Section B: Description of the Supplies/Services Required has a requirement for external switching unit that can switch frequency inputs. In order to avoid unnecessary delay in fulfilling the Government's requirement and experiencing duplication of cost as stated herein, the requested products are the only products that will satisfy the Government's requirement at this time.
The appropriation for this requirement is Fiscal Year 2019, 3080 funds. Based on market research, the total cost of this acquisition is estimated to cost of . This acquisition will be awarded as a Firm Fixed Price (FFP) contract.
Section C: Justification for Soliciting from a Single Source or Brand Name
This acquisition is for the procurement of the Glowlink High Capacity Switching Unit and Control Unit, which is essential to support the Government's Intelligence Community, mission partners, and the warfighter. The procurement of support for the Glowlink enhancement system is essential in improving the performance and effectiveness of a satellite interference geolocation system. Geolocation can be the only way to locate and mitigate unauthorized transmissions. This requirement will allow all present and future employees to use this capability as part of the standard package with each geolocation unit.
The previously acquired hardware uses both proprietary Glowlink hardware and software algorithms, and this hardware will enhance the capabilities of the current system.
believes that award for an Other-Than-Requested (OTR) brand would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling requirements. If this contract is not awarded for Glowlink brand products, another contractor would need to acquire the skills, knowledge, and experience necessary to create this product and to warranty their work from the ground up. Selection of a new contractor responding to a new source selection would reasonably be expected to take upwards of 6 months to complete. This award time along with the time required to develop the skills and expertise required will create a delay of 12 months, resulting in an unacceptable delay to the Government. If we fail to have this tool in place due to delays we may not be able to properly analyze information to provide input on countermeasure to a threat which could result in loss of property (i.e. plans or weapons systems) and loss of American lives on the battlefield.
The specialized nature of the geolocation enhancement signals would preclude there from being a company capable of proving the required depth of knowledge and expertise to supply an equivalent product compatible with the existing equipment. A comparable replacement system would need to be procured to provide equal benefit to the Government. It is the Government's estimate that to reopen this requirement to competition and select a brand other than Glowlink would exceed . This estimate is based on the cost of replacing all the hardware, software, and training for the new OTR's products.
Accordingly, Glowlink, is the only brand capable of providing the product described above without experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
Section D: Efforts to Obtain Competition
A request for antenna market research was issued utilizing NETCENTS-2 on 15-22 August. Glowlink was the only vendor capable of providing a solution to meet this requirement. Additional research with Glowlink showed that no other NETCENTS-2 vendors currently have solutions to work with Glowlink. There is not a reasonable expectation of competition within NETCENTS-2.

Market research concludes that a sole source contract to Glowlink will provide the best value to the Government in fulfilling requirement. Intent to Award Sole Source special notification will be issued via Federal Business Opportunities website, FedBizOpps. Listed below is the only available source for this acquisition:
Section E: Steps to Preclude Future Single Source or Brand Name Awards has determined that the circumstances of this contract action deem only a single source is reasonably available. is constantly monitoring the marketplace for other less expensive, technically superior, or more readily responsive vendors for applications similar to Glowlink's products. Subject Matter Experts (SME) will continue to attend trade shows and conferences, review publications, and communicate with other users in order to promote competition when future acquisitions are required. As identifies new requirements, will make every effort to compete new purchases.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
