The purpose ofthis amendment is to provide Questions and Answers regarding the Aerospace Ground Equipment Request for Proposal. Attachment I ofthis Amendment is all questions asked by interested parties regarding this acquisition since RFP release.

Questions and Answers

l. Wanted to confirm the 30 page limitation for the Technical Proposal doesn't include Contingency, Strike and QCP.

IAW section L, pg L8: The Strike Plan, Contingency Plan, and QCP will be incorporated into the resultant contract at Section J. They will not count against page limits within the proposal.

2. Vehicles: Appendix E to the PWS contains a list of r.ehicles that are required to perform the PWS, but il does not specifu whether or not these are all government-furnished equipment. Could you please confirm that these vehicles are government furnished?

The only govemment provided vehicles listed in Appendix E is the electric and diesel tug.

3. Health & Welfare (H&W): the collective bargaining agreement (CBA) specifies a health & welfare benefit of $4.ir5 per hour. The CBA also specifies other benefits such as Jury Duty, Bereavement, Reserve Duty and 401K contributions. Under SCA regulations, these other benefits are normally included in the accounting for H&W. Can we assume when pricing that this same methodology applies to the CBA? For example, if we are calculating this the samc way as SCA benefits, H&W benefits will accrue at the rate of $4.75 per hour. At the end ofeach quarter, the contractor determines, for each employee, what SCA benefits have been provided and totals up those costs. If there are surplus funds remaining in the employees H&W pool, the contractor places the balance into the employees 401X. account (some contractors return the funds to the employee).

Is this the same way we should calculate the CBA H&W benefits, i.e. 54.75 per hour?

Or do we need to cost $4.75 per hour plus jury duty benefits, plus bereavement trenefits, plus reserve duty benefits, plus 40lK match, etc.?

The Offeror shall price in all benefits found in the CBA. Your proposed H&W rate should be $4.75 plus any other benefits outlined in the CBA.

Offerors should be cognizant of the very important differences between a standard area wage determination (WD), a CIIA-based WD. and the often significant differences in benefits mandated under each. Recall that the National Labor Relations Act, as amended, will also directly and indirectly affect this situation due to the presence ola CBA-based WD. Offerors are reminded that the Department of Labor retains ultimate authority and responsibility for enforcement and interprelation of the SCA.

4. The CBA calls for a 4 hour payment to all employees who have to standby for weekend duty. Does this cost have to be included in the FFP CLIN X0001? Ifso, is there a government estimate or history that we can use to estimate these costs?

There are no standby weekend duties for AGE. In the rare event that standby is required, the contractor would be paid via the Overtime CLIN.

5. Can the government provide the workload data associated with munitions material handling trailers/component such as the number of units assigned, scheduled maintenance inspections, and unscheduled maintenance actions? The workload data was not listed in PWS appendix N.

The work associated with the munition trailers will be accomplished under CPFF CLINs.

6. PWS 1.12 states "Gun systems and munitions support equipment must be maintained by qualified Munitions or Armament Flight personnel." Is it the government's intention that the service provider shall provide qualified munitions or armament flight personnel to maintain gun systems and munitions support equipment?

7. There does not appear to be a mechanism (CLIN) for pricing Service Provider Furnished Vehicles, or the maintenance of such, as required at PWS 5.1

Reference PWS 5.1 Service Provider Furnished Vehicles

The service provider shall provide a sufficient number ofvehicles to meet the requirements of this P\l'S. A list of current vehicles and their use is provided in Appendix E. Tow vehicles must be capable of pulling a minimum of 15,000 gross pounds ofAGE on a single pintle hook and 7,500 gross pounds on two outer pintle hooks if outer hooks are applicable to tow vehicles design. The service provider shall provide the Government documentation from the vehicle manufacture to substantiate the vehicles tow ratings. A sulficient number ofvehicles need to be equipped with a pigtail to operate the brake and running lights on munitions trailers. These vehicles shall be the only vehiclcs authorized to tow munition trailers. The service provider shall be solely responsible for maintenance, serviceability, operation and safety equipment for the vehicles IAW TO 36-l-191, and AFI 21-101, Para 11.8.3.8.1. A list of all sen,ice provider vehicles to include their use and proposed building location will be provided to the CMO at contract start; CMO will be notified of any changes, additions or deletions within 2 duty days.

Neither Section B or Attachment 7 include a CLIN for this requirement. How is the offeror to provide this number to the Government?

The cost of the vehicles that are referenced in PWS 5.1 is to be included in the FFP CLNs as an Other Direct Cost.

8. With the subject solicitation incorporating the Collective Bargaining Agreement, which expires July 31,2018, u'ill the Government require all bidders to bid all requirements of the CBA Appendix A for Oct 1,2017 for unburdened hourly rates per labor category, as well as the CBA Article 6 levels noted in Section I through 9, and Article 7 as noted.

Also, please verifo the 56 hours ofsick leave mandated by the Executive Order 13706 are in addition to the PTO provided for in the CBA. Will the incorporation of the fringe benefits tre incorporated into the price reasonableness evaluation of the proposals?

The Offeror shall include all benefits ofthe CBA Appendix A for Oct 1,2017 for unburdened hourly rates per labor category, as well as the CBA Article 6levels noted in Section I through 9, and ,\rticle 7 as noted.

Additionally. the CBA exceeds the mandated 56 hours ofsick leave mandated by Executive Order 13706. From the Department of Labor website:

"lf a CBA ratified before September 30, 2016 applies to an employee's work perlormed on or in connection with a covered contract. and the CBA provides the employee with at least 56 hours (or 7 days) ofpaid sick time (or paid time offthat may be used lbr reasons related to sickness or health care) each year, the requirements ofthe Executive Order and the Final Rule will not apply to the employee until the date the agreement terminates or January l.

2020, whichever is first.''

Lastly, the fringe benefits will be incorporated into the price reasonableness evaluation ofthe proposals.

11. Wilt a copy of the incumbent's transition plan be made available to bidders?

No

12. Will all questions submitted be made available to all bidders?

Yes

13. Section 14.1 of the Performance Work Statement (PWS), page 34, says that "the service provider shall provide a serwice provider contract manager and one alternate who are responsible for work performance and have authority to make decisions on all contract matters." Section L, page L-7, Subfactor 1: Management of Personnel requests to "include an organizational chart identifoing key personnel positions, to include a resume for the General Manager." For the purpose of this solicitation, are the positions of General Manager ancl Service Provider Contract Manager the same? If not, what is the function ofthe General Manager versus the Service Provider Contract Manager?

They are the same.

14. Section L, 2.4 Subfactor l: Management of Personnel, paragraphs e and f (page L-7) ask for a Strike Plan and a Contingency Plan, respectively. Does the Contingency Plan occur only if a strike occurs or is it a separate plan for all contingencies?

It is a separate plan for the contingencies outlined in PWS paragraph 2.17.

15. In Section L paragraph 1.3.3 Cross-Referencing, the last sentence states, "The Offeror shall provide a solicitation cross reference matrix indicating, by Performance Work Statement (PWS) paragraph number, the corresponding proposal paragraph in that section that addresses the referenced item". Does the Government have an expectation that all PWS numbered sections need to be included in a cross reference matrix and addressed with a corresponding proposal paragraph. Alternately do offerors only need to include and address PWS numbered sections that pertain to paragraphs 2.4 Subfactorl and 2.5, Subfactor 2.

The govemment does not have an expectation that all PWS numbered sections need to be included in a cross reference matrix and addressed with a corresponding proposal paragraph.

Please reference your proposal sections for all rows within the cross-reference table.

16. Is it the Government's intent to accept the Offeror's rate development model for the FFP CLINS in the Base Year and all Option Years, and will those same developed rates be applied for the CPFF CLINS?

Reminder, Section L 3.1.I "Offerors shall not bid/price the Cost-Reimbursable and Cost plus Fixed Fee CLINs." The govemment has provided plug numbers for these CLINs based on an estimate of how much work will be conducted under these CLINs. When work is to be conducted under these CL,lNs your burdened rate (used in your build-up for FFP CLINs) will be used along with a 5oh lixed fee.

17. With regard to Attachment L7 Cost Format,2080 hours is used as the multiplier for FBLR development. Wrt Section M, paragraph 2.1, cost reasonableness is addressed and will be evaluated, From a "Cost Reasonableness" perspective, 2080 hours cannot be achieved with the PTO and vacation days established in the CBA. Will the Government adjust the basic annual labor hours to be more realistic in accordance with the CBA (e.g. 2080 - 88hrs (holiday) - 130 hrs PTO = 1862 hrs)?

Section L, Paragraph 3.7. " Attachment L7 (Cost Format D) includes a "Govemment Estimated Staffing Matrir:" that includes labor categories and number ofhours needed in performance of the PWS. The Offeror can propose the "Govemment Estimated Staffing Matrix" or provide an alternate solution to staffing. If an altemate solution to staffing is provided then explain horv the proposed labor calegory/skill mix has been derived"

You may propose any amount for your estimated staffing matrix. The Govemment used

2080 as an estimate. Please remember to explain your staffing solution in your proposal.
