DOE may request other information to support this review and determination based on the amount of previous experience the applicant and sub-recipient have in successfully performing other federal awards.
Section I - FUNDING OPPORTUNITY DESCRIPTION
DESCRIPTION
The DOE Office of Nuclear Energy (NE) sponsors a program, called the Accident Tolerant Fuel (ATF) Program, focused on supporting commercialization activities in the United States to enhance the accident tolerance of light water reactor (LWR) fuel in severe accident situations. A goal of the ATF Program is to assist U.S. fuel vendors in initiating commercial implementation of advanced LWR fuel concepts, such as the Coated Cladding Concept, by the mid-2020-time frame. The scope of the overall ATF Program also includes the pursuit of concepts with a longer-term time horizon, such as in the 2030 and beyond time frame. The U.S. fuel vendors, along with their sub-recipients, are working with DOE as teams under three cooperative agreements. DOE- NE is issuing this FOA under the ATF Program to comply with the FY 2020 Congressional Conference Appropriation language for accident tolerant fuels, as cited below:
“The Department [DOE] shall award funding for silicon-carbide matrix composite cladding to individual participants within the industry-led teams that have demonstrated fabrication expertise in silicon-carbide ceramic matrix composites for nuclear fuels and have the expertise to scale up quantities that could support the current fleet.”
Technical Concept Description: After the 2011 Fukushima accident, in response to Congressional guidance, DOE-NE has supported an active ATF Program supporting development and commercialization of advance LWR fuel. The goal of this ATF development effort is to have one or more LWR advanced fuel concepts in commercial implementation in the United States by 2030. Toward that end several concepts are being pursued that involve either coating on existing LWR clad material or a new non-metallic type of cladding. The silicon-carbide ceramic matrix clad concept is an example of the latter.
The operational constraint on all ATF concepts is that they fit geometrically into existing LWRs, and, in comparison with standard LWR fuel, should be able to tolerate loss of active cooling in a severe accident for a considerably longer time period, and maintain or improve fuel performance during normal operations. Because of its non-metallic nature, silicon-carbide fiber, as used in the silicon-fiber ceramic matrix concept, has a potential to tolerate higher accident transient temperatures and thereby meet desired ATF safety enhancements. However, because this cladding concept is based on a woven fiber and not cast or drawn as in metal based concepts, it has significant manufacturing development hurdles that must also be addressed, such as in the joining of end cap material with tubular body in a way that does not compromise the finished fuel pin integrity.
The objectives of this FOA is to fund a project that will enhance of the chances for this concept to be successful toward meeting the ATF Program goal. Using the funds provided by the Congressional 2020 guidance, the successful applicant to this FOA, in cooperation with an existing U.S. utility, will affect an earlier near-term irradiation of its silicon-carbide ceramic matrix concept in an existing U.S. commercial reactor than would be possible under any existing program.
Applicants are invited to provide a proposed two-year project that supports the objective of achieving an introduction of the silicon-carbide ceramic matrix composite concept in commercial U.S. LWR reactors in the 2030 timeframe. The proposed project should show how the proposed work addresses major development gaps and include early involvement of potential utility users.
Funding for the cooperative agreement(s) awarded under this FOA is subject to Congressional Appropriations. The cooperative agreement(s) will be awarded in accordance with Title 2 of the Code of Federal Regulations, Chapter II Subchapter H, Part 200 (2 CFR Part 200) and Title 2 of the Code of Federal Regulations, Chapter II Subchapter H, Part 910 (2 CFR Part 910).
Section II - AWARD INFORMATION
A. TYPE OF AWARD INSTRUMENT
DOE will award one grant under this FOA. The prime recipient for this award is for an individual participant within the industry-led teams. The industry-led teams refer to the three fuel vendor teams working with DOE under existing cooperative agreements for developing light water reactor fuel with enhanced accident tolerance. The individual participant may partner with DOE National Laboratories, universities, non-profit organizations, and for-profit organizations.
B. ESTIMATED FUNDING
Contingent upon the availability of funds, appropriated by Congress, DOE expects to make available approximately $4,200,000 of federal funding over a period of two years for a new single award under this FOA.
C. MAXIMUM AND MINIMUM AWARD SIZE
The ceiling, which is the maximum amount for an individual award made under this announcement, is $5,250,000. The ceiling includes up to $4,200,000 of government funds and the awardee’s 20% cost share requirement. In the event an applicant proposes more than a 20% cost share, the maximum amount for the award may exceed the ceiling; however, the Government’s portion shall not exceed $4,200,000 for this award. (This is subject to the cost share requirements of Section III.)
There is no floor amount, which is the minimum amount for an individual award made under this announcement.
D. EXPECTED NUMBER OF AWARDS
DOE anticipates making one award under this FOA.
E. PERIOD OF PERFORMANCE
DOE anticipates making awards for an estimated project period up to two years, with an anticipated start date of 21 January 2021. Applicants may propose project periods of less than two years. Performance beyond the award base year is contingent on an additional yearly future Congressional Appropriation, an evaluation of satisfactory progress during the base year, and DOE’s approval of the yearly continuation application.
F. TYPE OF APPLICATION
DOE will accept only new applications under this announcement. Only one award will be made to the winning applicant.

After the Sub-recipient has e-mailed its completed budget back, attach it to one of the blocks provided on the form. Use up to 10 letters of the sub-awardee’s name as the file name.
9) BUDGET FOR DOE/NNSA FFRDC CONTRACTOR.
If a DOE/NNSA FFRDC/National Laboratory contractor is applying as a collaborator, it must provide a DOE Field Work Proposal (FWP), in accordance with the requirements in DOE Order 412.1A, Administrative (Admin) Change 1, Work Authorization System, dated May 21, 2014. Include an FFRDC budget justification, to include a breakdown of the cost categories and rationale regarding the necessity of the expenditures, as well as the basis of estimate for each of the budget cost categories (e.g. labor, travel, materials, etc.).
Note: Normally no justification is required for FFRDC rates (direct costs, indirect costs, and fee) as these are already pre-established on the FFRDC contract.
FWPs will be provided by the respective National Laboratory financial administrators.
FFRDC/National Laboratories are permitted to propose costs in accordance with their established DOE contracts (e.g., overhead, fees, etc.).
Also, include a Letter of Authorization from FFRDC’s Cognizant Contracting Officer for DOE/NNSA FFRDC/National Laboratories.
10) BUDGET JUSTIFICATION DOCUMENT
Provide the required supporting information for the following costs: equipment; domestic and foreign travel; participant/trainees; material and supplies; publication; consultant services; ADP/computer services; subaward/consortium/contractual; equipment or facility rental/user fees; alterations and renovations; and indirect cost type. Provide any other information you wish to submit to justify your budget request. Attach a single budget justification document file for the entire project period in Field L. The file automatically carries over to each budget year. Therefore, only attach one budget justification document to cover all the award budget periods.
The budget is the financial plan for the proposed project. Following selection of applications for award consideration, but prior to the award being made, DOE will perform a budget review to determine whether the proposed activities are supported by adequate resources in this plan, as well as to verify cost data, including that specific elements of the proposed budget are allowable, allocable, reasonable, and are consistently treated in accordance with generally accepted accounting principles and applicable cost principles. Both the applicant’s budget, as well as all sub-recipient’s budgets (over $250,000), will be reviewed from both a technical and cost perspective.
This evaluation will provide a comparison between the budget and the project narrative. Sub-recipient budget justifications must also be submitted for sub-recipient proposed budgets over $250,000.
DOE will not conduct a budget review of sub-contractor costs. However, prime award recipients will be required to explain how they determined sub-contractor costs to be fair and reasonable. The technical review will also include reviewing sub-contractor proposals and scope-of-works to determine if the proposed scope to be performed by the sub-contractor supports the award’s overall project scope. All award amounts for sub-contracts will have a technical review of the proposed scope of work. Please ensure the scope-of-work to be performed by sub-contractors is discussed in the project narrative.
In order to permit DOE to conduct budget reviews, and to ensure that the issuance of the award will not be delayed, the applicant must provide a budget justification;
including supporting information. Provide the following for supporting information for the budget justification:
1) General
a) Applicant assessment of how the total project cost is reasonable for the effort.
b) Applicant assurance that all costs proposed are:
In accordance with any limitations, exclusions, or special conditions set forth in the
FOA;
i) In accordance with generally accepted accounting and applicable costs principles; and
ii) Allocable and allowable.
c) Specify whether your proposed indirect rates have been audited and approved;
include a copy of the audit or information on where the audit can be obtained by
DOE.
d) If the applicant is in a partnership or consortium, describe the relationships among each member and specify how this is included in the budget.
2) Personnel
a) Identify individuals or positions, describe the different levels of personnel required
(experience/skill/education, etc.), and state time commitment percentages for individuals and/or positions working on the forthcoming DOE award.
b) State rates/compensation to be paid to individuals or positions. In the budget justification document explain how each labor rate(s) are established. Also explain how the labor rates were determined to be fair and reasonable.
3) Other Direct Costs
a. Travel: If travel is proposed, provide the following data on a Microsoft Excel spreadsheet:
i. Identify the proposed trips; specify the purpose of the trip, as well as the number of people traveling on each trip, the number of days per trip, and an explanation of why the specified number of travelers is required for each trip.
ii. Specify whether the travel costs proposed are consistent with the applicant’s established travel policy; include a copy of the relevant portions of the travel policy or specify where DOE can access the travel policy.
iii. Estimated airline cost and an explanation on how airline ticket cost was estimated for each trip; if business or first-class airfares are included, provide a complete justification for the additional cost.
iv. Identify city pairs, to include cities leaving from and destination cities.
v. Federal travel regulation daily approved per diem rates for each destination city
(travel day costs can’t be higher than 75% of the destination city per diem rate).
vi. Federal travel regulation daily incidental rates for each destination city.
vii. Federal travel regulation maximum hotel rates for each destination city.
viii. If applicable, estimated car rental costs, estimated car fuel costs for each trip, estimated parking fees or other costs such as tolls.
ix. If applicable, estimated train, taxi, or other transportation costs.
b) Equipment: For proposed equipment, provide the following:
i. Explain the need for the equipment and clearly indicate the unit cost for each item to be purchased; and
ii. Explain how the cost estimates for equipment purchases are established and how the cost estimates were determined to be fair and reasonable.
c) Other direct costs: If any other direct costs are proposed, identify such costs and provide an explanation/justification for each cost, such as what is required in paragraphs 3a and 3b above.
d) Sub-recipients: See section IV number 5 above for a discussion of sub-recipient budget justifications.
e) Sub-contractors: Describe the goods or services to be acquired and justify how the costs were determined fair and reasonable in accordance with the awardee’s 2 CFR 200 Procurement Standards. Prime awardees must have a DOE approved procurement standard as outlined in 2CFR.200.317 thru 200.326. If the prime awardee does not possess an approved procurement standards document at time of award selection, the prime award recipient will be given time before the award is approved to create the procurement standard document. Award selection cannot be completed until the prime recipient’s procurement standard document is submitted to DOE (the award administrator) and then reviewed and approved by DOE.
11) CURRENT AND PENDING SUPPORT
Provide a list of all current and pending support (both federal and non-federal) for the Project Director/Project Manager (PD/PM) and senior/key persons, including sub-recipients, for ongoing projects and pending applications. For each organization providing support, show the total award amount for the entire award period (including indirect costs) and the number of person-months per year to be devoted to the project by the senior/key person. Concurrent submission of an application to other organizations for simultaneous consideration will not prejudice its review.
12) PROJECT/PERFORMANCE SITE LOCATION(S)
Indicate the primary site where the work will be performed. If a portion of the project will be performed at any other site(s), identify the site location(s) in the blocks provided.
Note: The Project/Performance Site Congressional District is entered in the format of the 2-digit state code followed by a dash and a 3-digit Congressional district code for example VA-001. Hover over this field for additional instructions.
Use the Next Site button to expand the form to add additional Project/Performance Site Locations.
13) DISCLOSURE OF LOBBYING ACTIVITIES (SF-LLL)
If applicable, complete SF-LLL. Applicability: if any funds other than Congressionally Appropriated federal funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the grant or cooperative agreement, you must complete and submit Standard Form - LLL, "Disclosure Form to Report Lobbying."
14) WAIVER REQUEST: PERFORMANCE OF WORK IN THE UNITED STTATES
All work under DOE funding agreements must be performed in the United States. This requirement does not apply to the purchase of supplies and equipment, so a waiver is not required for foreign purchases of these items. However, the Prime Recipient should make every effort to purchase supplies and equipment within the United States. There may be limited circumstances where it is in the interest of the project to perform a portion of the work outside the United States. To seek a waiver of the Performance of Work in the United States requirement, the applicant must submit an explicit waiver request in the Application. A separate waiver request must be submitted for each entity proposing performance of work outside of the United States.
Overall, a waiver request must demonstrate to the satisfaction of DOE that it would further the purposes of this FOA and is otherwise in the economic interests of the United States to perform work outside of the United States. A request to waive the Performance of Work in the United States requirement must include the following:
• The rationale for performing the work outside the U.S. (“foreign work”);
• A description of the work proposed to be performed outside the U.S.;
• An explanation as to how the foreign work is essential to the project;
• A description of the anticipated benefits to be realized by the proposed foreign work and the anticipated contributions to the US economy;
• The associated benefits to be realized and the contribution to the project from the foreign work;
• How the foreign work will benefit U.S. research, development and manufacturing, including contributions to employment in the U.S. and growth in new markets and jobs in the U.S.;
• How the foreign work will promote domestic American manufacturing of products and/or services;
• A description of the likelihood of Intellectual Property (IP) being created from the foreign work and the treatment of any such IP;
• The total estimated cost (DOE and recipient cost share) of the proposed foreign work;
• The countries in which the foreign work is proposed to be performed; and
• The name of the entity that would perform the foreign work.
DOE may require additional information before considering the waiver request.
The applicant does not have the right to appeal DOE’s decision concerning a waiver request.
15) COMMITMENT LEETTERS FORM THIRD PARTIES CONTRIBUTING TO COST
SHARE
If applicable, at the time the application is submitted it must include a letter from each third party (i.e., a party other than the organization submitting the application). The letter must state that the third party is committed to providing a specific minimum dollar amount of cost sharing. Submitting the application provides assurance that the letters of commitment have been signed.
In an appendix to the Budget Justification, the following information for each third party contribution to cost sharing must be identified: (1) the name of the organization;
(2) the proposed dollar amount to be provided; (3) the amount as a percentage of the total project cost; and (4) the proposed cost sharing – cash, services, or property; and (5) must be signed. Successful applicants must provide the signed letters of commitment.
16) PAST PERFORMANCE
Applicants must submit data on past performance that demonstrates the applicant team (not required for FFRDC/NL) has demonstrated successful experience/past performance, knowledge and understanding of the business and regulatory requirements for projects of similar size, scope and complexity in achieving project technical success within budget and on time with no significant safety and quality issues.
17) FOREIGN GOVERNMENT OWNDERSHIP DISCLOSURE
Applicants must disclose to the DOE all foreign interest in applicant’s company or corporation, as defined in this FOA.
