KANSAS AIR NATIONAL GUARD
184TH MISSION SUPPORT GROUP
MCCONNELL AIR FORCE BASE KANSAS
30 June 2014
MEMORANDUM FOR 184 MSG/MSC
FROM: 184th Mission Support Group 52960 Jayhawk Drive McConnell AFB KS 67221-9000
SUBJECT: Justification for an Exception to Fair Opportunity – Sandifer Engineering
1. The 184th Civil Engineering Squadron Group (CES) has a mission requirement to repair Fire Alarm Control
Panels (FACP) on two buildings on base due to FACP water damage. This will be an emergency project requiring immediate action to make the repairs to mitigate any further damage due to possible fire. The work will take place in buildings 35 and 50; both of which replacement parts are not available due to the age of the equipment. Sandifer is the only contractor with the type of fire alarms used that can still communicate with the Base Fire Department.
2. The estimated total cost of FACP repair is $14,321. This cost will replace the panel, detectors, and pull stations; all able to communicate with the Fire Department.
3. The 184th Contracting Office intends to negotiate directly with Sandifer Engineering for all damaged FACP replacements as outlined above under the authority of 6.302-2 Unusual and compelling urgency. As indicated in Paragraph 1 we have (2) buildings with in-operable Fire Alarm Control Panels that must be repaired immediately to ensure adequate response in the event of a fire in these buildings.
4. As the contracting officer I have made the determination the government will be able to negotiate a fair and reasonable price to the anticipated work. This is based on several factors.
a. Sandifer Engineering is intimately aware of our system requirements and can provide a quick response in getting our systems back on line. Based upon our prior relationship and the contractor’s knowledge of the existing system on base, I am confident that pricing received from Sandifer Engineering will be at a fair and reasonable price.
b. An independent Government Estimate by the Civil Engineer Squadron will be completed to ensure a fair price is negotiated.
5. This situation is truly unique and the government needs to act quickly to ensure the fire alarm control panels are repaired in a timely manner. .
6. As the 184th Civil Engineer Squadron Commander, I certify that the justification is accurate and complete to the best of my knowledge and belief as indicated by my signature block below.
7. As the contracting officer, I certify that this is true and accurate information and this procurement action has not been discussed with any potential contractor.
8. Approving Official, Adam Villalobos, I find the circumstances of damage caused to the FACP in buildings 35 and 50 and the justification provided by the 184th Base Contracting Officer for exception to fair opportunity to be sufficient to move forward with repairs as requested.
