About this file

This document is a Brand Name or Equal Justification Memorandum from the 439 MSG/CEV Environmental Office at Westover Air Reserve Base. The memorandum requests a sole source procurement of a De Nora MIOX® 3.5 Generator for the basewide drinking water system chlorination, with specific justifications including existing infrastructure compatibility, operational continuity, and regulatory compliance. Key justification points include the current system's specific hookup connections, lack of funding for alternative equipment training, the need to avoid operational downtime, and the base's existing inventory of parts and fittings for this specific manufacturer.

The procurement is part of a fiscal year 2025 requirement to purchase an on-site mixed oxidant generation system for water treatment, with the generator capable of producing up to 3.5 lb/day of chlorine solution. The memorandum emphasizes the critical nature of the equipment for maintaining safe potable water, noting recent regulatory challenges including a State Notice of Violation for haloacetic acids. The document is signed by the Acting Environmental Flight Chief and provides contact information for further inquiries, highlighting the technical and operational importance of maintaining a consistent and reliable water treatment system.

DEPARTMENT OF THE AIR FORCE

AIR FORCE RESERVE COMMAND

9 June 2025

MEMORANDUM FOR AFRC/PKA

FROM: 439 MSG/CEV Environmental Office

SUBJECT: Brand Name or Equal (Basewide Drinking Water System Chlorination)

1. AFRC 439th Airlift Wing, Westover Air Reserve Base has a FY25 requirement to purchase a new

On-site Mixed Oxidant Generation for Base Drinking Water System outlined in our Market Research. A chlorine generator produces chlorine-based solutions from water and salt. The salt used in the equipment is sodium hypochlorite, a chemical compound used as a disinfectant.

These generators produce mixed oxidant solutions for water treatment applications.

2. Sole Source Justification: The proponent, 439 Civil Engineering, request to purchase specifically the make and model: De Nora MIOX® 3.5 Generator. Subject product is advertised as easy to install and operate system for the on-site generation of up to 3.5 lb/day of chlorine solution.

a. De Nora Miox is the brand and type that Westover currently utilizes for chlorine generation. Both our BOS Contractor and Certified Drinking Water Subcontractor, Whitewater, have only used this brand and type.

b. There is currently no funding or logistical pathway for the afore-mentioned Operations personnel to be trained on another manufacturer’s equipment.

c. More importantly, downtime is not feasible for a drinking water system that requires chlorination daily and multiple injections per day in order to maintain safe drinking water standards and regulatory compliance.

d. Westover Civil Engineering Facilities Operations has parts & fittings for only this manufacturer’s product, the De Nora Miox.

e. Facility 7980 is the location of receiving the water supply pipeline from our supplier, the City of Chicopee. At Facility 7980, the hookup connection between a chlorine generator and the day tank is specifically designed for the De Nora Miox series. A float valve sends a signal back and forth between the drinking water system and the De Nora Miox generator.

f. Due to maintenance and regulatory compliance considerations, Westover Facilities Operations is not prepared, equipped, or trained to deviate from the De Nora Miox series.

This brand has proven reliable over time; this same unit has been in place since original installation.

g. Unrelated to needing the proposed replacement equipment, the Base drinking water program has had a recent State Notice of Violation for exceeding haloacetic acids, and Westover CE does not wish to compound our ongoing issues with any new Product Installation and subsequent downtime issues.

3. This is necessary equipment to maintain safe potable water for the Base populace.
