1.0 INTRODUCTION

The F/A-18A-F and EA-18G including future variants aircraft/systems ground and flight test programs are managed by the F/A-18 Project Team assigned to the VX-23 Squadron located at the NAWCAD, Patuxent River, MD. The Project Team is responsible for all project coordination, execution, and support issues related to the ground and flight test of these aircraft models. Additionally, the Project Team ensures compliance with test Squadron Standard Operating Procedures (SOPs) and of the processes/procedures governing all phases of test projects including development, maintenance, and implementation.

Developmental testing for the F/A-18 aircraft/systems has been ongoing at the NAWCAD, Patuxent River since 1978. These aircraft/systems are designed to perform Strike Fighter and Electronic Attack missions. Developmental test efforts for all F/A-18/ EA-18G and future variants aircraft/systems in support of both the domestic Fleet and programs is expected to continue into the foreseeable future.

The F/A-18 Project Team requires contract support that includes engineering, instrumentation, artisan maintenance, and manufacturing of parts for the uniquely configured non-production models of the F/A-18 & EA-18G aircraft and future variants (domestic/foreign) for ground and flight test programs conducted at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD. The artisan maintenance and manufacturing support could also be provided for production F/A-18 A-F or EA-18G aircraft in which flight performance capability has been expanded. These efforts will be requested by the VX-23 test squadron and could include Organizational (O), Intermediate (I), and Depot (D) level maintenance support required for the unique test capabilities. As this is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, all effort described in this Statement of Work will be contracted through the issuance of Task Orders.

The scope includes engineering, instrumentation, and maintaining F/A-18 A-F and EA-18G aircraft along with required laboratories, machine/metal shops, tooling, tool cribs, aircraft parts/aircraft ancillary equipment (AAE)/support equipment (SE), and personnel to support the project requirements. The unique artisan support will be provided for current F/A-18 ground and flight test programs such as the Next Generation Jammer (NGJ), Conformal Fuel Tanks (CFT), Growler Block Two, and other emergent requirement programs including but not limited to, Electromagnetic Air Launch System (EMALS) upgrades, Super Blues support, Sniper Pod. This support could also be provided for future emergent programs.

Scope of the contract will also include support/artisan work for USN production F/A-18A-F & EA-18G aircraft and modifications that will require test and evaluation support associated with expanding flight performance capabilities. The VX-23 department will determine which unique production aircraft or unique modifications will be supported by Boeing. The production aircraft may require Organizational, Intermediate, or Depot Level maintenance. In addition, the production aircraft may require the installation of instrumentation unique to test items. This support will be provided to the government on a 1 to 2-shift operation and include the following specific items: technical engineering and aircraft instrumentation support; scheduled/unscheduled aircraft maintenance; parts manufacturing and fabrication support; aircraft systems support; aircrew support; laboratory support; material handling support and hazardous material program; documentation support; inventory control; quality assurance; and facilities support. Additionally, the scope includes engineering and maintenance support as required for NADEP Integrated Maintenance Concept (IMC) Periodic Maintenance Inspections (PMI-2) level efforts at NAWCAD, Patuxent River for NAVAIR assigned F/A-18 and future variants aircraft.

The scope of the contract may include the performance of maintenance, as required, for one to two F/A-18E/F EMD and F/A-18 / EA18G test aircraft in flying status and/or flyable storage and also provide support for USN maintained production F/A-18A-F & EA-18G as directed by VX-23. In addition, Contractor support includes supporting the tactical static display aircraft as required. The Contractor shall provide engineering and maintenance support as required for Technical Directive (TD) installation / compliance. This effort will be required by VX-23 and the NAVAIR Aircraft Controlling Custodian (ACC) at NAWCAD, Patuxent River for NAVAIR assigned F/A-18/ EA-18G and future variants aircraft.

The Contractor shall meet the IMC planned schedule according to NAVAIR ACC requirements. In support of the IMC effort, the Contractor shall also provide engineering and maintenance support as required for Technical Directive (TD) installation/compliance. The Contractor shall also support Off-site engineering and technical support (system studies, data reduction/analysis, reports, simulations, instrumentation, etc.) as requested by VX-23. The Contractor is required to support possible Off-site repair of aircraft (diverted to/from VX-23). This Off-site repair will be requested by VX-23. The Contractor shall also support F/A-18A-F & EA-18G Foreign Military Sales (FMS) test programs at VX-23.
