STATEMENT OF WORK

Statement of Work User Transfer Radiometer (UXR) Telescope System May 4, 2017

1. SCOPE.

This Statement of Work (SOW) defines the effort required for the design, development, fabrication, and test of the UXR Telescope System

0. Background.

This project is for the design, development, and fabrication of a precision optical system for an infrared (IR) radiance calibration transfer radiometer called the User Transfer Radiometer (UXR). The UXR is being developed to serve Missile Defense Agency (MDA) infrared (IR) calibration needs at various test facilities within the United States. The IR calibration radiometer currently being used is not sensitive enough to measure the smallest needed signals, does not have imaging capability needed for complex test scene evaluation, and consumes considerable amounts of expensive liquid helium (He) during operation. To solve the problem of the relatively low sensitivity, the UXR will be constructed with an entrance aperture that has ten (10) times the signal collection area as the current radiometer. This large acceptance area is being achieved by having the first optical components of the UXR be a three (3) mirror astigmatic (TMA) telescope that takes the radiance accepted by the 22 cm entrance aperture and telescopes down to 4.6 cm. The reduced diameter beam will then be passed through spectral filters, after which the beam shall be focused onto a detector by a fourth mirror. All four (4) mirrors and the mechanical structure (the optical bench) shall be made of thermally stabilized 6061 aluminum. The thermal stabilization is absolutely necessary so the mirrors change shape minimally when the system cools down to cryogenic temperatures. It is also absolutely critical that the mirrors be made of 6061 aluminum because the framework that is holding the mirrors is also made of 6061 aluminum. In order for the system to keep its optical alignment when it cools, all components must be made of the same material so that they shrink by the same fractional amount.

1. REQUIREMENTS

2. General The work required by this contract shall be performed in accordance with this SOW. The contractor shall design, develop, fabricate, and test the UXR Telescope System to meet the performance criteria specified in Section 4 of this SOW.

2. Detail Tasks

1. Phase 1

0. Design and Drawings:

The first task in Phase 1 shall consist of the completion of all drawings for all parts that might be delivered in the entirety of this contract; that is Phase 1 and Phase 2. The contractor shall design the mirror mounting system between the telescope optical bench and the three mirrors that are to be mounted onto the telescope optical bench. The contractor shall start with the designs of the entire telescope system provided by the government for the telescope optical bench and the mirrors, then modify the drawings in order to develop mirror mounts that are amenable to the contractors mirror alignment methods. The government furnished drawings shall be provided in Solid Works 2017 format. All drawings provided by the contractor to the government shall be in a format that is readable by Solid Works 2017. All final drawings and fabrication plans shall be provided to the government for approval before materials are purchased and fabrication starts. Note that the government retains all rights to data, drawings, models and documentation generated during the performance of this contract that relates to the deliverables in this contract.

0. Fabrication and Testing of Two Sets of Four Mirrors:

The fabrication and testing of the mirrors shall be executed according to the SOW Section 4. The contractor shall notify the government as to the time and place of the mirror testing, and shall allow government representatives to observe the entire testing process, if the government elects to do so. After the performance verification testing of the mirrors is completed, the test results shall be sent to the government for approval in a format chosen by the contractor. If the government elects to execute Phase 2, one set of the three telescope mirrors shall remain in the contractor’s possession for the completion of Phase 2, and the remainder of the mirrors shall be delivered to the government. If the government elects not execute Phase 2, the contractor shall deliver all of the mirrors to the government. The contractor shall guarantee that the mirrors arrive at the government facility in the same condition that they were in during acceptance testing. The mirror conditions to be maintained from the time of testing include, but are not limited to, mechanical integrity, optical performance, and cleanliness. The contractor shall also give and safely ship to the government all materials that were purchased or fabricated for the specific purpose of the mirror performance verification and were part of the final cost of the mirrors. For example, if a computer generated hologram (CGH) was used to characterize the wave front performance of the telescope M2 mirror and was charged to the cost for this contract, the CGH would be delivered to the government along with the mirrors.

1. Phase 2

1. Fabrication, Assembly, and Performance Verification.

The second phase of the contract shall primarily consist of the fabrication of the telescope optical bench, the mounting and alignment of the telescope mirrors onto the telescope optical bench, and the performance verification testing of the assembled telescope all according to the SOW Section 4. The contractor shall notify the government as to the time and place of the telescope assembly testing, and shall allow government representatives to observe the entire mirror alignment and testing process, if the government elects to do so. The intent of the government observation is to allow the government to acquire sufficient capability of the alignment process as to be able to make appropriate adjustments to the alignment at a later date, if necessary. For this purpose, the contractor shall allow the government representatives to observe to the extent necessary the process of mirror alignment and optical performance measurement.

1. Test Results.

After the performance verification testing is completed, the test results shall be sent to the government for approval in a format chosen by the contractor. After government approval of the telescope performance results, the contractor shall guarantee that the telescope assembly arrives at the government facility in the same condition that it was in during acceptance testing. The telescope assembly conditions to be maintained from the time of testing include, but are not limited to, mechanical integrity, optical performance, and cleanliness. The contractor shall also give and safely ship to the government all materials that were purchased or fabricated for the specific purpose of alignment of the mirrors in the telescope assembly and were part of the final cost of the delivered telescope assembly. For example, if a corner cube was used to characterize the wave front performance of the telescope system and was charged to the cost for this contract, it would be delivered to the government along with the telescope.

1. EXPECTED PRODUCT

This section of the SOW describes the end product of a precision optical system for an infrared (IR) radiance calibration transfer radiometer called the User Transfer Radiometer (UXR) that shall telescope a collimated 22.0 cm diameter beam down to a collimated 4.6 cm diameter beam and perform with high optical precision over the temperature range of 310 K down to 80 K. The telescope mirrors and optical support structure (optical bench) is to be fabricated from 6061 aluminum. The telescope optical prescription has been designed by the government and is a three mirror anastigmatic (TMA) telescope that has a 22 cm diameter entrance pupil, accepts a collimated beam with 1.50 degree full cone divergence, and outputs a 4.6 cm diameter beam with a full cone divergence of 7.17 degrees. While the shapes of the mirror reflecting surfaces have been finalized, the shape of back side of the mirrors and the mounting feet have not, nor has the optical bench. The back portion of the mirrors, their mounting feet, and the optical bench has a nominal design that fits into the larger UXR system, but it is not finalized. Input from the contractor in design is desired, especially with regard to the mounts for the mirrors. The final telescope to be delivered shall be aligned and the alignment shall be tested over a range of temperatures in order to demonstrate thermal stability.

In addition to the telescope assembly, a fourth thermally stable aluminum cryogenic mirror shall be provided. This mirror shall be an off-axis paraboloid that will be used by the government in the UXR further down the optical train from the TMA telescope.

A duplicate set of mirrors shall be delivered for the entire set of four powered mirrors. Each of the eight powered mirrors optical performance shall be validated by measurement. In addition to the eight powered mirrors that are to be delivered, four (4) additional 25 mm diameter witness flat mirrors are to be delivered. The witness flat mirrors shall be fabricated by the exact same processes and methods as the powered mirrors so that the final surface features of the witness mirrors are very similar to that of the powered mirrors.

0. Optical Performance Requirements:

0. The clear aperture for all of the mirrors for which the optical requirements apply shall extend to within 0.120” of the edge of the mirror substrate.

0. The mirror clear aperture for all of the mirrors shall have a scratch/dig of letter EE or better according to MIL-C-48497A.

0. The reflecting surface of all off-axis parabolic mirrors shall be post –polished to an irregularity of less than 0.125 waves P-V over 98 % clear aperture and 0.032 waves RMS over the entire clear aperture for all mirrors from the designed surface figure. The measurement wavelength shall be 633-nm.

0. Optical performance of the telescope

4. The gut ray (or optical axis) of the telescope entrance beam path as defined by the telescope mirrors shall be normal to the plane defined by the three front mounting points of the telescope optical bench to within +/- 0.038 degrees (0.66 mrad).

4. The gut ray of the telescope exit beam path as defined by the telescope mirrors shall be normal to the plane defined by the three mounting points of the telescope optical bench to within +/- 0.182 degree (3.17 mrad).

4. The gut ray of the telescope entrance beam path as defined by the telescope mirrors shall be centered on the optical bench entrance aperture to within +/- 0.010 inches.

4. The gut ray of the telescope exit beam path as defined by the telescope mirrors shall be vertically up 11.250 +/- 0.010 inches and 1.500 +/- 0.010 inches to the left of the entrance gut ray as viewed looking into the telescope optical bench entrance aperture with the optical bench sitting oriented with M1 at the bottom resting on the flat surface beneath M1.

4. The single pass wave front distortion through the telescope at 633 nm shall be less than the following values for the respective fields of view into the entrance pupil

4. Over all fields within 0.156 degrees of the gut ray: 0.5 wave P-V over 98% clear aperture and 0.125 waves RMS over the entire clear aperture. This shall be tested at the following fields (Azimuth, Elevation) = (+0.156, 0), (0.156, 0), (0, +0.156), (0, 0.156)

4. Over all fields within 1.061 degrees of the gut ray: 0.75 wave P-V over 98% clear aperture and 0.188 waves RMS over the entire clear aperture. This shall be tested at the following fields (Azimuth, Elevation) = (+0.75, +0.75), (0.75, +0.75), (+0.75, 0.75), (0.75, 0.75)

1. The wave front performance shall be demonstrated at ambient temperature (~293 K) and under vacuum at 80 K.

0. The results of all the optical performance measurements shall be provided to the Government for review and approval before the delivery of the mirrors (reference paragraph 3.2.1.2).

0. Mechanical & Physical Requirements:

1. The Government shall approve all fabrication specifications and drawings before any fabrication of the telescope system begins (reference paragraph 3.2.1.1).

0. The Government will provide the first drawings for the mirrors and telescope optical bench in Solid Works 2017 file format.

0. The contractor will modify the drawings if the contractor thinks changes need to be made in order to facilitate the contractor’s ability to meet all of the optical performance requirements.

1. Note: Since the contractor shall build and align the optical telescope assembly, it is suggested that the contractor pay close attention to the design and implementation of the mirror mounting features on both the mirrors and the optical bench.

0. The contractor shall validate that all of the non-optical surfaces of the mirrors and optical bench meet design specifications.

2. The surface finish on all non-optical surfaces shall be 32 micro-inches RMS or less.

2. The surface finish shall be an as cut machined surface, with no grinding or lapping.

2. Surfaces called out to be black shall be painted with Z306 that shall not be beyond its expiration date. (Note: only the optical bench has black surfaces.)

2. All threaded holes shall be tested with an appropriate screw to the designed depth and shall be able to be inserted and removed easily by hand.

0. The contractor will provide all drawings to the government in a file format that is fully compatible with Solid Works 2017 (reference paragraph 3.2.1.1).

1. Mirror Mounting Requirements

1. The largest mirror of the telescope, M1, shall be mounted directly to the optical bench with no mirror pointing adjustment capability.

1. The other two mirrors of the telescope, M2 and M3, and their mounting structures on the optical bench must have design features that allow for the adjustment of M2 and M3 in order to achieve the telescope alignment requirements.

1. None of the permanent M2 or M3 mirror adjustment features shall extend beyond the original size envelope of the optical bench.

1. The thermal conductivity between the telescope mirrors and the optical bench shall be such that if the optical bench is cooled at a constant rate of 0.25 K/min from 295 K to 80 K, the mirrors shall also cool down and not lag in temperature by more than 10 K throughout the whole cooling process.

1. The substrate material for all mirrors shall be Aluminum 6061-T651 Per QQ-A-225.

1. The substrate material for the optical bench shall be Aluminum 6061-T651 Per QQ-A-225.

1. The operating temperature of the mirrors is 80 K. The manufacturing process for the mirrors shall demonstrate dimensional stability after thermal cycling at cryogenic temperatures. A substrate stabilization process consistent with this environment must be submitted to the government for approval prior to the start of fabrication.

1. To achieve the required mirror surface finish, the contractor has four options;

6. Chemical mechanical polishing of the aluminum,

6. High purity aluminum plating with post diamond turning and polishing

6. Electroless nickel plating to a maximum thickness of 0.001” (25 um) to specification SAE-AMS-C-26074 with post diamond turning and polishing.

6. The contractor may choose a method that is proven to achieve all of the mirror performance requirements. The proof of performance for this contractor chosen method must be submitted as a digital or hard copy document prior to the start of fabrication of the mirrors for government approval..

1. At least the mirror reflecting surface shall be plated with electrolytic gold per MIL-DTL-45204D, Type II Grade, 0.000006” minimum thickness.

1. The top layer on the mirror reflecting surface shall be gold. No additional coating shall be applied to the reflecting surfaces of the mirrors.

1. With the delivery of the mirrors, four (4) representative witness mirrors that have received the same treatment as the other mirrors shall also be provided. These witness mirrors shall be a solid disk with a diameter of 25.0 mm plus 0.0 mm minus 0.1 mm and a thickness of 6.0 mm plus or minus 0.1 mm with a flat reflecting surface. The witness mirrors shall have the same scratch/dig performance and polish as the other mirrors but only needs to have 5 waves P-V surface irregularity over the central 90% of the disk.

1. The cleanliness of each of the delivered mirrors and the delivered telescope assembly shall be consistent with a clean room environment of class 100 and vacuum compatible to 10-6 Torr.

2. Before final performance evaluations by the contractor all of the mirrors, including the witness mirrors, shall be cryocycled to 80 K.

2. The mirror clear aperture for all of the mirrors shall have a scratch/dig of letter EE or better according to MIL-C-48497A. This requirement shall be demonstrated at room temperature (~293 K) for all mirrors, including the witness samples.

2. The reflecting surface of all off-axis parabolic mirrors shall be post –polished to an irregularity of less than 0.125 waves P-V over 98 % clear aperture and 0.032 waves RMS over the entire clear aperture for all mirrors from the designed surface figure. The measurement wavelength shall be 633-nm. This requirement is to be demonstrated at room temperature (~293K) and at 80 K +/- 3 K for all off-axis parabolic mirrors.

2. The alignment of the gut ray of the telescope shall be demonstrated to meet the following conditions under ambient conditions (~293 K);

3. The gut ray (or optical axis) of the telescope entrance beam path as defined by the telescope mirrors shall be normal to the plane defined by the three front mounting points of the telescope optical bench to within +/- 0.038 degrees (0.66 mrad).

3. The gut ray of the telescope exit beam path as defined by the telescope mirrors shall be normal to the plane defined by the three mounting points of the telescope optical bench to within +/- 0.182 degree (3.17 mrad).

3. The gut ray of the telescope entrance beam path as defined by the telescope mirrors shall be centered on the optical bench entrance aperture to within ± 0.010 inches.

3. The gut ray of the telescope exit beam path as defined by the telescope mirrors shall be vertically up 11.250 +/- 0.010 inches and 1.500 +/- 0.010 inches to the left of the entrance gut ray as viewed looking into the telescope optical bench entrance aperture with the optical bench sitting oriented with M1 at the bottom resting on the flat surface beneath M1.

2. All dimensions called out in the final and approved drawings for the optical bench shall be verified by coordinate measuring machine to the stated dimensional tolerances.

2. All threaded holes shall be tested with an appropriate screw to the designed depth and shall be able to be inserted and removed easily by hand.

1. DELIVERABLES

5.1Drawings and Fabrication Plans:
The contractor shall provide all final drawings and fabrication plans to the government for approval before materials are purchased and fabrication starts (reference paragraph 3.2.1.1)
5.2Mirror Substrate Stabilization Process:
The contractor shall provide their substrate stabilization process demonstrating dimensional stability after thermal cycling at cryogenic temperatures. The substrate stabilization process shall be reviewed and approved by the government prior to the start of fabrication (reference paragraph 4.2.6).
5.3Mirror Surface Proof of Performance:
In accordance with paragraph 4.2.7.4, the contractor shall provide the government proof of performance for their chosen method of mirror surface finish. The mirror surface finish proof of performance shall be provided to the government for review and approval prior to the start of fabrication of the mirrors.
5.4Mirror Performance Test Results:
Upon completion of performance verification testing of the mirrors, the contractor shall provide the tests results to the government for review and approval (reference paragraph 3.2.1.2). The test results shall be provided in a format chosen by the contractor.
5.5Telescope Performance Test Results:
Upon completion of performance verification testing of the telescope, test results shall be provided to the government for review and approval (reference paragraph 3.2.2.2). The test results shall be provided in a format chosen by the contract.

Instructions to Vendors of UXR Telescope System

The development of the UXR Telescope System will be funded and executed by the government in two phases. For this reason, the vendor must develop their cost proposal to represent the cost of each phase of the development contract separately. The execution of the second phase of the contract by the Government is not guaranteed and will be determined by the Government contingent upon the availability of government funding and progress or success in completing Phase 1.

Inspection and acceptance of the system will be accomplished by AFMETCAL. After performance verification testing is completed, test results shall be sent to the government for approval. Approval will be completed within 15 days of receipt at AFMETCAL.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM (MAR 1989)

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within

Phase 2 CLIN 1001 may be exercised anytime between the effective date of the contract up to 30 days after coompletion and acceptance of Phase 1 or September 30, 2018, whichever is later.

Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

52.227-23 RIGHTS TO PROPOSAL DATA (TECHNICAL) (JUN 1987)

Except for data contained on pages , it is agreed that as a condition of award of this contract, and notwithstanding the conditions of any notice appearing thereon, the Government shall have unlimited rights (as defined in the "Rights in Data--General" clause contained in this contract) in and to the technical data contained in the proposal dated , upon which this contract is based.

52.252-6 AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.

(b) The use in this solicitation or contract of any FAR and DFAR (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.

252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2016)

(a) Definitions. As used in this clause-

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.

DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

Enterprise identifier means a code that is uniquely assigned to an enterprise by an issuing agency.

Government's unit acquisition cost means--

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.

Issuing agency means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

Issuing agency code means a code that designates the registration (or controlling) authority for the enterprise identifier.

Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier. (1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:

(iv) Any item of special tooling or special test equipment as defined in FAR 2.101 that have been designated for preservation and storage for a Major Defense Acquisition Program as specified in Attachment Number ----.

(v) Any item not included in paragraphs (c)(1)(i), (ii), (iii), or

(iv) of this clause for which the contractor creates and marks a unique item identifier for traceability.

(2) The unique item identifier assignment and its component data element combination shall not be duplicated on any other item marked or registered in the DoD Item Unique Identification Registry by the contractor.

(3) The unique item identifier component data elements shall be marked on an item using two dimensional data matrix symbology that complies with ISO/IEC International Standard 16022, Information technology--International symbology specification--Data matrix; ECC200 data matrix specification.

(4) Data syntax and semantics of unique item identifiers. The Contractor shall ensure that--

(i) The data elements (except issuing agency code) of the unique item identifier are encoded within the data matrix symbol that is marked on the item using one of the following three types of data qualifiers, as determined by the Contractor:

(A) Application Identifiers (AIs) (Format Indicator 05 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology--EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(B) Data Identifiers (DIs) (Format Indicator 06 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology--EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(C) Text Element Identifiers (TEIs) (Format Indicator 12 of ISO/IEC International Standard 15434), in accordance with the Air Transport Association Common Support Data Dictionary; and

(ii) The encoded data elements of the unique item identifier conform to the transfer structure, syntax, and coding of messages and data formats specified for Format Indicators 05, 06, and 12 in ISO/IEC International Standard 15434, Information Technology-Transfer Syntax for High Capacity Automatic Data Capture Media.

(5) Unique item identifier.

(i) The Contractor shall--

(A) Determine whether to--

(1) Serialize within the enterprise identifier;

(2) Serialize within the part, lot, or batch number; or

(3) Use a DoD recognized unique identification equivalent (e.g. Vehicle Identification Number); and

(B) Place the data elements of the unique item identifier…
