About this file

This is a Questions and Answers document for solicitation FA2377-26-R-B014, the PENCAP (Precision Ensemble Network Capability Advancement Program) initiative issued by the Air Force.

The document addresses three key technical questions regarding laboratory demonstration requirements. First, regarding timing sources, the government clarifies that specific low-level demonstration details will be finalized during the post-award kick-off phase, with white papers required to demonstrate scalable methodology. Second, concerning the number of receiving platforms for the time dissemination architecture, the exact quantity will also be determined post-award, though proposals must demonstrate scalability of the proposed dissemination architecture. Third, addressing a potential conflict regarding Link-182 use in an unclassified effort, the government explains that while Link-182 operates on secure networks, the contract scope remains entirely unclassified. The card, networking method, and ensemble will be unclassified, with only timing data that has transitioned from classified (Red) to unclassified (Black) networks being processed. All development and testing under the contract will remain unclassified.

FA2377-26-R-B014, PENCAP Solicitation Q and A

Question Government Response

How many different timing source are you envisioning being used in the lab demonstration?

The specific low-level laboratory demonstration details will be finalized with the awardee during the post-award kick-off phase. White papers should demonstrate a scalable methodology.

How many different platforms are envisioned receiving the generated time through the chosen dissemination architecture in the lab demonstration?

The exact quantity of receiving platforms for the laboratory demonstration will be finalized with the awardee during the post-award kick-off phase. White papers should demonstrate the scalability of the proposed dissemination architecture.

Link-182 is listed as a candidate link, but can be only run at secret level, and Section 6.2 of the SOO states that the effort will be unclassified. Can you comment?

The card, networking method, and ensemble will remain entirely unclassified. While Link- 182 operates on secure networks, the unclassified scope of this effort is limited to processing timing data that has transitioned from the classified (Red) side of the encryption boundary to the unclassified (Black) side. All development and testing under this contract will remain unclassified.
