About this file
This document is a sole source justification list identifying 43 vendors and their CAGE codes that provide exclusive electronic research resources and databases to Air Force Research Laboratory (AFRL) and affiliated organizations including AFIT (Air Force Institute of Technology), USAFSAM, NASIC, and AFOSR (Air Force Office of Scientific Research).
The vendors provide specialized peer-reviewed academic content across multiple scientific and technical disciplines including physics, chemistry, mathematics, engineering, aeronautics, materials science, and transportation engineering. Key vendors include major academic publishers and database providers such as Elsevier, Springer Nature, IEEE, Wiley, AIP Publishing, American Chemical Society, ASME, and others. Each vendor entry documents why the vendor qualifies as a sole source, citing exclusive copyright ownership, unique content not available from competitors, specialized subject matter expertise, unlimited simultaneous user access capabilities, offline download functionality, and integration with AFRL's existing library systems (EZproxy authentication and EOS integrated library system). The justifications emphasize that no alternative vendors can provide equivalent breadth and depth of content in single platforms, making these acquisitions necessary for AFRL researchers and engineers to conduct their missions effectively. The document is dated 20 August 2025 and serves as the contracting justification record for these recurring subscription renewals.
