DESCRIPTION OF SUPPLIES AND SERVICES
Scope The Contractor shall furnish Cockpit Control Display Units (CCDUs) with capabilities that include, but not limited to: specific capabilities as described in the CCDU Technical Requirement Document (TRD). The contractor shall provide all equipment, labor, tools, materials, and other items necessary to provide CCDU units, Contract Data Requirements List (CDRL) items and warranty for the Air Force Test Center (AFTC) Eglin Air Force Base, Florida and other Department of Defense (DoD) agencies as defined in this Statement of Work (SOW).
Background The 96th Range Group (96 RN), 896th Test Support Squadron (896 TSS) installs and maintains instrumentation on various aircraft. The instrumentation control system is required to command and control recorders, telemetry transmitters, and provide for discrete (ON/OFF) controls of instrumentation components (radar transponders/beacon, cameras, etc.); all of which are a part of the onboard data acquisition system (DAS). The existing DAS control system, originally implemented in the late 1990's, has reached end of life, parts obsolescence require a replacement of existing circuit cards, and the system can no longer meet the requirements that are being introduced as part of T-2 modifications. The CCDU will replace the obsolete control panel and will provide improved capabilities for cyber security, data display, and for growth.
To meet flight test support requirements, the 96 RANSS/RNRE selected the backbone architecture to be Ethernet based and to utilize a separate device to interface with legacy serial devices to mitigate security and size constraint of peripherals.
TECHNICAL REQUIREMENTS
CCDUs The contractor shall provide CCDUs and support in accordance with (IAW) the requirements and specifications of the TRD. The particular technical requirements, delivery terms and conditions, general information, and description of government furnished property are specified in this SOW. If the unit is found to be defective or not in satisfactory condition upon arrival and installation, the contractor shall provide a replacement or repaired unit within seven (7) working days from notification. Should a part not be available due to obsolescence of materials or design, the contractor shall provide revised part number(s) for the replacement of obsolete components. The replacements for obsolete components shall meet the form fit and function of the obsolete part it replaces and shall be validated by regression testing. As a CDRL item, the contractor shall provide a monthly report documenting the status of all orders received to date to include the status of each unit ordered and the status, by serial number, of the repair action (warranty and non- warranty), upgrade, and firmware version (CDRL A001). The Government will respond via electronic means, within 30-days, identifying the acceptance date of each delivered unit for initiation of the warranty period.
Responsibility for Test Execution The contractor shall be responsible for design qualification and production test execution IAW the contractor procedures. Unless otherwise specified in the contract or delivery order (DO), the contractor may use its own or any other qualified inspection and test facilities or services deemed necessary to insure that deliverable articles are in compliance with this specification. Test reports, including procedures, test logs, reports, analysis and results shall be provided (CDRL A009).
Operation Manuals and Data The contractor shall provide a complete set of Operations Manuals for the CCDU configurations and technical data as described in the TRD and this SOW (CDRL A011). If the data are transferred electronically, the contractor shall provide a CCDU Design Package Notification upon successful transfer of the Operations Manual to the Government server as part of the CCDU Design Package Notification (CDRL A004).
Warranty Repair The contractor shall provide IAW their express warranty a minimum of 1 year for parts and labor upon acceptance of new CCDU units. The Government will notify the contractor of the acceptance date electronically via Wide-Area Workflow (WAWF). Defective units shall be returned to the original manufacturer for warranty repair or replacement at no cost to the Government. The contractors additional warranty terms and condition contained within the quote are incorporated by reference, but must meet the minimum requirements above.
Form, Fit, Function Data The contractor shall provide form, fit, function data, installation drawings, and 3-D models, for both configurations describing their major dimensions, connector part numbers and connector pin assignments (CDRL A002). If the data are transferred electronically, the contractor shall provide a CCDU Design Package Notification upon successful transfer of the Form, Fit, and Function Data to the Government server as part of the CCDU Design Package Notification (CDRL A004).
Miscellaneous Equipment The contractor shall provide a listing with pricing of ancillary accessories and test equipment items normally offered and provided in support of the CCDUs. Items normally provided for product support of may include, but are not limited to cabling, programming devices, reusable shipping containers, etc.
Warranty Repair The contractor shall provide IAW their express warranty a minimum of 1 year for parts and labor upon installation of new CCDU. Repaired CCDUs shall have a warranty up to 6 months after receipt of the repaired unit(s). The Government will notify the contractor of the installation date electronically. Defective units will be returned to the original manufacturer for warranty repair or replacement at no cost to the Government. Contractors may propose express warranty terms and condition in excess of those outlined above, but must meet the minimum requirements.
Non-Warranty Repair The contractor shall repair non-warrantied components/subsystems as required, upon receipt of a DO. The pricing of each repair shall be negotiated IAW the Ordering Procedures in the contract. After the repair, the contractor shall provide a repair disposition report that explains the failure mode/deficiency and describes the remedy used in the repair. The repair work shall be under warranty for a period of six (6) months after receipt of unit(s). The contractor shall provide a repair status report on non-warranted components and subsystems (CDRL A003).
Teardown Analysis The contractor shall provide teardown analysis results on the existing inventory of CCDUs, components/ subassemblies prior to repair or upgrade. Items will be shipped with a written request for repair or upgrade of a CCDU and/or components/subassemblies. Within 10 calendar days of the receipt of item, the contractor shall submit a teardown analysis to the Government. The analysis shall include, but not be limited to, diagnosis of equipment, repair needs, upgrade needs, and what caused the part that is sent in for repair to become inoperable as well as preventive measures that the end user can take to reduce the risk of degrading the components lifetime (CDRL A012). This analysis shall include a price quote to include labor, materials, equipment, testing and/or travel to perform the tasking. Proposed rates and parts/equipment shall be submitted IAW the agreed rates incorporated in the basic contract. If materials are required that are not included in the basic contract, the contractor shall provide supporting data to support their proposed price. The price quote shall include the contractor performing any required testing of component/subassembly prior to return to the customer. The contractor shall not begin any work beyond teardown analysis until their quote is reviewed and an order placed by the Contracting Officer (CO) on this subject contract. Repair status shall be included in the Status Report (CDRL A001).
Repair Turn-around Time The repair schedule of individual line items shall be based on the priority given by the PM, considering the complexity of the repair and other factors to be negotiated at the time of teardown analysis.
Upgrades The contractor shall provide labor, materials, spare components/ subassemblies, software/firmware, support equipment and travel for upgrades/enhancements. The particular type of system enhancements (performance/functionality) shall be specified in each DO. The pricing of each upgrade shall be negotiated IAW the Ordering Procedures in the contract. This includes replacement of hardware, firmware/software products as necessary to maintain equipment and/or implement capabilities to conform to testing requirements. The contractor shall provide an Upgrade Report which shall provide detailed system enhancements to include performance and functionality achieved by the upgrade IAW the DO. The report shall include test procedures and results used to validate the upgrade (CDRL A013). Status shall be reported in the Status Report (CDRL A001).
Updates Non-performance enhancing firmware updates will take place in IAW the TRD at no cost to the Government. Contractor shall provide a version description document (VDD) for all firmware changes (CDRL A015). Installed Firmware status, by CCDU serial number, shall be reported in the Status Report (CDRL A001).
Technical Support
1.1.1. Telephone/Online Technical Support
Telephone and Online Support shall be provided at no additional cost to the Government. Technical Support shall include but not limited to; definition of requirements, field instruction, and training. Names and cell phone numbers of key support staff will be provided by the contractor.
1.1.2. Onsite Technical Support
The contractor shall provide technical support per DO in order to troubleshoot, maintain, and/or support the additional components/subassemblies in the existing inventory. The contractor shall provide technical support for all spare components/ subassemblies. Technical support shall include definition of requirements, field instruction, and training. Technical support shall also include installation, and troubleshooting of systems operating at various DoD facilities and at remote sites. If it is determined that support is required on-site, a DO shall be issued to allow the contractor to travel to the end user facility. Travel can be within the Continental United States (CONUS) and Outside CONUS (OCONUS). The contractor shall provide a technical support report which will provide details as to diagnostics performed and fault isolation accomplished to resolve an existing problem (CDRL A014).
1.1.3. Offsite Technical Support
Technical support shall include definition of requirements, in-field instruction and training. Engineering support shall also include development, installation, and troubleshooting of system operations at various DoD facilities and at remote evaluation sites. Technical support shall be separately estimated in each DO. Engineering support shall also include Non-Recurring Engineering (NRE) for software and or hardware development and integration. Engineering support shall include retrofit and repair of existing systems. NRE shall be separately estimated in each DO. The contractor shall provide a technical support report which will provide details of the tasks accomplished (CDRL A014).
DELIVERY TERMS AND CONDITIONS
Deliverables All deliverables must meet professional standards and the task descriptions set forth herein. The contractor shall use its own format, but the format is ultimately subject to the approval of the Government. The deliverables specified herein, and as listed below in Table 1, shall be produced in hard and soft copy using media compatible with Government software applications. Information, data, clarification of information, or specialized engineering support may be required from other contractors. When necessary to acquire the desired support, the contractor’s program manager shall establish letters or memorandum of understanding with these other contractors concerning the exchange and protection of this information or data.

Hardware The contractor shall provide CCDUs and support IAW with the DO. If the CCDU is found to be defective or not in satisfactory condition upon arrival and installation, the contractor shall repair the CCDU and return it to the Government within thirty (30) working days from notification. The contractor’s progress on DOs shall be provided (CDRL A001).
CCDU Software Developers Kit The contractor shall provide CCDU Software Developers Kit (SDK), including application source code, with instructions for installation. The CCDU SDK shall include application source code and methodologies for compiling and installing user applications for each applicable hardware configuration of CCDU (CDRL A005). The kit may be provided via a download from contractor hosted website. The warranty shall be IAW normal and customary software packages provided by the contractor. If a software transfer is used, the contractor shall provide a CCDU Design Package Notification upon successful transfer of the SDK to the Government server as part of the CCDU Design Package Notification (CDRL A004).
Design Documentation Design Documentation, based upon the final CCDU configuration as delivered, shall be provided to the Government (CDRL A006). The Design Documentation shall be delivered upon successful completion of qualification testing. Interim versions of the package may be provided at such intervals as needed to verify design and software requirements as determined by the Government. The design documentation, included in the Design Package shall include, but not be limited to: 1) mechanical part drawings and mechanical bills of material; 2) electrical block diagrams, circuit board schematics, circuit board outline drawings, electrical bill of material and list of suppliers; 3) all software and firmware designed to operate on the CCDU configurations, and derivative products; 4) the user interface design; 5) Environmental and EMI/EMC test reports as specified in the DO TRD. The contractor shall use its own format, but the format is ultimately subject to the approval of the Government. If the data are transmitted electronically, the contractor shall provide a CCDU Design Package Notification upon successful transfer of the Design Documentation to the Government server as part of the CCDU Design Package Notification (CDRL A004).
The contractor shall support periodic meetings and reviews as approved by the CO. (CDRL A009, A010) Circuit Board Support Package The contractor shall provide a Circuit Board Support Package containing all technical data associated with, related to, or derived from the design features of the CCDU , including but not limited to: 1) applications processor electrical integration design including circuit board schematics, block diagrams, bill of material and list of suppliers; 2) all software and firmware designed to operate on the CCDU, including (a) input / output support drivers, (b) video viewer library, (c) built-in-test (BIT) features, (d) hardware test features, and (e) an HTML based configuration server (CDRL A007). The Circuit Board Support Package will be for the Government’s use solely for this contract only. The contractor shall provide a CCDU Design Package Notification upon successful transfer of the Circuit Board Support Package to the Government server as part of the CCDU Design Package Notification (CDRL A004).
Preservation-packaging The CCDUs shall be preserved and packaged in approved disposable electro-static discharge (ESD) protective packaging in a manner that shall afford protection against corrosion, deterioration, and damage during direct shipment from the supply source to the first receiving activity for immediate use. Reusable packing shall be a foam-lined watertight, lockable, ESD compatible shipping and storage container (MIL C-4150-J, STANAG 4280, IP67, ATA 300 certified).
Markings Markings shall include procuring activity DO number, applicable quote or proposal number, supplier's identification number, supplier's part number, supplier's model number, lot number, unit serial number, data restrictions as are applicable, date of manufacture and any special handling exceptions (ESD, HAZMAT, etc.).
Delivery Address The Contractor shall provide electronic copies of all data requirements to the Government as specified in the DO. When required, a hard copy will be supplied to the following address:

The delivery addresses are specified in the DO.
Inspection Deliverables will be inspected by the Government within 30 workdays of receipt.
Acceptance All deliverables shall be submitted in a format mutually agreed upon by the contractor and the Government, and will normally follow standardized guidelines used by the Air Force.
GENERAL INFORMATION
Delivery Period The Contractor shall provide the supplies and services not to exceed the delivery date specified in the DO.
Release of Information No information will be released without the approval of the Government Program Manager, 96 RANSS/RNR.
Travel Contractor’s performance may be required at Eglin Air Force Base, Florida, various Air Force Bases, and other DoD agencies. Travel can be within the CONUS and OCONUS. Travel shall be proposed at actual cost and shall be in accordance with the Joint Federal Travel Regulation (JFTR). No profit will be proposed or provided for travel.
Security The work to be performed under this contract will be UNCLASSIFIED.
GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES
The Government will provide equipment for upgrade/enhancement services, if applicable, to the contractor NLT 60 days after receipt of DO. Additional GFP will be specified per DO.
