1.0 DESCRIPTION OF SERVICES
1.1 Background. The 492 Special Operations Wing (SOW), Hurlburt Field, FL is charged with conducting Aviation Foreign Internal Defense by Headquarters Air Force Special
Operations Command. The SOW has a requirement to maintain aircrew currency and proficiency in the single engine C-208 Caravan EX aircraft, per AFSOC/A3 “AvFID Single Engine Aircraft Requirement” memorandum dated 12 September 2014, to support the AvFID mission to assess, train, advise, and assist foreign aviation forces in airpower employment, sustainment, and force integration. The Following PWS will fulfill an emerging requirement.
1.2 Scope. This PWS provides 492 SOW with the use of single engine fixed wing C-208B EX Caravan aircraft to support an AvFID mission requirement. The aircraft shall be for the sole use of the United
States Air Force (USAF) and United States Air Force Reserve (USAFR). PN personnel may be on board the aircraft and perform crew duties at a primary crew station; however, a current and qualified instructor will always operate a primary crew station and be in command of the aircraft and mission. The Lessor will be responsible for providing the aircraft, fuel/oils/lubricants, ground support equipment, unique support equipment, special tooling, hangar space, technical manuals, technical data sustainment, and logistics sustainment. Aircraft maintenance and inspections are required as part of this effort and shall be performed by qualified Airframe and Powerplant (A&P) mechanics and qualified Federal Aviation
Administration (FAA) inspectors. Aircraft flight crews are NOT part of this effort.
1.3 Applicable Documents. Federal Aviation Administration (FAA) Federal Aviation Regulation, Part
91 (https://www.faa.gov/regulations_policies/faa_regulations/); Aerospace Standard AS9100.
1.4 Summary of Requirements
1.4.1 Base Aircraft. One (1) C-208B EX aircraft with FAA Airworthiness Certificates, including the following configuration requirements.
1.4.1.1 Aircraft will be all-weather, day and night Instrument Flight Rules (IFR) capable, FAA designated ‘commuter’ aircraft, certified for Single Pilot operations, In Accordance With (IAW) FAA
91.205 Part D Navigation, with redundant flight controls.
1.4.1.2 The aircraft shall be serviceable with all inspections (annual/semi-annual inspection(s) and inspections which are less than or equal to 350 hours, as required) up-to-date upon delivery for the first year of service. There shall be no more than one (1) month since last annual/semi-annual inspection(s) and no more than ten (10) hours since all other inspections. Time change items shall have at least 50% life remaining at the beginning of the base Period of Performance (PoP) . The aircraft shall not require an overhaul (break in service) and shall be kept in a serviceable condition during the lease PoP with the exception of annual and other inspections and aircraft on ground (AOG) condition. The Lessor shall provide detailed requirements of the items listed below for the aircraft. The aircraft must be available for first training 30 days after lease award.
1.4.1.3 The aircraft will be pre-positioned and operated from an airport within 50 miles of Duke
Field, Florida during all periods associated with the aircraft lease Period of Performance.
1.4.2 Flight Station Requirements
1.4.2.1 One (1) US Specification Ultra High Frequency (UHF) radio panel mounted with frequency range from 225.000 to 399.975 MHz for two-way voice communications. Associated KDUs or
Integrated User Control Interace that control this radio will be positioned on or in vicinity of both the https://www.faa.gov/regulations_policies/faa_regulations/ sensor operator console and within the pilot and/or copilot’s reach to allow the crew the capability of programming and managing the radio from their respective crew positions.
1.4.2.2 One (1) US Specification Very High Frequency (VHF) radio panel mounted with AM frequency range from 116.000 to 151.975 MHz for two-way voice communications. Associated KDUs or
Integrated User Control Interface that control this radio will be positioned on or in vicinity of both the sensor operator console and within the pilot and/or copilots reach to allow the crew capability of programming and managing the radio from their repective crew positions.
1.4.2.3 One (1) US Specification VHF/FM radio panel mounted with FM frequency range from 30 to
89.95 MHz. Associated KDUs or Integrated User Control Interface that control this radio will be positioned on or in vicinity of both the sensor operator console and within the pilot and/or copilot’s reach to allow the crew the capability of programming and managing the radio from their respective crew positions.
1.4.2.4 One (1) US Specification UHF/VHF radio panel mounted with frequency range 30 to 89.95 and
116.00 to 399.975 MHz. Associated KDUs or User Control Interface that control this radio will be positioned on or in vicinity of the sensor operator console and within the pilot and/or copilot’s reach to allow the crew the capability of programming this radio from this crew position.
1.4.2.5 Two (2) each VOR/ILS panel mounted.
1.4.2.6 Two (2) each Distance Measuring Equipment (DME)’s panel mounted.
1.4.2.7 Marker Beacon panel mounted.
1.4.2.8 One (1) Transponder Mode 3A, Mode C capable, panel mounted.
1.4.2.9 One (1) Garmin 1000 Global Positioning System (GPS) with renewable NEXRAD subscription database for both enroute and terminal area (approach) capability, as well for as any installed GPS map display.
1.4.2.10 One (1) Radio/ Radar altimeter.
1.4.2.11 Oxygen System. The oxygen system must support up to six (6) crew members for sustained flight up to FL250 (or service ceiling) for up to 2 hours.
1.4.2.12 Garmin 1000 Autopilot
1.4.2.13 Traffic Awareness System / Terrain Avoidance Warning System (TAS/TAWS) with an inhibit capability.
1.4.2.14 Cockpit Voice Recorder (CVR):
1.4.2.15 Color Digital Weather Radar with NEXRAD subscription for in-flight weather and flight weather updates.
1.4.2.16 Fully serviceable anti-icing package conditions IAW Title 14 Code Federal Regulations (CFR)
Part 23.1419. Lessor will provide documentation of any equipment added to the aircraft that limit its ability to meet these conditions.
1.4.2.17 Intercommunications System (ICS)
1.4.2.17.1 Crew Positions ICS. ICS for two (2) Pilots and two (2) Non-Pilot crewmember to transmit and receive on all installed radios with yoke installed Push-To-Talk (PTT) and hot mike capability. ICS will allow for simultaneous transmission from multiple crew stations on different radios.
1.4.2.17.2 Rear Cabin ICS. ICS station positions for two (2) additional personnel in the rear cabin for communication to the aircraft crew.
1.4.2.17.3 Each ICS station will have a volume control to adjust headset listening volume.
1.4.2.17.4 ICS connections must be compatible with double plug high impedence headset operations.
1.4.2.17.5 ICS panels will have the functionality/ability to isolate the individual radios from each other so that the operator can turn down or turn off radios as needed. Panels will have the ability to isolate the
Pilots from the two Non-Pilot positions.
1.4.2.18 Night Vision compatible cockpit and cargo compartment lighting and instruments/displays.
1.4.2.19 The aircraft must be equipped with an OEM heating and air conditioning system capable of cooling/heating the aircraft interior.
1.4.2.20 Aircraft canopies shall be clean and free of major defects, free of crazing and hazing.
1.4.2.21 The Lessor shall provide any subscriptions associated with aircraft operation.
1.4.2.22 Pilot and copilot seats shall be equipped with inertia reel shoulder harnesses with a four point seat belt buckle.
1.4.2.23 Digital Flight Data Recorder (DFDR).
1.4.2.24 Aircraft Center of Gravity (CG) and weight and balance requirements will be optimized to support the maximum sortie duration with minimum ballast required for CG considerations.
1.4.3 Cargo Compartment (CC) Requirements
1.4.3.1 Roll up cargo door will be provided in addition to the standard OEM cargo door. Roll up cargo door will be mechanically and electrically operated. Altimeter and door controls located in near door in aft cabin as well as cockpit. Door must have FAA STC and be certified for inflight operation.
1.4.3.2 Removable roller cargo floor to facilitate cargo loading and airdrop of Low Cost Low
Altitude (LCLA) pallets. Roller floor must have an FAA STC (Optional).
1.4.3.3 Aircraft Tail Support (Tail Stand)
1.4.3.4 Storage for Aircraft Tail Support (Tail Stand)
1.4.3.5 Removable Windshield Cover.
1.4.3.6 Storage for Ground Handling Tow Bar.
1.4.4 General Aircraft Capability Requirements
1.4.4.1 Aircraft approved to operate on semi-prepared airfield and runway surfaces to include prepared dirt, gravel, grass and turf.
1.4.5 Special Mission Equipment: ISR
1.4.5.1 Imaging System, Electrical-Optical Infared. Aircraft must have Electro-Optical/Infrared (EO/IR) sensor and laser designator that is stable and secure. Sensor will contain an internal navigational unit
(INU), GPS data source input, and stabilization source/reference that allows for stable/non-drift capability when aircraft is orbiting a static target. Sensor will possess an Automatic Video Tracker
(AVT) capability. Sensor placement on aircraft must be cognizant of semi-prepared landing zone operations and simulated or actual forward-firing weapon operations.
1.4.5.1.1 Optics. Cameras/turrets must have both side and forward fields of regard to support circular orbit operations, as well as forward firing weapon TTPs. Cameras must have optical zoom capability commensurate with aircraft standoff distance (i.e. FL120 @ 5 NM) and include:
EO – Electro Optical
MWIR – Medium Wave Infared
SWIR – Short Wave Infrared
LL – Low Light
1.4.5.1.2 Lasers. Laser forward field of regard and masking envelops must be compatible with FOV required for forward firing munitions.
LTM-IR Target Marker (Narrow Divergence Laser Illuminator) with pulse and steady modes
LRD or LTD - Laser Range Designator or Laser Target Designator, cockpit selectable
ELRF - Eye-safe Laser Range Finder
LST – Laser Spot Tracker, cockpit selectable stare
LI - Overt Laser Illuminator (e.g. green laser)
1.4.5.1.3 Hand control unit (HCU). Sensor will be controlled via one single-handedly operated HCU at the aft sensor operator console and able to be mounted on left or right of console to accommodate left/right handed operators. A second HCU that is interchangeable with the sensor will also be provided.
1.4.5.2 Operator Interface. Interface should be as seamless and user friendly as possible and will include:
Lessor provided and installed aeronautical charts, imagery, and digital terrain elevation data
(DTED) for contiguous US use: Scale able GNC chart down to 10-, 5- and 1-meter imagery, DTED level II will be made available to the sensor for use in automatically calculating three-dimensional target coordinates.
Bi-directional communication bus with sensor which allows for sensor calculation of three-dimensional target coordinates and control/manipulation through mission management software and hardware.
Slew sensor using the charts/imagery and graphical depiction of Senor Point of Interest (SPI) and aircraft position overlaid on charts and imagery.
1.4.5.2.1 Mouse and keyboard controls at main sensor and pilot copilot operating stations with shortcut function keys and keyboard illumination which manipulate primary mission software.
1.4.5.2.2 Mission Computers
Mission computer(s) will have a split and/or dual hard-drive for the purpose of utilizing two separate mission management software programs as needed. Computer(s) will be networked as such so that sensor, pilot and copilot stations can independently view manipulate mission software and mission computer data as needed.
1.4.5.2.3 Mission Software. Situational Awareness and Mission Management software is required.
Harbinger, Sentry, Brimstone, Torch, Widow or similar mission management software that allows integrated and consolidated picture of optics, operator interface, and mission computers.
Cursor on Target (CoT) data, off-board SPI and other aircraft positioning message data must be displayed and overlaid on software charts and imagery
1.4.5.3 Video Display Screens. Video screens must be available at both the pilot/copilot and sensor operator crew positions. Screen resolution and size must be appropriate to accommodate sensor optical capabilities. Additionally, screen resolution must be at least the native resolution of the video output from the sensor and the display must not degrade or distort the video from the sensor when scaled to fit the screen. The minimum pilot screen size is 6.5” diagonally and the minimum sensor operator screen size is 24” diagonally. Each pilot station will have a minimum of one (1) screen and the sensor operator will have a minimum of two (2) screens. Screens must be Night Vision Goggle (NVG) compatible.
1.4.5.4 Communications. Aircraft will have a minimum of four (4) voice radios capable of encrypted/secure communications to include HAVEQUICK, HAVEQUICK II, and SINGARS. Radios will be line-of-sight (LOS) VHF and UHF capable. All crewmembers (pilot, copilot, sensor operator) must have the ability to listen to and transmit on all radios. At least one (1) VHF radio and at least one
(1) UHF radio must be cockpit selectable. All radios will be networked and managed through the mission software as well as their KDU and/or Integrated User Control Interface.
1.4.5.5 Video Data links. Aircraft will be equipped with Air-to-Ground and Air-to Air Line-of-Sight
(LOS) Video Data Link (VDL). VDLs must be capable of providing full motion video to be sent to ground stations and other aircraft as well as received from other aircraft. VDL capability, such as
ROVER, PACWIND, WAVEFORM and VORTEX, is required. At a minimum, VDL will be able to transmit analog video via LOS radio.
1.4.5.6 Digital Recording. Aircraft must have capability to digitally record EO/IR imaging, and provide for capability to easily view/manipulate data while in flight through mission software. Capability to easily remove or transfer/download is required. Viewing of full motion video (FMV) and CoT data, both outbound/inbound and air-air/air-ground through mission software is required.
1.4.5.7 Aircraft Avionics. Aircraft navigation system will have circular orbit pattern capability. Output steering commands to the aircraft flight director and autopilot will be available. Aircraft avionics will be
AHRS compatible with continuous orbit operations in order to prevent primary flight instrumentation failure while airborne.
1.4.5.8 Aft Sensor Operator Console. Console must have seats for two (2) non-pilot crew members and include all aircraft communication radio remote heads and remote display/controller of the EO/IR sensor and chart/imagery/mission management data. Aft Sensor Operator Console will be located furthest aft of the fuselage but not to block rear exits.
1.4.5.9 Additional Cargo Compartment Seats. A minimum of two (2) additional Crew Seats in the cargo compartment.
1.4.6 Special Mission Equipment: Precision Strike (Place holder)
1.4.7 Technical Manuals, STC supplements and Technical Data Sustainment. The Lessor shall provide the Lessee all appropriate electronic technical data, manuals, documents and electronic licenses required to operate and maintain the aircraft and components (i.e. revisions, factory safety bulletins and other updates) both printed and electronic. This shall include all drawing packages, Services Bulletins (SB), Airworthiness Directives (AD), operations manuals, parts manuals, and maintenance manuals required to support aircraft maintenance, inspections, and operations with a detailed listing (electronic spreadsheet preferred) for the C-208B EX Caravan aircraft. Modifications resulting from technical data changes, SB’s or AD’s shall be the responsibility of the Lessor.
1.4.7.1 Electronic licenses for a minimum of forty (40) Aircraft Flight Manuals (AFM) and forty (40)
Operators Flight Manuals (OFM) with operating checklists are required. Electronic licenses to support twenty (20) complete maintenance manual electronic licenses with checklists shall also be provided.
Lessor shall provide records of Non Destructive Inspections (NDI) and/or damage repair work completed on the aircraft. All of the aforementioned data is required at the start of the base Period of
Performance (PoP).
1.4.7.2 A subscription to CESCOM Online is required for a minimum of twenty (20) CAA maintenance personnel for the duration of the lease and any lease options.
1.4.8 Unique Ground Support and Unique Special Tooling. The Lessor shall provide specific unique ground support equipment and unique special tools required to maintain the aircraft. The equipment and tools shall be provided by the start date of the base PoP. All unique support equipment and unique special tools shall remain on site for the duration of the lease. The minimum listing for delivery with aircraft shall include one (1) serviceable nose jack, one (1) aircraft tow bar assembly, and fuel test kits, as required.
1.4.9 Contractor Logistics Support (CLS)
1.4.9.1 C-208B EX Caravan certified Airframe and Powerplant (A&P) maintenance technicians will maintain the aircraft in accordance with Original Equipment Manufacturer (OEM) technical manuals and provide CLS from 6:30am to midnight, Monday – Friday during the week, and on no more than two (2) weekend days per month at the aircraft beddown location.
1.4.9.3 Maintenance technicians must have the authority to represent the OEM in all maintenance matters, warranty issues, and to determine whether local or OEM factory assistance is required.
1.4.9.4 The aircraft is expected to maintain no less than a 85% mission availability rate per month.
1.4.9.5 A&P certified USAF and USAFR CAA personnel trained and current in C-208B EX Caravan maintenance operations will periodically conduct maintenance events for operational currency under the supervision of A&P certified contractor personnel. Operations will be scheduled and coordinated with the Lessor in advance, to include no more than two (2) weekend days per month at aircraft beddown location. If needed for currency, the potential exists for USAF and USAFR CAAs to perform maintenance events at off-station CONUS locations throughout the lease Period of Performance (PoP).
1.4.9.6 All technical data must be kept current
1.4.9.7 The Lessor shall provide C-208B EX Caravan sustainment parts, including consumables, in support of this PWS. Aircraft on Ground (AOG) parts shall be delivered to the maintenance facility supporting the aircraft, or to other civilian or military CONUS destinations specified at the time of requisition NLT five (5) calendar days after the requisition is placed. An aircraft parts listing and parts shall be provided at the start date of the base PoP. All parts shall remain on site for the duration of the lease unless a request to remove/schedule replacement is coordinated by the government Contracting
Officer’s Representative (COR) and approved by the Contracting Officer (CO).
1.4.10 Minimum Equipment Listing
1.4.10.1 The Lessor shall provide a Minimum Equipment Listing (MEL) at the beginning of the base PoP for all minimum required flight items. MEL is defined in Section 2 of the Pilot Operating
Handbook.
1.4.10.2 The Lessor shall provide spare parts kits, minor repair parts for basic bench stock and scheduled service, along with Material Safety Data Sheets (MSDS).
1.4.10.3 The MEL for delivery with the aircraft shall include a complete spare serviceable aircraft wheel and tire set, two (2) main wheel assemblies and one (1) nose wheel assembly.
1.4.10.4 The Lessor shall comply with all equipment items in the FAA Master MEL for C-208B EX
Caravan Part 91 Operations.
1.4.11 Technical Support
1.4.11.1 The Lessor shall provide technical support as required.
1.4.11.2 The Lessor shall be responsible for all travel to and from the aircraft operating location to perform engineering or maintenance actions for modifications and maintenance related issues as required.
1.4.12 Hull Insurance. The Lessor shall provide hull insurance documentation for the PoP.
1.4.13 Monthly Report. A written monthly report shall be prepared by the Lessor. The report shall account for any travel, modifications, status of hourly inspections, overhaul dates and any other related support activities. The report shall include number of hours flown per month and shipment status of any high priority parts. The report shall address any non-compliance to any requirement in the PWS. The report shall include the Lessor’s submittal for compensation to the Government IAW paragraph 1.4.14.4 of the PWS. A Microsoft Word document or Excel spreadsheet, contractor format, is acceptable for the
Lessor’s monthly report.
1.4.14 Performance
1.4.14.1 The Government requires utilization of a minimum of 75 hours per month not to exceed 125 hours per month per base period Additionally, the Lessor shall provide flying hour rates to the government for flying beyond the hourly utilization rate. If utilized, the government will select the utilization rate and corresponding price per hour which provides best value to the government prior to award of the base contract. A matrix similar to the sample located in Appendix C shall be provided with the quote submitted for the base period. Additionally, if the Government cannot fullfill the minimum untilization rate due to an act of God (i.e. hurricane, earthquake, flood etc…) at no fault to the Lessor or
Government, a new rate will be negotiated and applied during the time the aircraft cannot be used.
1.4.14.1.1 In the event one aircraft is not available the contractor shall make the remaining aircraft available for additional hours in order to meet the equivalent yearly total hours for the contract, even if that exceeds the specific monthly limits in paragraph 1.4.14.1.
1.4.14.2 The lessor shall source, arrange for shipment and ensure delivery of high priority parts (any part that will ground the aircraft) to the aircraft’s location within (72) hours. Shipment tracking number shall be sent to the COR and QA POCs. Non priority parts shall be sourced, shipped, and delivered within ten
(10) calendar days of need.
1.4.14.3 Each aircraft is expected to maintain no less than a 85% Maintenance Mission Effectiveness
Rating (MMER) per month. The Aircraft Commander will provide the Lessor’s Maintenance
Representative a MMER after each mission to reflect the functional capability of the aircraft and specific systems throughout the mission. An example MMER is provided as Appendix A.
1.4.14.4 If by fault of the Lessor, due to failure to meet the 85% MMER, and the Government is negatively impacted, the Government shall be compensated by multiplying the number of hours impacted by the contracted hourly rate.

2.0 SERVICES DELIVERY SUMMARY
2.1 Service Delivery Summary (SDS) Matrix. The Contract service requirements are summarized into performance objectives that relate directly to mission critical items. The performance threshold briefly describes the minimum acceptable levels of service required for each objective. The thresholds are critical to mission success and the percentages shown indicate the minimum for acceptable (satisfactory) performance.

2.2 Deliverables. The Lessor shall provide the following:
2.2.1 CDRL A001 - Monthly Status Report – shall be on Lessor’s letterhead, and shall include cumulative price/cost information by CLIN in addition to reporting period. The Lessor shall report status on all requirements in paragraphs 2.1.1 of the PWS. The Lessor shall follow all requirements
IAW paragraph 1.4.13 of the PWS.
2.2.2 CDRL A002 - Aircraft and Flight Operators Manual. 40 of each manual will be provided.
2.2.3 CDRL A003 - Airworthiness and Technical Documentation. Comprehensive technical data package will be provided for the C-208 platform configuration delivered.
2.2.4 CDRL A004 - Final Report. A final report will be provided at the end of the service period.
2.3 Deliverable format
2.3.1 Keep the COR and others, as designated by the Contracting Officer, informed of task status and progress by regular correspondence or through communication at meetings.
2.3.2 Status Report. First submittal shall be NLT 10 days after the first full month after the start of the base PoP. Subsequent submittals shall be monthly NLT 10 days after the end of each month.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1 Facilities. Government facilities are unavailable at the bed down location.
3.2 Services. Government support for aviation fuel, lubricants or oils is unavailable at the bed down location.
3.3 Equipment. Government support for standard support equipment, power/non-powered support equipment, tugs and flightline vehicles is unavailable at the bed down location.
4.0 GENERAL INFORMATION
4.1 Quality Assurance Plan
4.1.1 Thirty (30) days prior to the beginning of the lease contract period, the potential contracted aircraft, including maintenance records, shall be made available for inspection by the Government.
4.1.2 The quality and reliability assurance provisions contained herein are applicable. Acceptance of the articles or materials (described in) this PWS shall be withheld pending receipt of all required data and documentation. A “Maintenance Inspection / Safety and Contract Compliance Flight” shall be performed on the aircraft at a CONUS located airfield or modification/overhaul facility (designated by the Lessor in the quote submitted and approved by the Government) by USAF or Government personnel prior to delivery, unless otherwise specified by the Government. Unless otherwise specified, all specifications and standards referenced herein shall be in effect on the date of quotation and documentation.
4.1.3 The Lessor shall ensure all aircraft are airworthy and that accompanying support equipment and spare parts are serviceable at delivery.
4.1.4 The Lessor shall maintain effective calibration systems required per AS9100 or FAA directives. A written description of Lessor’s system shall be made available to the Government upon request.
4.1.5 There is no requirement or expectation to conduct live-fire operations out of the bed down location.
4.1.6 Vendor personnel will not handle, load or unload live ammunitions
4.2 Aircraft Usage. USAF-approved aircrew shall fly the contracted aircraft for unit training and syllabus development requirements. A current and qualified USAF or USAFR instructor will always operate a primary crew station and be in command of the aircraft and mission. The aircraft shall be based at either
Destin Executive Airport (DTS) or Duke Field (EGI) and may train at or deploy to other CONUS locations.
4.3 Adverse Weather. The Lessor will have the option of storing the aircraft in coordinated hangar space at the primary operating location, evacuating the aircraft with aircrew supplied by the Lessor to a location of the Lessor’s choosing, or coordinating for current and qualified C-208 USAF or USAFR crews to fly the aircraft to a location within 300 NM of the primary operating location.
4.4 Period of Performance (PoP)
4.4.1 Base PoP 6 Months
4.4.1.1 Base Contract PoP 29 March 2018 to 29 September 2018 with delivery of aircraft as follows:
4.4.1.2 One (1) C-208B EX Caravan aircraft configured with requirements 1.4.1 through 1.4.5 delivered
No Later Than (NLT) 29 March 2018.
4.4.2 No optional PoP
