IT Logistics and Equipment Custodian services to include but not limited to: Assistance in maintaining accountability of IT assets assigned in the Air Force Equipment Management - Asset Inventory Management System (AFEM-AIMS);

facilitate storage and warehousing of IT equipment; conduct and maintain IT equipment inventories; arrange for equipment deliveries and pickups throughout ship and receive assets through commercial and military channels; and assist and prepare equipment for Defense Reutilization Management Office (DRMO) turn-in.

Video Teleconferencing (VTC) Support to include but not limited to: Performing site surveys for installation, upgrade, commissioning/decommissioning of VTC equipment within ; load, configure, maintain, test, troubleshoot and remediate VTC conference room suites and desktop video teleconferencing (DVTC) units; coordinate with call manager and the end-user for access, installation, testing and commissioning/decommissioning of conferencing systems; conduct initial certification testing to ensure systems are operational; conduct semi-annual test at two contingency sites; coordinate and schedule vendor for installation and/or removal of VTC suites; provide VTC, DVTC and audiovisual user support and instruction; and provide remote and on-site VTC instruction for room facilitators, conference participants and equipment users.

IT Program Management: Perform day-to-day management of overall contract operations to include ensuring quality assurance standards are met; tracking Service Level Agreements with Outside Technical Service (OTS) providers; and tracking procurement of Government requested hardware for remedial maintenance.

This effort also requires activities necessary for a seamless transition from the current vendor to any new vendor.

The total estimated purchase order price is . This action will be funded using FY19, 3400 appropriations and the period of performance is 2 June 2019 through 27 Sep 2020.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Realignment and reassignment of reporting units at various locales throughout the US has created a great deal of uncertainty with the changing organizational and reporting structures. One of these units, , was initially projected within the next year to be realigned under a different organization which would drastically change the mission and area of responsibility. Due to “stop-start-stop-start” delays in the implementation of the realignment and future time-frame for completion still varying from one to three years, delays have occurred that necessitate the continuation of IT support operations called for in Section IV above for .

The current contract for support expires 1 Jun 2019 and the services provided by are critical IT functions without which classified JWICS support services would result in complete work-stoppage of sensitive intelligence units within . is currently in place providing these highly classified services and with uniquely qualified IT support staff with the appropriate certifications, training and security clearances to execute these TS requirements.

Attempts to execute several alternative acquisition strategies have been overcome by and delayed by the ever-changing uncertainties of the re-organization which has now resulted in the necessity of this short bridge effort.

While other potential offerors could likely provide these same services given a sufficient transition period of at least 30 days, the nature of the classified support requirements and the off-boarding and on-boarding, vetting and approving appropriately cleared personnel often takes months and with the very short remaining time before a critical stop work would occur and the relatively short duration of this bridge effort makes, it impractical for any vendor other than the incumbent to execute a new contract.

The Government has determined this requirement can be achieved through a directed 8(a) acquisition based on responses received from a sources sought detailed below in Section VIII. The follow-on acquisition strategy is to support (to provide these services at the conclusion of this four month bridge contract to through the execution of a cooperative agreement between the AF and the SBA's 8(a) program. The bridge will allow sufficient time for the AF to properly vet a qualified 8(a) vendor and execute a replacement support contract that will provide all necessary support through final culmination of the major intelligence agencies realignment of the support offices.

Based on the information provided in this section the Government has concluded that it is in Government's best interest to award a sole source bridge contract to prevent a break in service and ensure continuity of these critical services while the AF executes its long-term support strategy with the award of a follow-on 8(a) support contract.

Consequently, is the only firm capable of providing the services described above without the United States Air Force (USAF) experiencing unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought synopsis was posted to FedBizOpps (FBO) on 2 May 2019 and updated 8 May 2019 in an effort to identify any potential sources capable of meeting this requirement. The sources sought requested all interested parties submit a capabilities package demonstrating the ability to meet the Performance Work Statement (PWS).

The following vendors responded to the sources sought:

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer determines the anticipated cost will be fair and reasonable based on the proposal techniques at FAR 15.404-1(b). The program office will perform a technical evaluation based on the criteria and requirements identified in the proposal/Performance Work Statement (PWS) to include an evaluation of the proposed mix and amount of labor hours. Proposed prices will be compared to historical prices paid by the Government for the same or similar items. If needed, the proposed price will be compared with published price lists or market prices. The Contracting Officer will make a best value determination based on the technical evaluation and price reasonableness analysis. The contracting officer has determined that this action is commercial; therefore, in accordance with FAR

15.403-1(b)(3) certified cost or pricing data is not required. An audit is not required since this acquisition is an FFP contract under $5M.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

There were a total of vendors that responded to the Government's sources sought posted to FBO on 2 May 2019 and updated on 8 May 2019. The sources sought closed at 11:59 eastern standard time (EST) on 10 May 2019. The North American Industry Classification System (NAICS) code used for the source sought was 541519.

The vendors consisted of:

- Small Business consisting of:

- Small Businesses;

- Small Disadvantaged Business (SDB), Service-disabled Veteran-owned Small Business (SDVOSB), Veteran-owned Small Business (VOSB);

- SDB;

- SDB, Woman-owned Small Business (WOSB), 8(a) certified

- SDB, 8(a) certified

- SDB, SDVOSB, VOSB, 8(a) certified

- 8(a) certified, Historically Underutilized Business (HUBZone)

- 8(a) certified, SDB

Each vendor submission was assessed to determine the level of knowledge and experience for key capability discriminators (consisting of scope, financial, technical and security) identified in the capabilities matrix. The technical team reviewed and evaluated the responses based on the provided draft PWS and capability matrix.

Based on the technical analysis there are at least 8(a) business; large business and small business that demonstrated the ability to meet all of the key capability discriminators identified in the capabilities matrix and PWS. There is large business that demonstrated the ability to meet of of the key capabilities but did not mention in their documentation their ability to meet of section 5.3 technical capabilities. The remaining vendors demonstrated the ability to meet the total key capabilities as shown below.

The majority of the above listed vendors were rated as such because they did not mention certain section 5.3 technical capabilities in their provided documentation, which results in one of the section 5.1 capabilities also not being met.

only met the required facilities clearance requirement but their submitted capability matrix did not provide proof of past performance or details to demonstrate the ability to meet the remaining key capabilities.

did not meet any of the key capabilities because they did not have the required facilities clearance and did not provide a completed capabilities matrix or enough information to determine their ability to meet the key capabilities.

The results of this sources sought has led the Government to conclude that this requirement can be acquired as a directed 8(a) set-aside. There is at least one certified 8(a) that meets all the key capabilities. Based on technical analysis the Government believes there is the potential for at least two of the other 8(a) vendors to provide capabilities briefings or additional documentation that may support their abilities to meet all of the key capabilities. The Government does not believe two of the 8(a) vendors are able to meet this requirement based on the lack of information provided demonstrating the vendors abilities to meet key technical capabilities in section 5.3.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Based on the sources sought responses, the Government has determined that this effort can be acquired through a directed 8(a). The directed 8(a) acquisition will be worked concurrently with the bridge contract. This bridge contract will allow the Government the time required for to conduct capability briefings with 8(a) vendors and review technical qualifications and past performance in order to select a qualified vendor.
