SUBJECT: Request for Proposal (RFP) for Forklift Adapter Kit Fabrication

1. Request you submit a proposal for Forklift Adapter Kit Fabrication. This effort is a Lowest Priced Technically Acceptable (LPTA) effort and only one Contract will be awarded. Technical Acceptability will be evaluated in accordance with FAR provision 52.212-2 located in the soliciation.

3. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.

4. The contractor complete the solicitation. Please follow instructions for FAR provision 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services. This RFP has drawings and specifications that will come as five attachments. These documents will be sent separately from this letter through DoD Safe. To receive these documents, the offeror must request these items no later than 8 February 2024 1:00 P.M. Central time. Please send the request to the points of contact in paragraph 8. When making this request, please provide the name and email to send the documents via DoD Safe.

5. Offerors submitting a response to this RFP shall submit a technical volume and price proposal. Text shall be single-spaced, on an 8 ½ x 11 sheet with a minimum one-inch margin all around and double spaced. Font shall be no less than Times New Roman 10 pt. Pages shall be numbered consecutively within each volume. The page limits prescribed are maximum page limits for each volume which are ten (10) pages for technical volume and one page summary for price proposal which shall match model contract. Basis of award shall be in accordance with provision FAR 52.212-2 in the model contract.

6. Offeror questions regarding the RFP are allowed until the proposal due date. Request you submit an electronic proposal by 16 February 2024 1:00 P.M. Central time. Proposals are to be submitted electronically via DoD Safe Request to the PCO and buyer located in paragraph eight of this letter.

7. If during the evaluation period, it is determined to be in the best interest of the Government to have questions with an Offeror, the Offeror will be notified by the Procurement Contracting Officer (PCO). The purpose of the questions may be to correct minor errors and/or deficiencies in the proposal. The PCO may have questions for some, all, or none of the offerors.
