The delivery schedule is 9-months ARO for delivery of Mobile Imaging Vehicle (CLINs 0001-0003) and three 12-month options for maintenance service.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1.
FAR 8.405-6 (b), “Items peculiar to one manufacturer.” An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
The Leidos VACIS M6500 Mobile Imaging Vehicle is the only available model that meets the following critical specifications:
- Operational in tight spaces, the radiation exclusion zone does not exceed 8.5m wide
-- The scanner has a low radiation dose:
Dose to vehicle occupants: No more than 0.25 μSv (25 μrem) per scan Dose to operator: No more than 0.5 μSv (50 μrem) per hour at 150 scans per hour
- The system is mounted on a compact, maneuverable truck chassis that requires no additional shielding and capable of being stowed for transportation or deployed for use in 15 minutes or less.
- The vehicle supports high throughput; the scanner is able to scan at least 150 vehicles or trucks towing 40-ft containers per hour, or up to 300 vehicles or trucks with a slightly larger exclusion zone. In mobile mode, the scanner is able to scan up to 60 trucks towing 40-ft containers per hour.
- The system can penetrate at least 200 mm of steel
- In stationary mode, the scanner is capable of being operated by a single operator.
- The system is able to simultaneously scan targets at two different energies, enabling it to distinguish low-density (organic) material such as drugs, explosives and currency from high-density (metallic) materials such as weapons and ammunition.
- The scanner can support flexible operation: The system is able to scan while moving or while stationary to inspect trucks towing containers, passenger cars and other vehicles under a variety of conditions.
- The scanner is able to support either Full-scan or Cargo only scan modes.
--Under Fullscan mode, the scanner can scan the entire vehicle from bumper to bumper, including occupants.
-- The scanner has the ability to detect the difference from conveyance and segmented cab to automatically determine proper and safe scanning energy. Segmented cab-conveyance vehicles; will be scanned at a safe energy typically 2Mev and then the conveyance will be scanned at an appropriate energy typically between 6.0MeV to 6.5 MeV for optimum penetration.
- Under Cargo-only mode, sensors can automatically detect the gap between the truck cab and the container and initiate imaging only after the truck cab has cleared the X-ray beam path. As a result, only the cargo is scanned --never the cab or its occupants.
- The system has sensors to prevent operation with personnel in X-ray beam
- The system has emergency stop button at operator station and scan area
- The system has flashing lights and an audible alarm indicate when the X-ray source is active

- During normalization, sensors de-activate the X-ray source if a person approaches the beam
- The system has interlocks de-activate the X-ray source if the source enclosure is open
- If the X-ray source is automatically de-activated by a system safety function (such as an e-stop), operator action is required to re-activate the source
- System is hard wired external terminal, monitors and operator station so operator can operate system from a building
The Leidos VACIS is the only system on the market that is mounted to a truck chassis and is not a towable system. The VACIS does not require a Commercial Driver's License to position and/or operate. The Leidos VACIS is the only one capable of 6.5 MeV X-ray source energy. TAFB Security Forces personnel are already using this system and it is the system that is deployed across the Air Force. Security Forces personnel are not only trained on this system, but are certified as “Train the Trainers” for the system. This means, that no additional training will be required to own/operate this system on the installation. Further, there is no other system in the GSA Advantage catalog that will meet the requirements necessary for operations at Tyndall AFB.
Accordingly, Leidos is the only firm capable of providing this unique supply and service(s) to the U.S. Air Force.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The Government will ensure that the anticipated cost will be fair and reasonable in accordance with FAR 8.405-2(d). Supplies offered on the GSA schedule are listed at fixed prices. Services offered on the schedule are priced either at hourly rates, or at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, to be fair and reasonable for the purpose of establishing the schedule contract. The Procuring Contracting Officer (PCO) will conduct further analysis in making a determination of fair and reasonable pricing in accordance with proposal analysis techniques in FAR 15.404-1. The PCO will seek additional discounts before placing the order in accordance with FAR 8.405-4. Contracting will ensure that the anticipated cost of this acquisition will be determined fair and reasonable to the Government.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market Research was conducted 30 Aug 2019 through 27 Sep 2020 in the commercial marketplace. A comparison of six commercial Mobile Imaging Systems was performed. The Leidos VACIS M6500 System was the only Mobile Vehicle Imaging System determined to meet all of the specifications required for Tyndall AFB. The other systems fell short on the following requirements: system must be mounted to the truck chassis (not a towable system), system must not require a CDL to operate, and penetration depth/ MeV output. Earlier this FY, a Request for Information was performed on GSA for the Mobile Imaging System. Three vendors responded: Leidos, Vidisco USA, and Astrophysics Inc. After a technical review of the specification of each of their offered imaging systems, it was determined that Leidos was the only vendor capable of meeting the Tyndall specifications. Vidisco does not possess any mobile vehicle mounted capabilities, therefore were determined not capable. Astrophysics Inc's has x-ray scanners capable of scanning baggage, parcels, crates, pallets and one mobile van solution, however the tunnel opening was not wide enough to drive a vehicle through, therefore they were determined not capable.
The market research concluded Leidos Inc is the only capable source in the commercial marketplace that

VII. Other facts supporting the justification.
None
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
This is a one-time acquisition, therefore no plans to remove or overcome barriers to competition. In the event future requirements occur, the market will be scanned for commercial vendors who offer Mobile Imaging System products that could satisfy the Government's requirements.
There was no previous sole source justification, therefore higher level approval of this limited source justification is not required in accordance with DFARS PGI 208.405-6(2).
