About this file

This document is a Single Source Justification (Simplified Acquisition) for a follow-on sole source contract to provide IT support and cloud hosting services for the Airfield Operations Data Management System (AODMS) Platform as a Service (PaaS) requirement. The contracting activity is AFSC/PZIOA at Tinker AFB, OK. The previous 12-month contract was awarded to Solid State Scientific Corporation (SSSC), a small business. This follow-on 12-month contract, valued at $, is considered a commercial service under FAR 12 and FAR 13.5. The justification cites SSSC's unique knowledge and established capabilities supporting the critical AODMS system, stating it would be disastrous to the stakeholders to switch to a new cloud service provider at this stage. The document outlines efforts to obtain competition and steps to preclude future sole source awards.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFSC/PZIOA, Tinker AFB, OK

Project/Program Name: Airfield Operations Data Management System (AODMS) Platform as a Service (PaaS)

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Provide the IT support necessary to perform support and maintenance services to accomplish hosting services using the PaaS (Platform as a Service) cloud computing model for the maintenance of the Airfield Operations Data Management System

(AODMS).

This acquisition is a follow-on sole source effort to Solid State Scientific Corporation (SSSC), a small business under NAICS 541990. This requirement is in support of Head Quarter (HQ) Air Force Flight Standards Agency (AFFSA) to provide IT support necessary to perform support and maintenance services to accomplish application hosting services using the PaaS (Platform as a Service) cloud computing model for the maintenance of the Airfield Operations Data Management System (AODMS).

The previous contract (FA8136-23-P-0007) was awarded to SSSC for a period of 12 months (31 July 2022 - 30 July 23) in the amount of $ The term of this effort will consist of a 12 month period. This requirement has been determined to be a commercial service in accordance with FAR 2.101. The procedures in FAR 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services will be utilized for this acquisition. The estimated contract value is $ with a POP date of 31 July 2024 through 30 July 2025. This requirement will be a Firm Fixed Price type contract.

Section C: Justification for Soliciting from a Single Source or Brand Name

Interruption to the Airfield Operations Data Management System (AODMS) would occur if the Government were to switch contractors and require a new contractor to recreate the existing PaaS set up. This changeover would result in service interruption and over 1,700 Airfield Operations (primarily USAF air traffic control) users would lose their data management system. The system is in a very critical stage of usage, development, not only performing a critical framework transition that requires our Platform as a Service (PaaS) provider to be extremely knowledgeable, but the contractor is also well-versed of our system's inner workings of the cloud space and flexible to out ever-changing database requirements. SSSC uniquely fits that bill since they have been providing this service for three-years now and we have internalized processes between our unit and SSSC for data management and upload. SSSC has continually adjusted and went above and beyond to not only accommodate our needs but have actually helped improve processes and user interfaces without increasing their price or charging extra monies.

Finally, it would be absolutely disastrous to our stakeholders if we were to interrupt our cloud service and step-backward with a new CSP. We are deeply invested and reliant on our current PaaS provider due to their unique and well-established knowledge/ understanding of our system. It is this well-tuned and seamless support capability, along with the in-depth knowledge and intimacy with our system that makes SSSC uniquely qualified to continue as our PaaS provider.

At this stage of the usage and transition of the data management system, it would be disastrous to our stakeholders if we were to interrupt our cloud service and step-backward with a new CSP. While we are reviewing Cloud One migrations, we are deeply invested and reliant on our current CSP due to their unique and well-established knowledge/ understanding of our system. It is this well-tuned and seamless support capability, along with the in-depth knowledge and intimacy with our system that makes SSSC uniquely qualified to continue as our CSP.

Section D: Efforts to Obtain Competition

Market research, mainly through DISA Storefront, revealed that Solid State Scientific Corporation has the proven capabilities as demonstrated in their successful Tinker contract performances in the past. It is not known if other vendors have the capability to provide the requirement to the government standards.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Continue with market surveys and periodically checking the DISA web site to identify any new PaaS certified contractors that are on boarded to perform these services on the DISA Cloud Server Providers.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
