About this file
This is a Request for Information (RFI) from the Department of War (DoW) and Air Force Special Operations Command (AFSOC) seeking market research on contractors capable of providing pilot training that results in an FAA type rating on the Dassault Falcon 900EX EASy airframe. The Government anticipates awarding a contract under NAICS code 611512 in Fiscal Year 2026. Responses are due by 5 P.M. CST on 20-Apr-2024, with a deadline for questions on 15-Apr-2024. The RFI is issued for information and planning purposes only and does not commit the Government to contract or compensate respondents for costs incurred.
The training scope encompasses initial and recurrent pilot training programs leading to FAA type ratings, with potential peripheral crew training in maintenance, special mission aviation, and dispatch functions. The curriculum must include ground school instruction with emphasis on the Enhanced Avionics System (EASy), simulator training in a Level C or D full-flight simulator, and instruction on normal, emergency, and specialized procedures. The anticipated contract structure uses four Firm Fixed Unit Price (FFUP) CLINs: initial pilot training (X001), supplementary training for those unable to pass initially (X002), continuous training for maintaining airframe literacy (X003), and possible peripheral crew training (X004). FFUP is a consumption-based contract type with a minimum guarantee and ceiling, with companies competing on per-trainee unit price. Respondents must provide company details, business size classification, training syllabi marked proprietary, quick execution capability statements with simulator availability and training slot estimates through March 2027, and relevant past contract experience. The Government requests suggestions for contract enhancements and feedback on the proposed FFUP contract type structure.

2. Background Information
The DoW is seeking to identify sources that can provide comprehensive training programs for the Dassault Falcon 900EX EASy series of aircraft. The training will result in pilots receiving an FAA type rating.
2.1. Scope of the Requirement
The scope of the training required includes, but is not limited to:
• Aircraft Variants: Training must cover the Falcon 900EX aircraft equipped with the Enhanced Avionics System (EASy). The Government is only inquiring about training particularly on the EASy configuration.
• Training Programs: Both initial and recurrent training programs for pilots.
• Peripheral Crew Training: Potential for maintenance, special mission aviators, and dispatcher training.
• Curriculum: The training curriculum must be a comprehensive program that includes:
• Ground school instruction covering all aircraft systems, with a strong emphasis on the EASy avionics suite.
• Simulator training in a Level C or D full-flight simulator.
• Training on normal and emergency procedures.
• Specialized training modules as required, such as steep approach procedures and noise abatement departure procedures.
2.2. Anticipated Contract Line Item (CLIN) Structure
X001 Initial Pilot Training – Earning type rating
Firm Fixed Unit Price
X002 Supplementary Training – Unable to pass on previous go around. Another attempt at earning type rating.
Firm Fixed Unit Price
X003
Continuous Training – Maintaining airframe literacy after already having obtained type rating through CLIN X001 or other means.
Firm Fixed Unit Price
X004 Possible Additional CLINS for Initial Peripheral Crew Training
Firm Fixed Unit Price
We invite industry feedback on the proposed contract types for each CLIN listed. Please review and provide any applicable input regarding the appropriateness of the suggested contract type of Firm-Fixed-Unit-Price (FFUP)—to ensure they align with the scope and requirements of each support area. FFUP is a new contract type that resembles Firm Fixed Price but operates as a consumption-based contract with a minimum guarantee and a ceiling. The awardee will be guaranteed a minimum amount based on the minimum number of Air Crew that will be sent in for training. This contract type is designed to allow flexibility in the amount of people the Government is able to send once funding is established. Companies will be competing based on “unit price”, or “per trainee” price.
