STATEMENT OF WORK
FOR
YTPM 18-3003 AIRFIELD TREE REMOVAL
AIR FORCE RESERVE
439 CIVIL ENGINEERING
WESTOVER AIR RESERVE BASE
CHICOPEE, MASSACHUSETTS 01022

STATEMENT OF WORK
YTPM 18-3003 Airfield Tree Removal
1. GENERAL _______________________________
A. This project consists of tree felling for 20 acres within the boundaries of Westover
Air Reserve Base (WARB) for the purpose of removing airfield obstructions as determined by UFC 3-260-01, Airfield Planning and Design.
B. Contract harvest period is 1 June 2018 to 31 October 2018. No work will be allowed during the period between 9 July 2018 and 17 July 2018 due to the WARB Air Show.
2. SCOPE OF WORK ______________________________
A. The project consists of providing all labor, equipment, supplies and supervision to perform all provisions of this SOW.
B. The contractor shall remove trees within the boundaries of WARB totaling 20 acres as indicated on Attachment 1. The stand is further described below showing existing conditions of tree density and underlying wetlands.
C. The Contractor will do everything within his/her power to prevent forest fires and to assume full liability for all damages occurring from forest fires resulting from this contract operation. ALL SLASH WILL BE NO MORE THAN TWO (2) FEET HIGH.
D. Jurisdictional wetlands are present within the limit of work. It is a legal requirement to comply with the City of Chicopee Order of Conditions (Attachment 2) issued on 21
March 2018 in accordance with the Massachusetts Wetlands Protection Act at 310 CMR
10.00.
E. All tree work shall be accomplished in accordance with the Arborist Certification
Study Guide ANSO A300 and ANSI Z133.1 (available at www.isa-arbor.com), and MA
Forestry Best Management Practices Manual (available at www.mass.gov/eea/docs/dcr/stewardship/forestry/ma-forestry-bmp-manual-rd.pdf ).
F. The Contractor agrees to exercise caution in all operations on the property of the
United States and to assume full liability for all damage to improvements on said property including cleanup of hazardous or solid materials/waste associated with spills.
G. Skid roads shall be covered with slash to the maximum extent possible to prevent soil damage. Landings will be cleared of all debris and restored to original condition.

H. Stumps shall be no higher than normal root swell or twelve (12) inches, whichever is less. Uprooted, broken, hung-up and spring trees will be cut to the ground immediately.
I. Unless otherwise authorized, the contractor will be escorted by WARB personnel to and from restricted areas.
J. The existing conditions, required treatment and site restoration for the tree stand is as follows:
Existing Conditions
Stand consists of approximately 20 acres east of Runway 23 and north of Pad 33.
The trees are a mix of deciduous and evergreens. Jurisdictional bordering vegetated wetlands and Cooley Brook are found within the wooded areas and thus requires special conditions (see attachment A).
Treatment: Within the wetland area, trees greater than 4” DBH are to be cut and removed. Outside of the wetland, the area is to be clearcut and the vegetation is to be removed. Care shall be made to avoid rutting in the wetlands complex.
Site Restoration: It is imperative that soil disturbance be avoided by all practical means. The existing slopes shall be maintained in stable condition. Any unavoidable soil disturbances, including rutting by contractor vehicles or equipment, must be stabilized prior to any further work being accomplished.
3. PHASES OF WORK ______________________________
A. This project will not be phased but coordination with the Base Operations must be maintained as to limit ongoing mission impacts.
