About this file
This is a Brand Name Justification document from the Department of the Air Force, Headquarters Air Force Sustainment Center (AFMC) at Tinker Air Force Base, Oklahoma, dated 28 April 2026.
The 76th Combat Maintenance Group (CMXG) is requesting procurement of one Dearing Compressor and Pump Co. Pressure Blower System, Part Number DSP-2505-8CM-6-50 or equal, to replace an Altitude Test Chamber Blower. The Pressure Blower System provides process air to the Altitude Chamber Test System, which simulates operating conditions for performance testing of depot-overhauled regulating valves and cabin environmental control components used on Air Force aircraft. The system supports B-1, B-2, B-52, C-130, KC-135, E-3A, F-15, F-16, and F-22 aircraft. Market research was conducted under NAICS Code 333912 and FSC 4310 through the Dynamic Small Business Search (DSBS) database and a Request for Information (RFI) submitted to twenty-four GSA eBuy vendors. The research identified fourteen potential small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned firms, but yielded no responses. A direct inquiry to Dearing Compressor & Pump confirmed they sell direct and do not use small business distributors. An initial internet search provided one unacceptable Rough Order of Magnitude estimate, and a customer-provided estimate confirmed multiple sources could satisfy the requirement. The document concludes that a specific brand name is required in accordance with FAR Overhaul 12.102 based on the circumstances of this contract action.
