DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 141ST AIR REFUELING WING (AMC)
FAIRCHILD AIR FORCE BASE WASHINGTON
26 February 2019
MEMORANDUM FOR 141 MSG/MSC – BASE CONTRACTING OFFICE
FROM: 141 CF ARW
SUBJECT: Sole Source Justification for other than Full and Open Competition for Telos DAWN Self-Powered Multi-Band Wireless Access Points
In accordance with Federal Acquisition Regulations, Part 6.302, I am requesting your approval for "Justification of other than full and open competition". The following facts and rationale are presented for your consideration in accordance with FAR 6.303-2.
1. Agency and Contracting Activity:
141 ARW - 141 Base Contracting Office.
2. Nature and/or Description of Action:
This letter is for justification of other than full and open competition for the procurement of 2 Telos DAWN Self-Powered Multi-Band Wireless Access Points. These are the only units that will work in conjunction with the wireless Aruba Mobility Controller already installed and functional on Fairchild AFB.
3. Description of Product and Estimated Price:
DAWN is a self-contained, self-powered, multi-band (802.11a/b/g/n and 802.11ac MIMO) wireless access point that extends the Wireless network to hard to reach locations. The heart of the DAWN unit is the Aruba Networks AP-224, a high-performance, multi-function access point that provides wireless LAN access at data rates of up to 600 Mbps with its 2.4 GHz radio and 1.3 Gbps with its 5 GHz radio, air monitoring, and wireless intrusion detection and prevention over the 2.4 GHz and 5 GHz RF spectrums.
DAWN integrates a battery-powered AP-224 and a dual-band 2.4 / 5 GHz Multiple In Multiple Out (MIMO) antenna into a ruggedized case. The antenna simplifies deployments by using only one antenna for both RF bands. The unit also provides an external 10/100/1000 Ethernet interface.
802.11ac makes wireless networking as fast and reliable as a wired LAN, a key consideration for connecting service personnel with resources served from a wired network. 802.11ac increases performance through techniques such as channel bonding, block acknowledgement, and MIMO. For flightline maintenance, DAWN uses mesh technology to enable technicians to carry their wireless AP directly onto the aircraft to facilitate access to online repair manuals and other network-based resources over tablet computers and other wireless devices. The battery will supply power to the AP for a full shift of service.
The DAWN-224 works only in conjunction with an Aruba Mobility Controller and provides the following capabilities:
• Wireless transceiver
• Protocol-independent networking functionality
• IEEE 802.11a/b/g/n/ac operation as a wireless mesh point
• IEEE 802.11a/b/g/n/ac operation as a wireless access point
• IEEE 802.11a/b/g/n/ac operation as a wireless air monitor
• Central management configuration and upgrades with an Aruba Controller
TOTAL ESTIMATED COST $13,500
4. Statutory Authority:
The statutory authority permitting other than full and open competition for this acquisition is 10 USC 2304© (1), only one responsible source.
5. Demonstration of the Proposed Contractors Unique Qualifications:
Telos is the sole manufacturer of this equipment which is the only equipment that will work in conjunction with the wireless Aruba Mobility Controller already installed and functional on Fairchild AFB.
6. Sources Sought/Market Research:
Telos is the sole manufacturer and supply source for this equipment.
I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.

APPROVED: DISAPPROVED: Date: __________
IAW FAR Part 6.301-1, I certify that this Sole Source Justification is accurate and complete to the best of my knowledge and belief. I hereby determine that this Sole Source request is sufficient to justify other than full and open competition. I consider the anticipated cost of $13,500 to be fair and reasonable based on GSA and catalog pricing as well as product comparison with similar items.
