Pre-Solicitation Questions/comments Pre-Solicitation Number: F5BFAC9108AWA01 - Continuous Process Improvement
1. Is there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?
There is an incumbent contractor performing these services. This is not a new requirement. The previous effort was obtained through GSA order via contract GS-10F-0310U.
2. Since the Notice Type is Pre-solicitation, Why is there a Response date listed? What is due on Jul 31, 2019 11:59 pm Eastern? When do you expect the Solicitation to be released?
This is simply the required pre-solicitation notice. Questions/comments may be submitted during the response time frame. You do not need to do anything during this time. A consolidated list of questions/answers will be posted along with the solicitation in early August. Updates will be posted to FedBizOpps.
3. I want to confirm that as a pre-solicitation there is no further action possible or required by vendors at this time other than to show our interest and await the release of an RFP. Is that correct?
Yes that is correct. No action is required until the official RFP is released with a new response date/time.
4. What type of technical response will be required? Will respondents be writing against a sample task order, etc.? Will we be writing against the entire PWS?
The technical response is in the process of being determined and will be described in the RFP. Assumptions for pricing will be provided.
5. The wording in the notice (ordering periods) suggests this will be IDIQ type of contract arrangement. Is that the case?
Yes, we anticipate an IDIQ with ordering periods.
6. Are there anticipated volumes of the various types of services being called for in the PWS? If so, what are they?
The types of services being requested are divided into two categories of CLINs: 5 day event and 3 day event. This will be delineated in the RFP CLIN Structure.
The 5 day event could be either a certifying Green Belt/Black Belt event or Green Belt Academics.
The 3 day event could be either a Strategy Alignment Event or CPI Site Visit.
7. How will the responses be graded, winners be selected? LPTA, Best Value Trade Off, etc.?
This information is being determined/written now and will be found within the final RFP.
8. Two comments were provided. Attachment 5 is an outdated version that is no longer to be used. Attachment 6 is for a Green Belt only and does not apply to Black Belts. There is a different Black Belt version of Mentor Grade Sheet.
Anticipate these attachments to be updated within the PWS prior to posting final RFP.
9. Are you available for a quick 15-minute call? I do not plan to hold any calls at this time. All information will be posted to FedBizOpps.
10. Do you know when the actual final solicitation will be released? Anticipate final RFP release in early August.
11. Is there anything we need to do in response to this post? No. No response is required of a Pre-solicitation notice. Continue to watch FedBizOpps for updates.
12. Will there be a bidders conference and if a capability statement(s) can be provided (if available) for this solicitation? This is the pre-solicitation notice at this time. A bidder’s conference is not planned for this effort. Capability statements can be sent any time.
13. There does not appear to be a Sources Sought or RFI request. Is the Government seeking capabilities statements for market research or just posting for information? If the acquisition strategy has already been determined, are you able to share if the solicitation will be posted via FBO, GSA PSS schedule via eBuy, or another contracting vehicle? No sources sought/RFI was necessary for this effort as we already knew these services were widely available. The current plan is to post the solicitation/final RFP directly to FedBizOpps in early August.
14. Are any documents due at this time? No documents are due at this time as this is the pre-solicitation notice.
15. Is this solicitation a pre-solicitation where we register on the “Interested Vendors List”? What is required by July 31st? Proposal? Or just the registration on the “Interested Vendors List”? This is simply the required pre-solicitation notice. Questions/comments may be submitted during the response time frame. You do not need to do anything during this time. The registering on interested vendors list is not required; it just lets us know how many vendors are interested in this effort.
16. We wanted to find out whether our Certified Six Sigma Master Black Belts and Black Belts with extensive successful experience would be considered CPI Certified? Yes, Six Sigma Master Black Belts and Black Belts with extensive experience would be considered certified. The PWS makes reference to Six Sigma in paragraphs 1.1.3.1, 1.1.3.2, and 1.1.3.4.
17. Just for clarification, FedBizOpps says the Notice Type is a "Pre-Solicitation". Is that correct or are final proposals due on 7/31/19. This is a pre-solicitation notice only. Nothing is required of you at this time.
18. Is there an incumbent? Yes there is an incumbent.
19. What specific security clearances are required? No security clearances are required.
20. Will the Government have interest in remote technologies (online training) if it results in a better outcome but no increase in fees? Remote technologies are not of interest for this effort at this time.
21. Will all contractor expenses be regulated by the FTR? No. This effort will follow the Joint Travel Regulation, Volume 2 in accordance with FAR 31.205-46(a)(2)(ii) as specified in PWS paragraph 4.9
22. “The Contractor shall evaluate and support Black Belt trainees instructing one AF CPI Green Belt academic course, utilizing the SAF/MGM-approved curriculum posted on the AF CPI portal at the following link: https://cs2.eis.af.mil/sites/10944/CPI/SitePages/home.aspx > Training > Training Materials.” Several of the links (like the one above) require certificates etc. Will the government provide the information found at these links as part of the RFP? Yes, we will provide this information.
23. Please explain what is expected by the response date of July 31, 2019 11:59pm as noted on this solicitation? This is simply the required pre-solicitation notice. Questions/comments may be submitted during the response time frame. You do not need to do anything during this time. What is the estimated timing of the solicitation for this opportunity? Anticipate release in early August. Has the acquisition strategy been determined? It is being written and developed now.
