Question Answer

Please let me know how many gloves are needed and any other parameters required.

Please see Sections 4.1, Specifications; 5.4.1, Mandatory Documentation, and Revised Attachment II – Price Sheet of this Addendum.

2 What quantity were you looking for? Please see Revised Attachment II – Price Sheet.

Can you send me on a PDF file the information for sterile exam and security gloves?

The ITB may be downloaded as a PDF file at the following link:

https://www.myflorida.com/apps/vbs/vbs_www.ad_r2.view_ad?adver tisement_key_num=162975

Can you tell me if glove color matter? Are you looking for blue only or will black gloves be considered?

The Department will accept gloves in any color if the gloves meet the specifications provided in the ITB.

I understand that the quantities listed are an estimate, but can you advise how the departments typically order their gloves? For example, does each department typically order gloves, quarterly, monthly, etc.? I realize orders normally are placed on an as needed basis, I’m looking to see if there is a trend of how often the gloves are ordered.

Each Service Location listed in Attachment I – Service Delivery Locations will typically place a quarterly order by issuing a Purchase Order (PO).

Could you please specify the quantity of non-sterile exam and security gloves needed and what date of delivery it is required by?

Please see Revised Attachment II – Price Sheet for estimated quantities, and Subsection 4.1.3, Delivery.

My question is will one supplier be given the contract or will it be broken up? For instance I am direct to the manufacturer of nitrile gloves and we can fulfill all the request from the bid for the nitrile gloves but the vinyl they don’t manufacture. So will it be broken down in that instance or one company will be awarded the whole contract for all the gloves.

Please see Section 5.7.1, Basis of Award. The Department intends to award a contract to a single Bidder.

Are they looking for medical grade or industrial grade gloves?

The Department is seeking non-sterile nitrile and vinyl medical grade exam gloves.

When is the Bid end date/submission deadline? …..

The ITB Timeline has 03/10/22 at 2 PM but Periscope has a 04/29/22. Please advice

Addendum #003 8 FDC ITB-22-013

Question Answer

a. Regarding the Attachment II – Price Sheet: We notice that for each line item 1 – 4 for this glove series lists the same ‘150,000’ estimated annual quantity. Just for general clarification, is this listed estimated quantity of 150,000 the overall cumulative estimated quantity for the entire glove series within lines 1 - 4, or is the 150,000 estimated quantity the potential estimate to be applied for each individual size?

b. Same question above but for the volumes listed for lines 5 – 8, lines 9 -12, lines 13 – 16, lines 17 – 20, and lines 20 – 24.

a. The Estimated Annual Quantity provided in Revised Attachment II

– Price Sheet, are for each glove size. Please also see Section 4.1.1, Estimated Quantities.

b. Please see the Department’s Answer to Question Number 44a.

If at all possible for your guidance to this question asap before 3/1/22, that would be great as this will help us better understand overall quantity parameter.

Just for your general clarification thoughts. Regarding Page 8 Section 4.1.4, it states in sub section B that visible damages would be reported within 15 days of receipt, does this 15 days include noticed concealed damages? Just curious as typically carriers ask us to submit any reports of damage within an average of 3- 7 days of product receipt- for any claims to be allowed buy them… (We always prepare and ship-out product damage free from our warehouse, so this is more so trying to understand our general timing leverage with the carrier if it is deemed any product damages are a result of the carrier)

Please see Section 4.1.4, Damaged Goods. The Department will report visible damage within 15 days of Delivery.

46 On gloves is Medical grade required?

The Department is seeking medical grade exam gloves. All gloves sought are for security use, and to prevent the exposure of any bloodborne pathogens and opioid substances.

Please see Section 6.6.2, E-Verify for instructions regarding E- Verify. In addition, please see Section 5.4.1 Mandatory Documentation for a list of items to submit.

As it relates to fixed pricing on disposable gloves for a 3 year period:

Disposable gloves have an extremely volatile raw material base (acrylonitrile butadiene rubber, poly vinyl chloride, exc.) which has only been exacerbated by the global pandemic. Although we are competitive in this category, volatility can lead to a need for cost adjustments. Would it be possible to change the contract terms to state a minimum of one (1) year period for contract pricing ? Hard Time Products will absorb any cost increases during that period. Beyond the one year, we would ask that adjustments be made

Please see the Department’s Answer to Question Number 30.

https://www.e-verify.gov/employers

Addendum #003 11 FDC ITB-22-013

Question Answer as needs arise. As over 80% of the cost of these gloves are raw materials, we would suggest using ICIS reporting on the key materials mentioned above to determine the need for increases. Hard Time Products would be willing to supply quarterly ICIS reports to the Florida DOC.

Does the vendor have to bid on each item listed to be considered responsive? Can a vendor just bid on the nitrile gloves and not the vinyl?

Please see the Department’s Answer to Question Number 49.

Will this bid be awarded to one vendor or can this bid be awarded to multiple vendors?

Please see the Department’s Answer to Question Number 7.

Order Behavior and History:

Can you provide insights into the ordering behavior from the customer’s facilities, including possible historical ordering information, that will speak to the below questions?:

a. How frequently might a location order products?

b. Can multiple persons from one location order products?

c. Does the location combine its periodic needs throughout the site into a consolidated order to the Vendor?

d. What frequency and amount does a “major” institution facility order product?

e. What frequency and amount does a non-major facility order product?

a. Orders are typically placed quarterly.

b. Each location typically has one (1) assigned contact to place orders.

c. Yes.

d. The Department typically places quarterly orders.
