PURCHASE DESCRIPTION

SDL XyEnterprise Contenta, Contenta S1000D and Viewer Licenses

18 July 2019

1. DESCRIPTION: The contractor shall transition current AF-owned program/user-based SDL product licenses for the SDL Contenta, SDL Contenta S1000D, SDL XPP, and SDL LiveContent S1000D Publishing Server and Consumer Viewer products to AF-enterprise level software licenses and shall provide authority for AFLCMC/LZP, Robins Air Force Base GA on behalf of the USAF to implement and utilize those licenses to support any USAF program. The contractor shall also provide support for the AF-owned software licenses for a period of one-year following the expiration of initial software warranty period (if any).

1.1. The existing AF-owned licenses covered under the site codes outlined below shall be utilized as the basis for transition of licenses to an AF-enterprise license model:

1.2. Periods of Performance (POP): The period of performance associated with AF-enterprise license purchase shall commence upon award of contract, with delivery of AF-enterprise level licenses and all associated agreements to be accomplished via electronic means within 15 days of contract award.

The period of performance associated with the initial support/maintenance of the software shall commence immediately upon expiration of the initial software warranty period and shall continue for a period of one-year.

1.3. Ownership of the AF-enterprise license document/authority shall be assigned to USAF, AFLCMC/LZP, and shall be communicated via e-mail to the following points of contact.

Utilization of the AF-enterprise license software (components outlined above) shall not be limited for use by any specific USAF organization. Licenses shall remain available for use by any USAF entity regardless of any subsequent change in the USAF organization responsible for software management.

2. GENERAL INFORMATION:

2.1. In accordance with FAR 23.404(b)(1), 100 percent of purchases of Environmental Protection

Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list (https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program) and/or United States Department of Agriculture (USDA) designated products included in the biobased product listings (http://www.biopreferred.gov) shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

2.2. In accordance with FAR 23.404(a)(iii), the contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification or both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins AFB GA Green Procurement Program (GPP) Plan, the contractor shall provide estimates and certifications to the government for completion of the applicable attachment(s) to be included in the purchase request package.
