The racks must be constructed of steel, with 2 x 2 1/8" outer frame and 1 x 1 1/8" verticals, featuring 5" x 2" polyurethane iron swivel casters with brake and swivel lock (3200lb capacity). The racks will be 10ft x 6ft x 5ft, have a fully welded structure with only caster wheels bolted on, and include 3/4" plywood shelves covered with industrial soft carpet (Saxony or Textured Plush) to allow panels to slide easily.

Key technical requirements include a painted OSHA Safety Yellow finish, carpet on each shelf level, no backing plate, and accessibility from all sides. The racks are designed to carry aircraft panels weighing up to 1,500 pounds, with shelves welded in place. The solicitation is a 100% small business set-aside under NAICS code 336413, with a contract type of single award, firm fixed price, and evaluation approach of Lowest Price Technically Acceptable (LPTA). Potential contractors must be registered in SAM.gov, and all questions were to be submitted by 10 March 2025 at 12:00 PM CST.

MEMORANDUM FOR RECORD FROM: 301 CONTRACTING OFFICE

1660 LYONS DR.

NAS JRB FORT WORTH, TX 76127-6200

SUBJECT: RFI Responses for FA667525Q0004 Panel Racks

1. Is the Government able to provide additional information for the Cowling Rack Design?

Specifically: Material/Parts list, Dimensions and tolerances, Finish requirement, Assembly instructions.

a. The government doesn’t have any data other than what was provided initially or is provided below.

2. Unit Width/Depth?

a. 122 X 62 ¾”

3. CLIN 002 states qty 2 for shipping. Does this mean qty of 2 or two separate shipments?

a. There will be 6 total cowling racks. They can be shipped all at once or in multiple shipments. The gov’t estimated it would take 2 shipments to complete the order based on the size of the units. However, if the shipment can be completed at one time, that is acceptable, or even preferred.

4. Is there a preferred construction material? (i.e., Steel or Aluminum)

a. Steel

5. We understand the that the storage panel surfaces will be carpeted, is there a preferred panel material? (Plywood, metal, or HDPE)

a. 3/4 Plywood covered with Carpet material on top.

6. The illustration appears to indicate that the construction should be bolt together, can you confirm this is the design intent or is a fully welded structure preferred?

a. Fully welded structure, only bolt-on components are the caster wheels.

7. Please provide: Bill of Materials (BOM) listing materials, components, and specifications. CAD files or engineering drawings. Any additional manufacturing tolerances or process guidelines.

a. 10ft x 6ft x 5ft aircraft panel rack. Steel will be 2 x 2 1/8" for the outside frame of rack and 1 x 1 1/8" for verticals. 5" x 2" polyurethane iron swivel casters with brake and swivel lock, 3200lb capacity.

8. What type of carpet are you looking for?

a. Industrial soft carpet material example: Saxony or Textured Plush.

9. Does this need to be modular or welded construction?

a. Welded Construction.

10. Are you against a painted finish or does it need to be powder coated?

a. Painted Finish is acceptable, OSHA Safety Yellow

11. Is there any way we can receive more detailed drawings of measurements as the ones provided do not cover each individual measurement for each shelf space. Or are the shelf spaces equal to the single measurement given?

a. The government doesn’t have any data other than what was provided initially or is provided in these RFI responses.

12. The image renderings of what is requested differ from one another. The shelf configurations are different. Will more guidance be provided? Shelf and frame thicknesses, dimensions, etc? Or is it being requested that it is modular and the shelves can be moved and changed by end user? Looking for specifications.

a. Welded Shelves in place. The only shelves not needed are the vertical dividing shelves located on both sides of the drawing. Refer to photos below for reference.

13. Any requirements on the carpet surface? Any type? Is it only on the bottom surface of each compartment?

a. Carpet material required on each shelf level that a cowling would rest on, refer to attached photos. Industrial soft carpet material is required, soft and smooth as to not hook or catch any part or cowling, example: Saxony or Textured Plush.

14. Is there supposed to be any backing plate? OR is it desired to be accessible from both sides?

a. No backing plate required access from all side is design and desire.
