Delivery Order Procedures

1. General Information When the Government has a requirement within scope of the basic IDIQ contract, the contracting office will notify all basic contract awardees. It is the Government’s intent to acquire technically acceptable hardware at the lowest price. All awardees will be given fair opportunity to propose on all delivery orders over $3,500.00 unless an exception at FAR 16.505(b)(2) applies. Orders issued non-competitively will be supported by documentation as required by FAR 16.505(b)(2)(i).

2. Request For Quotation

Competitive requirements will be issued via a request for quote letter issued by e-mail to all awardees. This request will include the requirement description, specifications, evaluation criteria, quotation due date and any other instructions necessary for quote submission. Typical technical documents might include the Statement of Work, Technical Requirements Documents, Acceptance Test Plan, and Contract Data Requirements List. The RFQ does not obligate the Government to issue delivery orders under this contract, nor shall it authorize contractors to perform any work prior to receipt of a fully executed delivery order. The Government reserves the right to withdraw and cancel proposed requirements at any point prior to delivery order award. The Government will not reimburse quoters any costs incurred to prepare a quote.

3. Quotation Submission The quotation due date will be specified in each Request for Quotation (RFQ). Quotations shall be provided in the contractor’s format unless otherwise specified in the RFQ.

4. Election not to Participate If the contractor elects not to propose on a delivery order subject to fair opportunity, they shall inform the CO in writing within 5 work days of receipt of the request and shall provide rationale for not proposing on the effort.

5. Evaluation Process Evaluation criteria for the establishment of acceptability will be specified in the RFQ. For competitive requirements, selection will be based on best value where awards will be made to the lowest evaluated priced quote meeting or exceeding the acceptability standards for non-cost factors. If price competition does not exist, price analysis will be conducted IAW FAR 13.106-3. Pricing that is determined to be unreasonable may not be considered for award.

6. Repair Requirements

Upon receipt of the teardown analysis report, the Government will make a determination to repair and/or upgrade the unit. The program manager will then define the scope of the requirement and the contracting office will issue a request for quote.

7. Postaward Notices The contracting officer will not be required to notify and debrief unsuccessful awardees. However, IDIQ-MAC awardees submitting quotes will be notified of the Government’s selection decision.
