The work ing group su ccessfu l ly cre ated open a rch i tectura l goa l s that a l l owed i ntegra t ion of oth e r p roducts i n to the TerraS ight framework . Based on these d evel opment efforts , t he o p e n a rch itectu re p l atform is now strong e n ough to support off ram ps fo r compet i t i on . Based on th is, the Gove rnment wi l l be able to compete certa i n req u i rements that p revi ous l y wou l d h ave h a d to be so l e s ou rce u nder t h e DV L program . I n t he event a com peti ng vendor was ab le to re p l i cate a su i tab l e framework to TerraS igh t™ , i t wou ld take a m i n imum of 2-3 years for gove rnment certificat ion of the i n i ti a l product set . Pre l im i n a ry test data c o u l d be ava i l a b l e with i n 9 months .

The content of the Sou rces Sought synops is cons i s ted of a l i s t of tech n i ca l req u i rements with i n the scope out l i n ed above and a q uesti o n n a i re with co ntra ctu a l q u est ions . Th e Governmen t rece ived responses to th e Sources Sought before the due date of 19 J a n 2017 : A l l respo nd e n ts ' tech n i c a l b riefs were rea d to see i f they were ab le to meet o r exceed the req u i rements. The resu lts a re fu rther exp l a i n ed i n Sect ion V I I I be low.

The Government will use a traditional pricing approach to determine fairness and reasonableness using the following means: 1) cost analysis IAW FAR 15.404-l(c); 2) thorough technical evaluation addressing technical data packages, specifications, engineering descriptions, and statements of work; 3) recommendations form the Defense Contract Management Agency and the Defense Contract Audit Agency and
4) utilization of weighted guidelines to determine fee or profit in conjunction with assistance from local pricing personnel. At the conclusion of negotiations, the contractor will be required to provide certified cost and pricing data in accordance with FAR 15.403-4(a) if applicable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. The
Government received responses to the Source Sought by 19 Jan 2017: .
SRI was deemed fully capable because they meet or exceed all minimum Government functionality and specification requirements of the DVL IV program. They are the current vendor for the DVL Ill program and owner for the data rights for the proprietary software, TerraSight™. They have performed extensive work with ISR real time capabilities. They have very experienced staffing levels with qualified specific expertise in most areas of concern.
In addition to the Sources Sought, members of the program office attended trade/industry conferences and symposiums, monitored the industry through trade journals and contacted industry representatives in order to ensure technological leading edge investments are beneficial to the T&E community and to identify other sources capable of meeting DVL requirements. Websites, user forums and FedBizOpps were also queried using various search engines. The above market research methods confirmed SRI is the only firm that can meet the
Government's DVL IV requirement.
Prior to the execution of each delivery order under DVL IV, the functionality and specification requirements will be reviewed to identify any eligible to be competed under other contracts (e.g., TETRAS). Solicitation from SRI is only expected for work requiring advance video processing techniques and trusted foundry work (see Section VI).

The goals to overcome barriers to competition included in the justification for the DVL Ill sole source contract award have been achieved through the establishment and resulting actions of the DVL Users Working Group. Opportunity
13 Sep 2017 FOR OFFICIAL USE ONLY Page 7 of 8 for competition has increased and the DVL team will continue to promote open architecture products to allow
TerraSight™ components to be integrated into other video product capabilities, thus allowing for the substitution of subcomponents more readily. Composability will allow smaller modules of the TerraSight™ product set to be replaced by suitable subcomponents as needed. The past and present status and successes of the DVL Ill working group are detailed above in Sections Ill and VI.
Under DVL IV, the requiring activity will continue to use the established working group to promote open architecture for DVL to allow other vendors to participate in and compete for capability/application developments that work with the TerraSight™ framework. In addition, the 96 Test Wing will promote Science & Technology investments and Small Business Innovation Research (SBIR) programs on georectification and image enhancement to stimulate the maturation of the technology to a broader community.
This effort requires approval of a J&A for greater than a year, which is justified in Section V for all five (5) years of the ordering period.
The DVL team will continue to monitor the industry through market research techniques such as reading trade journals, attending technical symposia, and contacting industry representatives as described in Section Ill. These market research results will be analyzed with the goal of utilizing competitive contractual instruments to the maximize extent possible as referenced in Section VIII.
