About this file
This is a Presolicitation Notice for 2 SLS Crane Rental containing questions and answers clarification. The U.S. Air Force, through the Space Force at Vandenberg Space Force Base, is seeking crane rental services for the Space Launch System (SLS) program. The requirement involves renting two cranes for booster handling and positioning operations at Test Pad-01.
Key operational details include: contractors must obtain Entry Authorization Letters (EAL) for crane team personnel and undergo background checks for base access with subsequent escort to the site; there are no ground bearing or footprint constraints at the test pad provided asphalt is not damaged; no explosive payload experience is required as the boosters are inert; the crane must maintain a minimum 75-foot radius from the pick point due to crane turret and boom extension requirements, with operations including attaching the boom, rotating the trailer vertical on a breakover fixture, removing the booster for dead-hanging, and returning it to the trailer. The Contracting Officer clarified this is a presolicitation notice, not an official solicitation release. Amendment 01 adjusted the questions and answers submission deadline from April 21, 2026 to April 10, 2026 at 1:00 P.M. Pacific Daylight Time, while the final proposal submission deadline remains April 21, 2026 at 1:00 P.M. PDT. Chris Hummel, GS-12, USAF Contracting Officer at 30 CONS/PKB, is the point of contact.

Presolicitation Notice for 2 SLS Crane Rental Q&A
1. Base Access Requirements:
Can you please advise on the process and expected timeline for contractor badging and equipment access to Vandenberg Space Force Base? There will be an Entry Authorization Letter (EAL) that we have to fill out for the crane team and SF will do a background check for base access once approved they will be escorted to the site.
2. Site Conditions / Setup Constraints:
Are there any known ground bearing limitations, setup footprint constraints, or obstructions at Test Pad-01 that should be considered when proposing crane configuration? There should not be any ground bearing limitations as long as asphalt isn’t an issue nor footprint constraints or overhead obstructions.
3. Explosive Payload Experience: The SOW references knowledge of crane operations and rigging for explosive payloads. Can you confirm whether this is a required qualification for award or informational in nature? The boosters are inert so no explosives will be present.
4. We have a question on the radius of the pick at 75’ it has been our experience that we can get closer to this and use a 350 ton crane. Are we not able to get any closer than 75’ from the pick?
The load plan goes into detail a bit more however the 75’ requirement is because the turret of the crane will be approx. 25’ from the aft of the trailer and then the boom must extend to the front of the trailer approx. 50’ totaling 75’. However, once extended it will be attached then rotate the trailer vertical on a breakover fixture where once vertical the booster will be taken out of the trailer and dead hang for a couple minutes prior to being put back into the trailer.
• 5. This requirement is officially released as a solicitation, and The 21 April 2026 deadline remains the final proposal submission date?
This is pre-solicitation notice. Additionally, Amendment 01 was posted with the pre-solicitation notice to correct questions and answers date from by no later than 21 Apr 2026 @ 1:00 P.M. Pacific Daylight Time to by no later than 10 Apr 2026 @ 1:00 P.M. Pacific Daylight Time. 2. The established deadline for response date of Apr 21, 2026 01:00 pm PDT has not been changed.
