NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The 765 Enterprise Sourcing Flight intends to award a sole source contract to the University of Alabama at Birmingham (UAB) under the authority FAR 13.106-1(b)(2) for support services related to the Surgical Skills Training Program. The estimated value of this action is approximately $1.05 million.

This acquisition will be conducted using FAR 13.106-1(b)(2), Soliciting From a Single Source, as authorized under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Services, and in accordance with 41 U.S.C 1901 and FAR Part 12, Acquisition of Commercial Products and Commercial Services.

Market research has been conducted and indicates that UAB is the only responsible source capable of providing the required services. UAB possesses unique qualifications – including its status as the only Level I trauma hospital within 25 miles of the Surgical Skills Training site, established infrastructure and training partnership, demonstrated performance history, and integration with existing Government training protocols – which make the contractor the only source reasonably available to meet the Government’s needs. No other commercial sources have been identified that offer the required trauma designation, proximity, infrastructure, and experience necessary to meet the requirement without unacceptable delays, duplication of cost, or degradation of performance.

This notice does not constitute a request for quote (RFQ) or solicitation. A solicitation is not expected to be issued. However, all responsible sources may submit a capability statement demonstrating their ability to meet the Government’s requirement via email to erin.willcox.1@us.af.mil and lacey.shalenko@us.af.mil. Responses must be received no later than 1300 CST on 20 January 2026. The Government will consider all responses received by the closing date.

The Government reserves the right, at its sole discretion, to determine whether a competitive procurement for this requirement will be conducted based on the information received in response to this notice. A determination not to compete this requirement rests solely within the discretion of the Government.
