About this file

This document is a Sole Source (Including Brand Name) Justification for a simplified commercial item acquisition. The U.S. Air Force Materiel Command Test Center intends to award a sole-source, bridge Indefinite Delivery Indefinite Quantity (IDIQ) contract to the incumbent, Sunshine Aero Industries, Inc., from March 19, 2024 to March 18, 2025 for $3.6 million. This bridge contract will provide Flight Test Support Services that exclusively support ongoing U.S. Air Force and Department of Defense research, development, test, and evaluation efforts, as well as operational test and evaluation.

The current contract will lapse due to the time required to re-compete and award a new Flight Test Support Services contract, which is currently underway and expected to be completed before the end of the bridge contract. Market research for the re-compete was used to justify this sole-source action. The bridge contract will have two firm-fixed price contract line items: Flight Test Support Services and Data. Travel and materials will be included in the first contract line item. The agency originally anticipated the new contract to be valued at less than $10 million, but after increased flight test mission requirements, the new contract value is now estimated at $20 million.

Procuring Office: AFTC/PZZC, Eglin AFB, FL 32542-6862 Procuring Contracting Officer: Heather Stiles / heather.stiles@us.af.mil

The Government intends to award a sole-source bridge Indefinite Delivery Indefinite Quantity (IDIQ) contract from 19 March 2024 to 18 March 2025, in the amount of $3.6M to the incumbent, Sunshine Aero Industries, Inc., under the authority of FAR 13.501(a), Sole Source Acquisitions and DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). Initial task order awarded with IDIQ will be for less than $500K.

The current contract ends in approx. 60 days (18 Mar 2024), and the time required to re-compete, and anticipated phase-in period of 60 days will cause this contract to lapse and Cyber Test Group will lose its ability to conduct flight tests. This bridge contract is a short-term solution until a new Flight Test Support Services (FTSS) contract can be competed. The re-compete is currently underway and is expected to be awarded prior to end of bridge contract.

This is a non-personal, commercial services bridge contract to provide Flight Test Support Services that exclusively support ongoing USAF and DoD Research, Development, Test, and Evaluation efforts (RTD&E) as well as Operational Test and Evaluation (OT&E). The Government shall not exercise any supervision or control over the Contract Service Provider's employees performing the services herein; the employees shall be accountable solely to the Contract Service Provider who, in turn is responsible to the Government.

The Contractor must provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform Flight Test Support Services in support of RTD&E and OT&E tests as defined in this Performance Work Statement (PWS).

Anticipate multiple task orders ranging from $10K to $350K each. Depending on the test, the cost could get up to $500K to $650K. This is offset by smaller tasks coming in at $25K to $50K. This is all subjective as it depends on the number of test flight hours, which aircraft is being leased, and whether the test is at a TDY location. In addition, each period of performance will depend on the flight test and will be incorporated into the individual PWS for each order. The period of performance can range from three days to two weeks, or one year if there are multiple test periods on the same PWS.

There will be 2 Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) - CLIN 0001 Flight Test Support Services and CLIN 0002 Data. Like the current FTSS contract, travel and materials will be included in CLIN 0001.

Appropriation 3600 will be used to fund this requirement.

Requiring activity originally anticipated a new contract value of less than $10M, but after a significant increase in flight test mission requirements and a rapid climb towards the current contract ceiling, it was realized that the new contract would need to be $20M to meet the additional flight test demand. The additional requirements will take longer than anticipated to re-compete and would not be awarded in time to prevent

The current contract ends in approx. 60 days (18 Mar 2024), and the time required to re-compete, and the anticipated phase-in period of 60 days will cause this contract to lapse and Cyber Test Group will lose its ability to conduct flight tests.

This bridge contract is a short-term solution meant to (1) allow for seamless flight testing to meet the mission demand and (2) provide time to re-compete and award a new FTSS Contract prior to the bridge contract's expiration. The re-compete is currently underway and is expected to be awarded prior to end of bridge contract.

Market research conducted for the FY23 re-compete was used for the purposes of this bridge action.

A synopsis of proposed contract action (sources sought) was posted to the Government-wide point of entry (SAM.gov) from January 27, 2023 through February 28, 2023. See Section VIII below for more detail.

Market research conducted for the FY23 re-compete was used for the purposes of this bridge action. A sources sought was posted to SAM.gov for a period of 32 days - from January 27, 2023 through February 28, 2023, and searches were conducted on the SAM.gov, Interagency Contract Directory, and FPDS-NG sites. The site searches yielded no viable options, and the sources sought resulted in two (2) replies, to include one (1) Small Business. Neither of the two are in the local vicinity, as per the PWS requirements, and are not found to meet the requirements of the PWS.

Every test mission would require the contractor to come TDY to Eglin. Meetings, aircraft modifications, test preparations, inspections, would all have to be incorporated into the test cost, potentially causing a need to increase the contract ceiling even more.
