About this file
This is a Questions and Answers document dated January 21, 2025 for RFI FA2330-FMS-Albania-RFI regarding VORTAC and ILS/DME systems at Kucova Air Base, Albania.
The Q&A addresses three main topics: 1) Infrastructure requirements, clarifying that the Albanian Armed Forces (AAF) is responsible for providing buried power and communication cables within 30 meters of three contractor-selected sites, with communications connecting to the Air Traffic Control Tower; 2) Contractor Logistics Support (CLS) requirements, specifying that the 2-year CLS includes contractor-provided technicians conducting maintenance and repairs while involving customer maintenance personnel; and 3) The 5-year Repair and Return period that follows the 2-year warranty and CLS period, during which AAF technicians will be responsible for replacing failed parts using system spares and sending failed parts to the contractor for repair. The document also addresses timing, indicating that the AAF Initial Operating Capability date is prioritized for earliest NATO support.

Text version
In the Overview portion of the RFI there is a requirement for the program to provide necessary fiber optic communications, and electrical power extension cabling for up to 30 meters to the AAF provided communication and power terminations, and the fiber optic communications will connect to the ATCT. Is the USAF providing the network to the control tower? If not where does that responsibility lay? Any addition information would be appreciated.
The AAF has been informed they are responsible for providing buried infrastructure power and communication cables (on the airfield) to within 30 meters of the TBD contractor selected 3 site locations associated with ILS/DME and VORTAC. Communication cables connect the sites to the ATC Tower. Power cables to connect sites to AAF selected power source(s). USG site visit provided general area for each site for AAF early planning. After contract award Contractor site survey will provide exact site locations.
Could you provide additional specification as to the USAF FMS offices requirements for on what is expected in reference to?;
a.) 2 years contractor logistics support (CLS). What is the USAF expecting from a scope perspective?
b.) The 5 year repair and return period (R&R). Is this simply a BER percentage or is an alternate process preferred?
We want to ensure we are meeting the expectations of the RFI but the above have no requirements listed. If there is some period of performance overlap with the CLS/R&R that impact the 2 year warranty any additional insight would be helpful.
a.) Normal FMS CLS historically required for all FMS deployed system programs: at minimum but not limited to contractor-provided CLS technician conducts maintenance and repair as necessary, and involves customer maintenance personnel where possible for a joint maintenance/repair mission.
b.) After 2-year warranty and concurrent 2-year CLS, 5-year R&R takes affect where AAF maintenance technicians are responsible for replacing system failed parts with system spares provided under contract. AAF technician sends failed part to the contractor/system provider for R&R process.

FA2330-FMS-Albania-RFI Q&A - 21 January 2025
Do you have an anticipated start date on when the VORTAC/DME/ILS would need to be delivered and installed? Even a rough ballpark would be helpful.
AAF Initial Operating Capability need date is soonest for earliest NATO support; from PMO perspective, we can provide typical VORTAC and ILS/DME system manufacturer rough schedule.
