The Air Force Research Laboratory's Human Effectiveness Directorate (AFRL/RH) is soliciting white papers and proposals from eligible organizations, including small businesses, for research efforts with an estimated total program cost of $68 million. The solicitation is unrestricted, and white papers are limited to 10 pages and due June 7, 2026, at 11:59 PM Wright-Patterson AFB local time. Offerors whose white papers meet Air Force needs will be invited to submit full technical and cost proposals in a second step; the proposal due date will be provided in subsequent Requests for Proposals. The anticipated award date is November 5, 2026, with a primary performance period of three years (November 5, 2026 through November 4, 2029) followed by two option years and three months of administrative performance.

The anticipated contract type is Cost-Plus-Fixed-Fee (CPFF), though the Air Force reserves the right to award alternative instruments including Other Transactions or cooperative agreements. Deliverables include data items, modeling and simulation software, RF hazard evaluation software, specialized test equipment, custom high-powered amplifiers, and RF measurement instruments. The Air Force anticipates awarding one or more contracts based on offeror capability and funding availability and reserves the right to award all, some, or none of the solicited effort. Baseline support and laboratory facilities are available at 711 HPW/RHD in San Antonio, Texas, including office and research space, IT infrastructure, and network access. The Government desires unlimited rights to non-commercial technical data, software, and documentation. Animal subject use is anticipated; human subject use is not. Offerors must comply with security classification requirements, export control regulations, and S&T protection protocols, and foreign-owned firms must notify the Contracting Officer before responding.
