I. Contracting Activity.

II. Nature and/or description of the action being processed.
This individual Justification and Approval (J&A) authorizes use of Other than Full and Open Competition procedures to award a current commercial firm-fixed price type contract for repair and preventive maintenance services under a one year basic contract with two 1-year options, with potential for a 6-month extension under FAR Clause 52.217-8·-0ption to Extend Services. The current contract with Global Machine Technologies LLC, (CAGE) code 3DY31, is for Preventative and Remedial (PM/RM) Maintenance Services of the Butler Newall High Speed Blade Tip Grinder in support of 76 CMXG. Global Machine Technologies is the USA representative for the original equipment manufacturer (OEM) and has the exclusive data rights to machine programming. Ill. Description of supplies/services required to meet agency needs.
The Butler Newall (Danobat) High Speed Blade Tip Grinder (BTG) is used to grind and measure the blade tip diameters of compressor and turbine rotors. The high speed blade tip grinding process is to assure high performance jet engines meet engine performance standards by grinding the blade tip to acquire shape and d imension. 72 PMXG requires renewal of the current Preventive/Remedial (PM/RM) Maintenance contract to ensure continued service life of the BTG. Three PM visits per year will assure continued serviceability of the BTG. RM will be performed on an as-needed basis, with price negotiated and funds added at the time of repair.
PMXG also requires repairs to the BTG that include replacement of computer control system and other machine parts. These repairs will refurbish and update the BTG, improving machine performance, capability and reliability. The repairs are a one time priced CUN in the base year to fully commission the BTG, enabling the subsequent PM services.
FA8125-15-M-0026 is the current PM/RM contract, establi shed with Global Machine Technologies LLC. GMT is a US Company that represents the OEM of the grinder. The OEM is Danobat-Newall located in the United Kingdom. Parts and Services are only available from Danobat-Newall, through its authorized US representative.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Danobat-Newlall is the OEM for the Danobat and Newall Grinders. Newall was bought by Danobat and the two companies joined with the company name as Danobat-Newall. Danobat-Newall has the experience and techn ical expertise to be able to perform service on the Butler Newall High Speed BTG.
Teh BTG is controlled by a dedicated computer that utilizes an operating system and code developed and written by Danobat-Newall. The Government does not have the appropriate data rights to provide copies of the code to contractors to repair and maintain the equipment. The Government does not have the rig hts to data, such as machine parameters, controls and original specifications. The OEM will not sell the data rights to the Government.
Award to any other source could result in inadequate performance, leading to BTG failure and mission lead to unacceptable delays in fulfilling the requirements of the 72 PMXG and the Air Force.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Sources Sought Synopsis, issue number F3YCEB7160A 104, was posted on 2 Aug 17, on the Federal Business Opportunities (FBO) website. No responses were received.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor may be required to furnish other than certified cost or pricing data in order to enable the Government's efforts in performing a detailed price analysis.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research, in accordance with FAR Part l 0, was conducted by the Engineer, End User and OBCA Contract Support. The research included a web search and phone calls to grinder manufacturers and servicers. This research revealed that there is no other source available to perform the Preventive Maintenance and Remedial Maintenance on the Danobat-Newall BTG.
Other companies that perform similar efforts exist in the marketplace, but they do not have access to the applicable data required to service or repair the BTG.
A sources sought synopsis was posted to FBO seeking vendors with in terest in providing preventive main tenance on the BTG. There were no responses.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
