Requests For Information (RFIs) - Giant Voice System Upgrade @ Scott AFB, IL
RFI #Date Recv'dDate Sent to Technical ExpertRFIResponseDate Answered
112-Jun-2313-Jun-23Would the government consider an equivalent or better solution that can integrate with the current system and has successfully accomplished on other Air Force bases? The government would consider an equivalent or better solution that can integrate with the current system, but do remember that this is for an upgrade to the Giant Voice System. That said, if the equivalent or better solution is IAW with the SOO it will be considered.27-Jun-23
213-Jun-2313-Jun-23Does site 4 require an aviation strobe on the new siren head? No. Site 4 is not close enough to the flight line to require an aviation strobe.27-Jun-23
313-Jun-2313-Jun-23Can we be provided pictures and an equipment list for the Federal Signal control point equipment that is at the command post, since we could not get access during the job walk?No picture can be provided. The equipment list for the Federal Signal control point equipment is the following - SS2000, 20ish inch monitor, keyboard, mouse, and CMD 750 Motorola Radio.27-Jun-23
413-Jun-2313-Jun-23Can the government confirm the location, make and model of the AtHoc IIM integration device?AtHoc IIM Integration Device - Serial Number: U904200 Model Number: BLAC-MC610-10v1. Located in the Command Post.27-Jun-23
513-Jun-2313-Jun-23Can you please confirm that the proposed replacement radio is a Motorola APX4500?The Motorola APX4500 is the generic piece of equipment that was listed. However, this is not a brand name requirement that requires we use Motorola specifically. Simply put, Kenwood and Motorola are the generic radio's that work because they are compatable with Federal Signal.27-Jun-23
623-Jun-2323-Jun-23Is it acceptable to upgrade the Giant Voice System by offering a replacement solution for all eight (8) of the Giant Voice stacks, Control Stations, communication devices and ancillary equipment? No - this requirement is an upgrade. Not a replacement.27-Jun-23
723-Jun-2323-Jun-23Could you clarify the requirements in the following sections of the SOO dated February 23, 2023 as they appear unclear and in conflict? Does the Government intend to stipulate the communication methodology for the Giant Voice System or is the contractor to propose a solution? • 2.2 SPECIFIC REQUIREMENTS. Page 5: The communication shall be through RF connectivity and the new radio’s shall be J/F 12 compliant with an Omni-directional antenna capable of transmitting at M142.350 and LMR400 cable.

• 2.2.1 Radio Frequency (RF) Requirements: The contractor shall EFI&T the two-way RF communications infrastructure for the new GVS communications infrastructure for the new GVS. The base spectrum manager can provide the radio frequency allocated for Giant Voice at each location, as well as maximum power allowed, radio type required, etc.

• 2.3.1.4 Activation and Control subsystems: The radio for all system communications shall be approved by US Military Communications Electronics Board (MCEB) J/F-12 process, and be capable of utilizing a Frequency Shift Keying (FSK) modulation scheme, DTMF and Two Tone Sequential data signals and meet narrow band and AES encryption requirements.

• 2.3.1.8 Pole 004 Omni-directional speaker replacement shall be installed with the existing equipped Siren Controller Unit, two-way radio UHF/VHF, 128-256 bit encrypted control

• 2.3.5 Central Control Stations: The new GVS will have two-way P25 RF communications

• 2.3.7 Command Post, Building 1600: UHF/VHF base station radio

The contractor is to propose a solution off of what hasd been provided in the RFQ which includes the SOO, the Map attachment, the redacted BNJ, and the answered RFI's. - 2.2 J/F12 compliant means the radios must meet this standard which transmits data as encrypted for both short and long-haul services (Operational use for DoD Cyber security posture). As for the Omni-directional antennas, we are asking the contractor to provide this item in their quote to meet the requirement. - 2.2.1 Radio frequency is controlled by the base spectrum manager and the awarded contractor will work along side them to ensure this item in the SOO is done properly. It should not effect your quote so long as you are providing the correct radios that were mentioned in RFI 5. - 2.3.1.4 This is a statement that has been provided in the SOO to cover the J/F 12 compliance and P25 compliance that is required to fulfill this requirement as FSK modulation scheme, DTMF and TWO Tone Sequential data signals meetings narrow band and AES encryption requirement are the standard for activation and control subsystems. - 2.3.1.8 Two-way radios having Ultra High Frequency and Very High Frequency capatabilites with 128-256 bit encryption is the standard and what is required for this requirement to be done effectively. - 2.3.5 The Central Control Station we are requiring is Federal Signal and Federal Signal is fully compliant with P25 two-way communication systems. - 2.3.7 UHF/VHF base station radios are required for the command post to operate effectively.27-Jun-23
823-Jun-2323-Jun-23Has section 2.3.6 been omitted or is there a section with additional requirements missing in error?2.3.6 is not there due to a typo but should not hamper meeting the scope of the requirement.27-Jun-23
923-Jun-2323-Jun-23Can you confirm the following requirements? • 2.2 SPECIFIC REQUIREMENTS. Page 5:

• The new GVS shall be connected to new PC computers, LED monitors, and Windows OS (at least Windows 11) for each new Controller/Encoder station with two-way communications software package, communication links, remote controller unit with battery backup power.

• The new PC computers will be connected to the base network which must be Standard Desktop Configuration compliant.

The new GVS system will be ran by PCs utilizing windows 11. The PCs will have to be network compliant for the AdHoc integration and modified to be put in the Command Post.12-Jul-23
1013-Jun-2313-Jun-23Referencing 2.2 (specific requirements) - Who is providing the new PC/Monitor and what is the quantity? If KTR is to provide, what is the configuration required and the monitor size?KTR is providing and the quantity Is 3. Configuration required is answered above and the monitor size should be 22 inches.12-Jul-23
