PURCHASE DESCRIPTION

FOR

VACUUM ION GAGE STANDARD

1. SCOPE

This purchase description sets the minimum capabilities and performance requirement for a Vacuum Ion Gage Standard (VIGS). The VIGS will include a sensor, a controller and the necessary communication cables. This procurement will replace part number GPH320C made by Myer Incorporated. The VIGS will be calibrated by at the Air Force Primary Standard Laboratory (AFPSL) with higher accuracy standards such as rotary spinning gages that are traceable to NIST. The VIGS will be used by the Air Force Precision Measurement Equipment Laboratories (PMEL) as base reference standard for calibrations affecting but not limited to the support of night vision goggles, composite repair systems, clean rooms, a number of research and development applications, space simulation, and all aircraft from UAV’s to C-17.

2. PERFORMANCE REQUIREMENTS:

2.1. Operational Range: The VIGS shall be capable of measuring vacuum levels at least within the range of 1 X 10-7 Torr to 25 X 10-3 Torr.

2.2. Measurement Uncertainty: The VIGS shall be capable of taking measurement within the operational range defined in paragraph 2.1 with the following maximum uncertainty:

2.2.1. For the range of 1 X 10-6 to 1 X 10-5 Torr shall have an uncertainty of +/- 3 X 10-6 Torr.

2.2.2. For the range of 1 X 10-5 to 1 X 10-4 Torr shall have an uncertainty of +/- 3 X 10-5 Torr.

2.2.3. For the range of 1 X 10-4 to 1 X 10-3 Torr shall have an uncertainty of +/- 3 X 10-4 Torr.

2.3. Stability: The VIGS shall maintain the stated accuracy in paragraph 2.2 for minimum of 12 month without the need for alignment.

3. FUNCTIONAL REQUIREMENTS:

3.1. Automation: The VIGS shall be capable of transmitting the measured vacuum via an RS232 to a third party computer.

3.2. Display: The VIGS shall have a digital display capable of displaying its measurements with a resolution equal to or better then the set uncertainty in paragraph 2.2.

3.3. Vacuum Connection Port: The VIGS sensor shall have a ¾ inch straight pipe port for vacuum connection.

3.4. Alignment: The VIGS shall have the capability to be aligned via adjustment mechanism or a curve fit to meet the requirement set in paragraph 2. for the displayed or transmitted measurement .

3.5. Operating Temperature: The VIGS shall be capable of meeting its performance and functional requirements in the operation temperature range of 67 deg F to 79 deg F.

3.6. Operating Humidity: The VIGS shall be capable of meeting its performance and functional requirements in the operation humidity range of 20 to 60 percent relative humidity.

3.7. Voltage Supply: The VIGS shall be capable of operating on a voltage in the range of 110 to 120 volts at a frequency of 60 Hz.

4. HARDWARE/SOFTWARE REQUIREMENTS:

4.1. The equipment shall be constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, connectors etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations or overheating. They shall be able to withstand the conditions met in shipping, storage, installation and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification. The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

4.2. Weight : The VIGS weight shall not exceed 25 lb.

4.3. Dimension : The VIGS dimension shall not exceed 10 inches by 15 inches by 20 inches.

4.4. Software: Any software needed for the alignment of the VIGS shall be supplied within procurement number 11M-225A-VA.

4.5. Communication Cables: The VIGS shall include the communication between the sensor and the controller. The cable shall have a minimum length of six feet.

4.6. Hardware: Any hardware needed for the alignment of the VIGS other then the reference standard and the vacuum chamber shall be supplied within procurement number 11M-225A-VA.

4.7. The Controller: The controller must meet or exceed Windows Vista Enterprise hardware requirements.

4.8. Shipping container: A shipping container shall be included that will allow the VIGS withstand the conditions met in shipping.

5. OPERATOR’S MANUAL:

5.1. As required in the Contract Data Requirements List DD 1423, a VIGS software and hardware operator’s manual shall come with each unit.

5.2. The VIGS operation manual shall detail the communication set up and commands needed to suffice paragraph 3.1.

5.3. The VIGS operation manual shall detail the procedure needed to suffice paragraph 3.3

6. INSTALLATION: No Installation is needed for this Item.

7. TESTING: This purchase will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to assure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other approved equivalent international laboratory. Tests will be performed to assure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.
