This document is a Request for Information (RFI) Questions and Answers (Q&A) for a Paint Spray Booth project at Naval Air Station Fort Worth JRB, Texas. The Q&A covers detailed technical specifications and requirements for installing a paint spray booth, including building dimensions (50' wide, 55' long, 16'-6" height), temperature ranges (60-90 degrees F), utility specifications (40 Amp, 480V 3-phase electrical), and installation considerations for an active airport environment. Key points include a new concrete pad measuring 40' x 30', temporary equipment storage locations, waste disposal responsibilities, and the need for Airfield Manager approvals for crane usage.

The document addresses multiple technical aspects such as paint mixing room requirements, fire suppression system specifications, exhaust stack placement, side wall penetrations, and utility connections. Contractors will be responsible for offloading and storing equipment, managing soil removal, and ensuring compliance with airport safety protocols. The project involves installing a paint spray booth with associated equipment, including lighting, fire suppression, and a compressed air system for HVLP paint guns. Utilities will be installed under a separate contract after the initial award, and the project requires coordination with various base management entities including the Communication Squadron and Airfield Management.

FA776524Q0007 Paint Spray Booth RFI Q&A

Q1: Please provide the dimensions of the building the booth insert is to be located in. Eave and peak Height.

A1: See provided Bldg 1664-Aircraft Washrack, (future paintbooth) documents, pages 3 & 4. Width is 50’-0”, Length is 55’-0”, and Height 16”-6”.

Q2: Please specify the minimum and maximum temperature of the booth’s arrangement.

A2: 60-90 degrees F

Q3: Maximum wind load for design of the booth structure or any thrust from adjacent jet engines parked neat the booth.

A3: Per page 6; 1.0 General Conditions: 1.1 Design wind speed: 90 MPH (3 sec gust); current structure was designed in accordance with the international building code, 2003 edition (IBC 2003).

Q4: Verify that it is understood that the booth is placed under an open canopy and exposed to the weather and although sealed substantially will not be weather tight.

A4: We understand that it is not feasible to totally weatherproof a booth. It depends on what the manufacturer recommends for the paint booth.

Q5: Please verify that the booth does not require a bake cycle for accelerated drying of the parts being coated, and that the internal operation is intended to be controlled to 70 degrees F +/-5 degrees F at 50% RH +/-10% (range of 40 to 60%) A5: Correct, the booth does not require a bake cycle. If the temperature could range from 70-90 degrees, that would be ideal.

Q6: Confirm volume and content of the coating sprayed per shift to allow calculations for the recirculation volume and safety ventilation requirements.

A6: 2-4 Gallons per shift

Paint Mixing Room Q7: Are there minimum and maximum paint storage temperatures to be held?

A7: The range is 32-100 degrees F, but room temp would be ideal.

Q8: As mixing rooms run continuously this will require an independent HVAC system.

A8: We will review the manufacturer’s recommendation for the paint spray booth on what is required.

Q9: Will the mix room need to be connected to the spray booth?

A9: The mix room does not need to be connected to the spray booth, but we were thinking that it could be incorporated into the transition areas if that would make it more efficient.

Q10: Is there a need for additional equipment other than the breathing air system.

Spray equipment, including pots pumps piping hoses or compressed air?

A10: Lighting, fire suppression, and a compressed air system to use our HVLP paint guns.

Q11: Are illuminated exit signs needed inside of the spray booth?

A11: If the spray booth will be enclosed within the aircraft wash rack with closed doors, then yes, the facility will need illuminated exit signs for life safety evacuation purposes.

Spray Booth:

Q12: Are service access platforms and ladders required for the spray booth?

A12: That depends on the paint spray booth manufacturer, as well as the connected utilities to the paint spray booth.

Q13: Will WIFI or hard wire connection be needed to tie in the booth operation to an external recording system?

A13: Pending Communication Squadron response; it will depend on what the manufacturer requirements are for the paint spray booth/utilities connections.

Q14: Per TAC Chapter 106, Subchapter S, Section 106.433 paint booth exhaust stacks are required to terminate 1.5 times the building height. To meet the code the stack would terminate 36’ above grade. Is this acceptable to airport flight line? If not, please designate the maximum stack termination height allowable.

A14: Pending Airfield Management response, but the booth exhaust stacks should be located toward the front of the facility.

Q15: Please confirm side wall penetrations of the enclosure surrounding the booth are acceptable, and a list of requirements if applicable.

A15: Yes, can penetrate, but will have to properly seal penetration area.

Q16: Please confirm available utilities and capacity for each of the following:

A16:

a. Electrical: 40 Amp, 480V 3 phase currently in place

b. Natural Gas: In the area, but no gas connected to overhang

c. Water: 2” waterline near area, water connected to current facility

d. Sanitary Sewer: N/A

e. Compressed: N/A

Q17: Please clarify the distance in feet from the supplied utility connection points used for this project to the existing enclosure side wall.

A17: Currently, water is connected to the facility, but all other utilities and connections will be installed via a separate contract after award.

Q18: Are there specific designs criteria or material requirements for outdoor utility connections?

A18: Utilities and connections will be installed via a separate contract after award.

Q19: Please provide a soils report for the site and verify if deep foundation caissons are typically required for structural footings on adjacent building.

A19: Not available, but attachment showed foundation of current facility.

Q20: Is concrete work for equipment placement to the east or west of the existing enclosure acceptable? If so, are there any requirements and restrictions?

A20: Yes, a new concrete pad will be required. Review page 7. There is an “Existing Building” with a fence line marked around it. The corner of the fence line to the edge of the “New Wash bay” will be where the new concrete pad should be placed, then go south to the flightline area. Total concrete pad should roughly measure 40’ in width to 30’ in length, following the fence line poles. The concrete pad will go to the transformer at the existing wash rack facility. Review yellow lines.

Q21: If soil is removed from site, please identify a temporary storage location.

A21: See attachment with anticipated temporary location in red box area on p.9.

Q22: Once project is completed, please specify who is responsible for moving soil to its permanent location and specify where that is located on the base.

A22: Contactor is responsible for moving soil to its permanent location. For any soil that will not go back in place during construction, the contractor is responsible for hauling off soil from the base and disposing at its final location. Please note that utilities will be installed via a separate contract after award.

Q23: Please provide concrete pad drawings of the existing enclosure.

A23: See attachment.

Q24: Please confirm if duct can be supported off the building.

A24: This will depend on the selected paint spray booth and the required utilities going to it (via a separate contract after award), which is not known at this time, so we are unable to provide the duct size and support requirements.

Q25: Please provide any specifications or requirements from the AHJ for the fire suppression systems A25: We will need to know if the facility will be enclosed, as well as what the paint spray booth manufacturer requirements are for the type of fire suppression.

Q26: Please identify a temporary storage location for the proposed equipment that is not under the enclosure during the installation portion of the project.

A26: Page 7 of the attachment, with its future concrete yellow slab in yellow will be the proposed temporary storage location for proposed equipment.

Q27: Please clarify the government is responsible for a container and transportation of said container for all waste and disposal of non-hazardous materials. If a container is not provided, please identify a temporary area and final collection point for all non-hazardous waste items.

A27: Contactor/installer will be responsible for container for all waste and disposal of non-hazardous materials.

Q28: Since this is an active airport, are there any restrictions on equipment required for installation.

ie forklifts, man lifts, earth moving equipment, crane.

A28: Crane usage will need Airfield Manager approval, which routes through the Navy. A required “Lift Plan” will also have to be submitted to include the crane type, and certifications of the operator and rigger and any ground safety person that is identified. Please note that utilities will be installed via a separate contract after award.

Q29: Will the government offload equipment as it arrives from trucks and locate in temporary storage until installation commences?

A29: The contractor/installed will offload equipment as it arrives from trucks and locate it in temporary storage until installation commences.
