Questions and Answers / Solicitation #F7B1FG7336AW01

Q: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

A: Currently, there is no incumbent contractor performing these services as this is a new requirement for the 119th Wing.

Q: I have a series of questions related to this solicitation. Who is the incumbent contractor? What is the current contract number? What is the current contract value and Period of Performance? Can you please provide the anticipated number of hours anticipated annually?

A: No incumbent contractor; this is a new requirement.

No current existing contract in place; no contract number.

Because there is no existing contract, there isn't an existing Period of Performance. No Contract

Value.

Anticipating 192 hours for the year (based off of the requirement of 16 hours per month identified in the Statement of Work).

Q: Is liability insurance required for any damages to the drone aircraft?

A: Thank you for your question. Liability insurance for damages to the drone aircraft is not required.

Q: Items #5 & 6: Observer and Pilot Qualifications states "shall comply with 14 CFR 91.17, Alcohol or

Drug use". Does this imply that the Observer and Chase Pilot be enrolled in an FAA approved "Drug

Abatement" program?

A: Question 2 only requires that the Chase crew comply with the minimum time (8 hours) & BAC 0.04 or less, not act as a crew member while under the influence of alcohol or drugs, etc. IAW the wording of

14 CFR 91.17. It does not require them to be enrolled in a random testing program.

Q: Just for clarification purposes- this is a Request for Quotation, correct? This is not solicited as an actual contract.

A: The solicitation is a Request for Quotation (RFQ) and IS being solicited as a contract.

Q: Are the flying days consecutive or random?

A: The flying days are scheduled randomly based on mission requirements. While some may be consecutive, most of the flights are anticipated to be random.

Q: Is it possible to extend the response date by a week?

A: Unfortunately, due to the impact on mission requirements, an extension of the response date cannot be granted.
