QUESTIONS AND ANSWERS:
30 CES/CEOES Insulator Washing F4D3D18332AQ01
Questions were due to 30 CONS by 30 January 2019 at 4:00 P.M. PST. The following questions were received.
Q1. On page 3 of the RFP document, it states “The Electrical Shop (30 CES/CEOFE) shall provide the Contractor access to existing engineering plans, drawings, diagrams, aerial photographs, digitized maps, etc., to facilitate the evaluation of the site(s) as requested.”
1. We kindly request:
a. Structure drawings
b. KMZ files showing the structures to be washed or latitude/longitude coordinates for structures to be washed
c. Description of Services Appendix A (the Appendix A in the RFP document covers environmental requirements)
A1:
a. There are no structures included on this contract, only specific poles.
b. Only Geographic Information Systems (GIS) maps will be provided to the awardee.
c. There was a typo in the PWS that references Appendix A as the Environmental Requirements. Environmental Requirements should be listed as Appendix B on page 17 of the PWS. The PWS has been edited to incorporate those changes.
Q2. Is the deionized water and truck solely the responsibility of the contractor to provide? Or will you be providing the deionized water and truck to carry it?
A2: The contractor is solely responsible for procuring the deionized water and truck.
Q3. Is this contract intended to have equipment and personnel on site the entire year to complete insulator services as needed? Or will they give us a list of structures to wash and we are released once that scope of work is completed?
A3: A period of performance will be established during contract award as outlined in paragraph 3.1. of the PWS. The estimated time that will be given to the contractor to perform services will be 1 year from award.
Q4. What will be needed to preschedule a site visit?
A4: A site visit was conducted on 23 Jan 19. No further site visits will be necessary.
Q5. Please confirm that masticating (Not Digging) heavily wooded/dense vegetation areas will be acceptable to the government to gain access to pole location with input from Base Environmental on the AF103.
A5: Masticating, a process that involves reducing the size of forest vegetation and downed material by grinding, shredding, chunking or chopping, will only be acceptable to the Government after the AF103 process has been approved/completed.
Q6. Please confirm if large scale drawings will be available after award to note pole deficiencies at each location.
A6: Upon award, large scale maps will be printed and provided to the awardee.
Q7. Please confirm the pole count, as the table notes 4,064 poles and the description notes above note 1,200 poles.
A7: The correct pole count is 4,064 poles and has been corrected in the PWS.
Q8. Please clarify if competent personnel needs to have a NFPA 70E Certification. SOW calls out for “NFPA 70 Safety Requirements” which is part of the national electrical code and not a certification.
A8: This is a typo in the PWS. No NFPA 70E Certification is needed, just knowledge and understanding of the NFPA 70 Safety Requirements. This has been corrected in the PWS.
Q9. The RFQ states that all lines will be hot during washing. However, at the site visit it was stated that feeders A4 and A5 would require outages. Please confirm.
A9: There is in fact a 2-mile segment where A4 and A5 poles will need to be de-energized. When the awardee would like to wash this area they will need to follow the instructions in the PWS paragraph 1.6.1.
Q10. The RFQ requests a Technical Response Questionnaire be submitted illustrating similar experience within the last five years. Both contractors present at the mandatory site visit are new 8(a) contractors, and though both have the years of seasoned in-house experience to qualify and meet the performance questionnaire, they do not under the 8(a) Contractors name. Please advise if experience listed can be relevant to the cumulative years of personnel experience versus the single Contractor identity.
A10: Personnel experience can be submitted in lieu of “company” experience as new company names have been created.
Q11. Will the Government accept past performance from a Subcontractor?
A11: The government is not asking for “past performance”.
Q12. It was indicated at the site visit that the contractor will not be able to purchase deionized water on base, specifically from Call Henry at SVPP. Please confirm that the contractor will be required to purchase the deionized water from a facility located off base.
A12: As was said at the site visit, the contractor may not purchase deionized water from Call Henry and must purchase from an off base provider.
Q13. Do we have to get approval from environmental when going into certain areas?
A13: Yes, you have to get approval. You must follow the AF103 process before entering areas with heavily wooded/dense vegetation areas.
Q14. Previously, the IR was included as part of the report. Is it included this time?
A14: The IR is not included in this contract.
Q15. Am I able to get a full size map? A complete set for all circuits?
A15: Please see question 6 above.
