About this file

This is a Justification and Approval (J&A) document for a non-competitive contract award to Torch Technologies, Inc. for Technical and Management Advisory Services (TMAS) 3 support to the Air Force Test Center (AFTC) at Eglin Air Force Base, Florida.

The contract is structured as a Cost Plus Fixed Fee (CPFF) Single Award Indefinite Delivery Indefinite Quantity (IDIQ) with multiple Task Orders to support different customers. The estimated contract cost is $992,350,357 with a base performance period from October 1, 2026 through September 30, 2027 (1,149,697 hours), plus four option years running through September 30, 2031 for a total of 5,748,485 hours. The contract will provide non-personal Advisory and Assistance (A&AS) services to support Air Force Research, Development, Test and Evaluation (RDT&E) activities, including systems engineering, technical assistance, studies and analyses, program management, and ancillary equipment and services. The award is justified under the pilot program for Employee Stock Ownership Plan (ESOP) qualified businesses authorized by sections 874 and 872 of the National Defense Authorization Act, which permits non-competitive awards to eligible employee-owned contractors. A pre-solicitation notice was posted on March 17, 2025, with no competing responses received. Fair and reasonable pricing will be evaluated against certified cost data, technical analysis of the Basis of Estimates, and historical data from the existing TMAS 2 contract. The J&A was approved by the Assistant Secretary of the Air Force on September 12, 2025.
