About this file

This is a Request for Information (RFI) and Sources Sought Notice issued by the Department of the Air Force, Air Force Life Cycle Management Center, Strategic Sensors Branch (AFLCMC/ESGS) for the Tactical Multi-Mission Over-the-Horizon Radar (TACMOR) System. The RFI is being conducted for market research and planning purposes under Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 10 and does not constitute a formal solicitation. The Government will not reimburse respondents for preparation costs and reserves the right to deny access to any party unable to provide verifiable proof of safeguarding capability.

TACMOR is a Middle Tier of Acquisition (MTA) Rapid Prototyping initiative designed to deliver an operational, remotely operated Over-the-Horizon Radar (OTHR) capability within the Indo-Pacific region to support United States Indo-Pacific Command (USINDOPACOM). The system requires a bistatic operational profile with geographically separated transmit (Tx) and receive (Rx) installations deployed in austere environments, integrating permanent antenna field installations with modular, containerized mission support facilities. Contractors must address primary and backup power generation, fuel storage, physical and electronic security, remote health monitoring, secure backhaul communications, tropical and saltwater environmental resilience, and integration with a centralized Radar Operations Control Center (ROCC). The Government will furnish land, Military Construction (MILCON), and prepared sites, with potential provision of fiber optic and satellite communications backhaul. The anticipated contract award is slated for FY2027, with performance extending through FY2029 and system sell-off required by 30 September 2029. Respondents must demonstrate mature technical approaches, industrial capacity, software engineering maturity, and specialized workforce availability.

Interested vendors must meet stringent eligibility requirements to access the Controlled Unclassified Information (CUI) technical package, including active SAM registration with a valid CAGE Code, NIST SP 800-171 compliance with a current cybersecurity score in the DoD Supplier Performance Risk System (SPRS) (not older than three years), and active DLA Joint Certification Program (JCP) certification (DD Form 2345) for export-controlled technical data. Personnel with access to TACMOR systems must hold an active U.S. Government Secret clearance at minimum, with certain critical activities potentially requiring Top Secret eligibility. Access requests must be submitted by 16 October 2026 at 4:00 PM EST on formal company letterhead with proof of identity, authorized point of contact information, cybersecurity controls certification, JCP certification number, and a signed Non-Disclosure Agreement. The Government will independently verify all credentials through SAM.gov, SPRS, and the DLA JCP Search Portal before releasing the CUI package via encrypted DoD SAFE transmission with Distribution Statement D markings.

Vendors receiving the CUI package must submit RFI responses by 23 October 2026 at 4:00 PM EST via encrypted DoD SAFE transmission. Responses must be in Adobe Acrobat PDF format, text-searchable, standard 8.5" x 11" page layout with minimum 10-point font, not exceeding 25 pages (excluding Executive Summary, Title Page, Acronym List, and WBS Cost Tables). All pages containing proprietary or controlled information must be clearly marked with appropriate CUI banners and portion markings. Questions regarding the announcement must be submitted to the Government Points of Contact no later than 13 October 2026 at 4:00 PM EST. Primary contact is Ms. Tiffany Hinson, Contracting Officer/RFI Point of Contact (tiffany.hinson.1@us.af.mil); secondary contact is Ms. Kayla Gonsalves, Contract Specialist/Program Representative (kayla.gonsalves.1@us.af.mil), both at AFLCMC/ESGS.

1. General Notice & Disclaimer

This is a Request for Information (RFI) / Sources Sought Notice issued solely for information, planning, and market research purposes in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 10.

- This announcement does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bids (IFB), or solicitation, and no contract shall result directly from this synopsis.

- Issuance of this notice does not obligate the Government to issue a formal solicitation or award a contract.

- The Government (AFLCMC/ESGS) will not reimburse respondents for any costs incurred in preparing or submitting responses to this RFI or in requesting the protected Controlled Unclassified Information (CUI) package.

- Proprietary information, if provided, must be clearly marked. The Government will safeguard properly marked proprietary information from unauthorized disclosure in accordance with applicable statutory and regulatory authorities.

2. High-Level Requirement Synopsis (Unclassified / Public Release)

The Air Force Life Cycle Management Center, Strategic Sensors Branch (AFLCMC/ESGS) is conducting market research to identify qualified systems integrators capable of designing, developing, producing, installing, operating, and sustaining the full lifecycle of the Tactical Multi-Mission Over-the-Horizon Radar (TACMOR) system. TACMOR is a Middle Tier of Acquisition (MTA) Rapid Prototyping initiative intended to field an operational, remotely operated Over-the-Horizon Radar (OTHR) capability within the Indo-Pacific region. The system will deliver wide-area air domain awareness and support supplementary operational missions across the United States Indo-Pacific Command (USINDOPACOM) Area of Responsibility

(AOR). The anticipated contract award is slated for FY2027, with an estimated period of performance extending through FY2029.

The TACMOR baseline system architecture requires a bistatic operational profile featuring geographically separated transmit (Tx) and receive (Rx) installations deployed in austere operational environments within the designated operational area. The system will operate as a one-dimensional, remotely operated OTHR integrating permanent antenna field installations with modular, containerized mission support facilities. Comprehensive integrator solutions must address primary and backup self-sustained onsite power generation and fuel storage, physical and electronic security, remote health and status monitoring, secure backhaul communications, environmental resilience against tropical and saltwater conditions, and integration with a centralized Radar Operations Control Center (ROCC).

The Government will furnish land, Military Construction (MILCON), and the prepared receive and transmit sites. The Government may also provide black transport communications via fiber optic networks with satellite communications (SATCOM) backup; complete cryptographic and backhaul transport parameters are detailed in the CUI technical data package. Respondents must demonstrate mature technical approaches, industrial base capacity, software engineering maturity, and specialized workforce availability to achieve full integration and system sell-off by 30 September 2029.

3. Security, Classification, and Safeguarding Notice

A. Controlled Unclassified Information (CUI) Determination

The core technical documentation associated with this RFI contains Controlled Unclassified Information (CUI) and unclassified technical data with military application. In accordance with DoD Instruction 5200.48, 32 CFR Part 2002, and the Defense Federal Acquisition Regulation Supplement (DFARS), this information requires specific safeguarding and dissemination controls. To prevent unauthorized public disclosure, the detailed RFI package will not be posted publicly on SAM.gov.

B. Vendor Eligibility & Cybersecurity Prerequisites

To be eligible to receive the Controlled Technical Package, requesting vendors must demonstrate they possess the necessary cybersecurity infrastructure and legal authorization to handle DoD CUI on their commercial networks. Prior to releasing the package, the Government will verify that the requesting contractor meets the following criteria:

1. Active SAM Registration

The contractor must possess an active Commercial and Government Entity (CAGE) Code in the System for Award Management (SAM.gov).

2. NIST SP 800-171 Compliance (DFARS 252.204-7019/7020)
