAR 52.212-3 (Feb 2021), Offeror Representations and Certifications -- Commercial Items, with their offer.
xi. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition (See Attachment 4).
xii. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive
Orders (Jan 2021) -- Commercial Items, applies to this acquisition (See Attachment 4).
xiii. Additional Provisions and Clauses. The following provisions and clauses also apply to this acquisition. Please reference the Federal Acquisitions Regulations at https://www.acquisition.gov.
a. The Provision FAR 52.217-5 -- Evaluation of Options (Jul 1990), applies to this acquisition except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
b. Clause FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000), the
Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and.
c. AFFARS 5352.201-9101 OMBUDSMAN (Oct 2019)
i. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of Quotations, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
ii. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the https://www.acquisition.gov/ timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
iv. The ombudsman has no authority to render a decision that binds the agency.
v. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
d. Additional applicable clauses and provisions can be found in Attachment 4.
xiv. Please submit all questions in writing via e-mail to the Contracting Officer and courtesy copy the
Contract Specialist. Ensure the RFQ number and title are referenced in the subject line. All questions must be submitted no later than (NLT) 14 May 2021 by 12:00PM Mountain Time.
Quotes are due no later 19 May, 2021 by 10:00 AM Mountain Time. Ensure the RFQ number and title are referenced in the subject line. Quotations must contain the Contractor Submittal Form (Attachment 3) detailing item price, extended price and total price, as well as documentation that addresses the required items from the PWS.
