About this file
This is a Questions and Answers document for a Local Telecommunications Service (LTS) Sources Sought solicitation at Wright Patterson Air Force Base.
The document clarifies the Government's E911 and voice service requirements and current operational structure. Wright Patterson AFB manages voice services organically through internal staff rather than a managed service provider. The installation operates its own primary PSAP (5570) with internal ALI database management and does not currently release location updates to external providers or the community. The provider is expected to deliver basic public-facing ALI containing only minimal information (Wright Patterson AFB designation and required carrier information). The Government is investigating implementing Alternate PSAP routing to the County for overflow coverage in event of internal constraints. NG911/ESINET connectivity is not currently available at the location pending regional deployment by the surrounding community. The winning provider will lease published dial plan numbers to the installation under this vehicle and provide demarcation handoff for bi-directional calling. Lumen currently serves as the local carrier, while AT&T provides e911 connectivity (CAMA/ALI Modems) under a separate contract vehicle. Any E911 requirements that cannot be met by the local commercial voice service would be addressed through mechanisms to be determined, which may include separate contract vehicles or contract modifications.

Local Telecommunications Service (LTS) – Sources Sought
Q&A
Q1: In the event the local commercial voice service cannot support the Government’s E911 requirements (capacity, location updates, redundancy, or regulatory constraints), can you confirm where the formal E911 request or responsibility would reside? Specifically, would this be handled under a separate contract vehicle, contract modification, or through another Government-designated E911/NG911 provider?
A1: Installation provides primary PSAP (5570) capabilities internally for all fixed voice communications, with local/internal ALI database management provided by organic maintenance staff. Currently the site does not release location updates to the community or providers. The provider would be expected to provide basic PUBLIC facing ALI with minimal information, defined only as (Wright Patterson AFB) and required carrier information. Currently we are investigating having capability to implement Alternate PSAP routing to the County in event of internal coverage constraints aka overflow.
Currently NG911/ESINET connectivity is not available at this location, pending regional deployment of NG911 capabilities to the surrounding community.
Q2: Can you also confirm the currently designated local carrier / ITSP responsible for providing the managed IP-based voice service and associated E911 connectivity under this SOW (or the incumbent carrier, if applicable)?
A2: Installation manages the voice services organically, not through a managed provider, traditionally the winning provider leases the published dial plan numbers to the installation under this vehicle, providing demarc handoff of all bi-directional calling. The Local Carrier is Lumen, while e911 Connectivity is provided by AT&T (CAMA/ALI Modems) under a separate vehicle.
