DIRECTORATE OF METROLOGY

PURCHASE DESCRIPTION

FOR

RF Power Transfer Standard (18 GHz)

1. SCOPE:

1.1. General Description of Hardware: The RF Power Standard enables the precise measurement of microwave power in the 100 kHz to 18 GHz frequency range. These units are extremely rugged, highly accurate, and stable with time and temperature. They are for use as standards for the transfer of calibration factors to RF power sensors. The RF Power Transfer Standard shall also come with a Verification Standard which will be used to verify the transfer standard has not drifted or degraded. Unit should be thermoelectric based device, no thermistors or diodes.

1.2. Types of Workload Supported: The RF Power Transfer standards will be used to calibrate over 8,000 N-Type power sensors used in the Air Force.

1.3. The Air Force Metrology & Calibration Program (AFMETCAL) has a requirement to replace the Tegam 2505A RF Power Transfer Standard.

2. PERFORMANCE REQUIREMENTS:

2.1. N-Type Transfer Standard

2.1.1. Frequency Range: DC to 18 GHz

2.1.2. Connector Type: Precision N-Type Female Connector

2.1.3. Test Port Power Range: -20 to +20 dBm

2.1.4. Measurement/TI Uncertainty:

DC to 1 MHz: ≤ 0.3% >1 to 100 MHz: ≤ 0.4% >100 MHz to 2.4 GHz: ≤ 0.5% >2.4 to 8 GHz: ≤ 0.7% >8 to 12.4 GHz: ≤ 0.9% >12.4 to 18 GHz: ≤ 1.2%

2.1.5. Measurement Time: ≤ 1 sec (average = 1)

2.1.6. Linearity: (from -20 to +10 dBm) ≤ 0.1 %

2.1.7. Test Port Equivalent SWR:

DC to 4 GHz: <1.083 (< 0.04) >4 GHz to 12.4 GHz: <1.15 (< 0.07) >12.4 to 18 GHz: <1.17 (< 0.08)

2.1.8. Calibration Factor Frequency Response: ≥ 84%

2.2. N-Type Verification Unit

2.2.1. Frequency Range: DC to 18 GHz

2.2.2. Test Port Power Range: -20 to +20 dBm

2.2.3. Calibration Uncertainty: Same as 2.1.3. Unless the verification sensor is aligned to the power standard in 2.1

2.2.4. VSWR: < 3

3. FUNCTIONAL REQUIREMENTS:

3.1. Automate or Manual Control: The system needs to be capable of front panel control and control thru GBIP/IEEE 488.2 interface.

3.2. User Interface: AFMETCAL intends to automate the use of this item thru the GBIP/IEEE 488.2 interface using its NextGen Automation software.

3.3. Ancillary Equipment:

3.3.1. Power Meter to operate the RF Power Transfer Standard & Verification Unit

3.3.2. Torque Wrench, N-Type, 12-15 in-lbs

3.3.3. 20 dB Precision Attenuator

3.3.4. Any cabling required to connect the RF Power Transfer Standard & Verification Unit to the

Power Meter

3.4. Calibration Requirements: Calibration information should include Calibration Factors & VSWR information for the RF Power Transfer Standard. The associated attenuator should include attenuation & VSWR information. The calibration requirements for the Verification Unit are left to the vendor to provide as long as there is sufficient information to use the unit.

4. MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Weight: ≤ 25 lbs for all components

4.2. Storage/Shipping Case: A storage/shipping case shall be included. The case should be lined with a protective material (such as foam)

4.3. Operating Environment:

4.3.1. Operating Temperature: 73° ±6° F, 22.78 ±3.34° C

5. SOFTWARE SUPPORT: Vendor to provide up to 40 hours of support to AFMETCAL for their integration of the RF Transfer Standard into AFMETAL’s NextGen Automation software. This can be via virtual meetings. On-site isn’t necessary. Necessary drivers & command codes should be provided to AFMETCAL.

6. FIRMWARE: When firmware or software upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for approval. If AFMETCAL concurs with the proposed upgrade the IVD delivered under this contract shall be updated to this upgrade and documentation detailing changes will be provided. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.

7. TESTING: This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to a National Metrology Institute or other AFMETCAL approved equivalent laboratory when required. Tests shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).

8. UNCERTAINTY ANALYSIS: The total Absolute Uncertainty for all functions shall be the worst case Root-Square-Sum of Reference Standard absolute uncertainty, standard-deviation, stability, temperature/power coefficients (where applicable), all other system Type A and all other system Type B uncertainties are displayed in terms of Coverage Factor of two (k=2). All sources of uncertainty/error shall be included in the analysis. Any contractor caveat conditions or requirements to meet/perform an Absolute Uncertainty Analysis shall be clearly identified and documented by the contractor.

9. ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them.

This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
